It’s “𝐁𝐫𝐢𝐧𝐠 𝐘𝐨𝐮𝐫 𝐊𝐢𝐝𝐬 𝐭𝐨 𝐭𝐡𝐞 𝐖𝐨𝐫𝐥𝐝 𝐁𝐚𝐧𝐤 𝐃𝐚𝐲,” and we were delighted to welcome Dario and Alessio Laraia, sons of AM Executive Secretary Luigi Laraia, along with their friend Joao Samso Waltrick, to the World Bank Inspection Panel office.

Dario, Alessio, and Joao shared their day’s activities and asked thoughtful questions about the Panel’s work. We were especially impressed by how quickly they grasped what we do and articulated it in their own words.

In the afternoon, Sylvia Bonareri Omboga Mwangi from the Bank’s Treasury visited with her children, Hailey and Jeremy. They watched a Panel documentary on a case we investigated and asked the Panel Chairperson, Ibrahim Pam, insightful questions about our process and staff backgrounds in the accountability field.

It was indeed a pleasure to host them and a great reminder of the bright future ahead!

Inspection Panel Chairperson Ibrahim Pam leads a discussion on the investigation into the Tanzania: Resilient Natural Resource Management for Tourism and Growth (REGROW) Project. He is joined by Panel Member Evelyn Dietsche and Senior Policy Advisor Serge Selwan, who offer in-depth information and reflections on the case, including the World Bank Management Action Plan proposed to address the Panel’s findings. The video concludes with former Panel Chairperson and Lead Investigator Mark Goldsmith, who shares lessons learned from the investigation. We acknowledge as well Ramanie Kunanayagam who was then the Chairperson of the Inspection Panel during the investigation.

Panel registers Request for Inspection on the Sustainable Financing for Rogun Hydropower Project and Technical Assistance for Financing Framework for Rogun Hydropower Project in Tajikistan. The World Bank Management shall provide the Panel with a response to the issues raised in the Request for Inspection which the Panel expects to receive by May 23, 2025. After receiving Management’s response and engaging with the relevant stakeholders, the Panel shall make a recommendation to the Board of Executive Directors on whether the matter should be investigated.

World Bank Board Approves Changes to the Structure of the Accountability Mechanism; Strengthens Inspection Panel’s Operational Independence

On January 8, 2025, the World Bank’s Board of Executive Directors approved organizational changes to the structure of the World Bank’s Accountability Mechanism (AM). These changes follow a previously approved decision by the Board to review the effectiveness of the 2018 and 2020 reforms to the Inspection Panel Toolkit and the creation of the World Bank Accountability Mechanism, three years after their implementation. The aim of these changes is to enhance the independence, overall effectiveness, efficiency, and functioning of the accountability process at the World Bank. The Board approved organizational changes will (i) eliminate the Accountability Mechanism Secretary position (ii) enable Inspection Panel (IPN) and the Dispute Resolution Service (DRS) as two parallel units each independently reporting to the Board; and (iii) create a new position of Executive Secretary, who will provide administrative, communication and coordination services to both the IPN and the DRS and work under the direct supervision of both the Chairperson, Inspection Panel and the Head of the DRS.

Ibrahim Pam, Chairperson, World Bank Inspection Panel, on Accountability in Development
Ibrahim James Pam, the newly appointed Chairperson of the World Bank Inspection Panel, recently sat down with Prof. Bart Édes, a professor of international development at McGill University, to share his vision for the Panel's work. In this engaging discussion, Pam underscored the vital role of accountability amid the continued expansion of World Bank financing.
With shareholders demanding more of the World Bank, the Inspection Panel’s role has never been more critical. Pam emphasized the importance of ensuring that World Bank policies and procedures are upheld, and that communities and ecosystems are protected from potential project-related harms. He stressed that community voices must not only be heard but meaningfully addressed in all development initiatives.
Reflecting on the Panel's impressive 31-year legacy, Pam highlighted its success in providing an independent and robust accountability mechanism. He reiterated the need to continue fostering institutional learning while creating a space where affected communities can raise concerns and seek redress. As Chairperson, Pam aims to lead the Panel in promoting accountability, transparency, and trust in World Bank operations, ensuring that development benefits everyone fairly and responsibly.

Inspection Panel Chairperson Ibrahim Pam spoke at the session on Addressing Corruption and Integrity Risks in Climate Finance at the Inter-American Development Bank (IDB). The discussion focused on practical tools to uphold integrity in climate finance and strategies to enhance transparency and accountability in climate-related financial flows.

Highlighting the growing flow of climate finance from multilateral development banks, Ibrahim stressed the importance of maintaining robust safeguards, stating, “With greater speed, we need to have greater caution.” He emphasized that as climate financing accelerates, guardrails for integrity, and environmental and social safeguards must be strengthened—not weakened. He also called for increased engagement of civil society organizations in safeguarding efforts.
