A. Purpose
To establish guidelines for comments on the Official City of Wasco social media site(s) / account(s). Scope
This policy applies to all comments on the Official City of Wasco social media site(s) / account(s). Definitions
“Social media sites” means content created by individuals, using accessible, expandable, and upgradable publishing technologies, through and on the internet. Examples of social media include, but are not limited to, Facebook, “X” formally known as Twitter, Instagram, Snapchat,
Pinterest, TikTok, Blogs, RSS, YouTube, LinkedIn, Delicious, and Flickr.
“City social media sites” means social media sites which the City establishes and maintains, and over which it has control over all postings, except for advertisements or hyperlinks by the social media site’s owners, vendors, or partners. City social media sites shall supplement, and not replace, the City’s required notices and standard methods of communication.
“Posts” or “postings” means information, articles, pictures, videos, or any other form of communication posted on a City social media site. Policy
In the rapidly expanding world of electronic communication, social media can mean many things. Social media includes all means of communicating or posting information or content of any sort on the Internet, including to your own or someone else’s web log or blog, journal or diary, personal web site, social networking or affiliated web site, web bulletin board or a chat room, whether or not associated or affiliated with City of Wasco, as well as any other form of electronic communication. At City of Wasco, we understand that social media can be a fun and rewarding way to share instant information with community members and others throughout the world. The policy below establishes guidelines for comments on the Official City of Wasco social media site(s) / account(s). Guidelines
Communication shared through the City of Wasco social media account(s) should be free of Discrimination & Harassment. The following content are examples of items that shall be restricted or removed from the City of Wasco social media if comments or interactive communication is permitted on a City social media site:
a. Profane, abusive, harassing, intimidating, threatening, vulgar, obscene, and offensive language or content. Comments unrelated to the post. Sexual content or links to sexual content. Solicitation of commerce, religious, social, or political causes. Comments in support of, or opposition to, political campaigns, candidates or ballot measures. Conduct encouraging illegal activity. Content that promotes discrimination against any category protected by federal or state laws, including but not limited to, race, age, religion, gender, marital status, or physical or mental disability. Content that violates or compromises the safety or security of the public or public systems. Comments or communication that violate the Brown Act. Information that may tend to compromise the safety or security of the public or public systems, or content that violates the legal ownership interest of any other party. These guidelines shall be displayed to users or made available by hyperlink on all City social media sites and websites. Any content removed based upon these guidelines must be retained for 30 calendar days from the date on which the content is removed. Any content removed should include the time, date removed, and identity of the poster when available. The City reserves the right to implement or remove any functionality of its social media sites when deemed appropriate by the City Manager or his/her designee. This includes but is not limited to information, articles, pictures, videos, or any other form of communication that is posted on the
City’s site. F. Additional Facts
Social media is used by the City to promote transparency and to engage with community members. We make every effort to respond to questions and comments in a timely manner during regular business hours; these social media resources are not monitored 24/7.
