The streamlining tool Congress is looking for already exists.

As new approaches are considered to accelerate infrastructure projects, it's worth asking whether the most effective solution is already being used nationwide. Statewide Programmatic Agreements have spent decades helping transportation agencies deliver projects efficiently while meeting federal historic preservation responsibilities.

Last week NCSHPO delivered written testimony to the U.S. House Appropriations Subcommittee on Interior, Environment, and Related Agencies, urging robust investment in the Historic Preservation Fund for FY 2027 — Calling for $250 million to support State Historic Preservation Offices (SHPOs), (THPOs), investments in preservation technology, and funding for preservation grant programs that protect and activate historic places nationwide.

NCSHPO urges fellow councilmembers to do the same, so the Council may consider thoughtful alternative and lawful approaches to stewardship of our nations historic resources.

VA DHR thoughtfully recounts archeological investigation of the Arcola Quarters Project in Loudoun County, Virginia, which "unearthed the human stories of enslavement, family continuity, displacement, and resilience during the antebellum and Reconstruction periods of Virginia and American history."
