Announcing our newly appointed City Manager, Ryan McLean!

The Diamond Bar City Council voted unanimously to appoint Assistant City Manager Ryan McLean as the next city manager at its regular meeting on June 16, 2026.

McLean grew up in Diamond Bar, attended local schools, and graduated from the University of California, Irvine, with a degree in economics. He started his career with the City in 2001 as a full-time recreation coordinator and moved to the City Manager's Office in 2005, where he was eventually promoted to assistant city manager in 2016, overseeing the Parks and Recreation Department, and the divisions of Human Resources and Risk Management, City Clerk, Information Systems, and Community Relations.

Some of McLean's work over the years includes leading the development of the City Council’s first Strategic Plan; expanding the City’s community outreach and engagement efforts; advancing organizational process improvements to strengthen service delivery; and actively addressing the City’s long-term fiscal challenges to ensure financial sustainability.

McLean will assume the role on July 1, following the retirement of City Manager Dan Fox, who led the City’s daily operations for the past nine years.

Tonight, we celebrated the remarkable career of our City Manager, Dan Fox, as he retires after nine years of dedicated service to the City of Diamond Bar and nearly 40 years in public service.

Dan’s steady leadership, professionalism, and commitment to serving our community have helped guide Diamond Bar through both opportunities and challenges. I want to express my sincere gratitude for his faithful service and the lasting impact he has made on our city.

As we thank Dan for his many contributions and wish him a well-deserved retirement, I am also pleased to welcome Ryan McLean as Diamond Bar’s new City Manager. Having served our community with distinction as Assistant City Manager, Ryan brings deep institutional knowledge, strong leadership, and a genuine commitment to Diamond Bar. I look forward to working with him as he takes the helm and helps lead our city into its next chapter.

At today’s meeting, the SGV Regional Housing Trust approved two important affordable housing funding commitments to help expand and preserve housing in our region:

* Mercy Claremont — Claremont: An additional $250,000 commitment would help complete the capital stack for a 74-unit affordable housing project serving families with a veteran head of household and formerly unhoused veterans.
* Mission Suites — Pomona: A $2.5 million commitment would support the preservation and rehabilitation of an existing 117-unit affordable housing community that is at risk of losing its affordability covenant in 2030.

These investments reflect SGVRHT’s continued focus on both building new affordable housing and protecting the affordable homes we already have.

The San Gabriel Valley Regional Housing Trust is a joint powers authority created in 2020 to help fund and finance affordable and homeless housing projects across the San Gabriel Valley. Its mission is to support the planning and construction of housing for people experiencing homelessness, as well as extremely low-, very low-, and low-income households.

It was wonderful attending the annual San Gabriel Valley Legislative Networking Reception tonight.

In addition to fostering deeper relationships with our many partners around the SGV, we also received legislative updates from a number of legislators including Senator Bob Archuleta, Senator María Elena Durazo, Assemblymember Mike Fong, and Los Angeles County Assessor Jeffrey Prang.

This event is co-hosted by San Gabriel Valley Economic Partnership, SGV Council of Governments, and SGVPAN.

It was great seeing so many neighbors, friends, and community members at today’s annual wine soirée and benefit auction for the Diamond Bar Friends of the Library.

Big thanks to the Diamond Bar Friends Of The Library for everything they do to support our local library and promote reading in our community. From kids’ programs to author events to the annual Wine Soirée, their work helps keep the library a vibrant hub for all of us.

I am honored to continue my service on the board of Chinese-American Elected Officials this year, along with a group of dedicated elected officials from all across Southern California.

A budget is more than numbers — it is a reflection of our values. Even in a challenging fiscal environment, we remain committed to public safety, reliable infrastructure, strong community programs, and long-term fiscal sustainability.

Tonight, the Diamond Bar City Council adopted the FY 2026/27 City Operating and Capital Improvement Program Budget. We are proud to have delivered a balanced budget, with $34.14 million in revenues and $34.17 million in total expenditures.

Getting here required difficult decisions. This budget includes reductions across departments, including scaling back certain community programs, events, maintenance efforts, and operating costs while preserving the core services our residents rely on every day.

Looking ahead, the Council will continue pursuing strategic ways to leverage county, state, and federal funding sources. But maintaining Diamond Bar’s high quality of life will also require continued community support and partnership as we plan responsibly for the years ahead.

Over the years, I have had the privilege of working with Rep. Linda Sánchez on issues that matter to our city and region. In 2023, I was honored to attend the State of the Union Address in Washington D.C. as her guest, and I have seen firsthand her commitment to delivering results for the San Gabriel Valley and Southeast Los Angeles County.

As a senior member of the powerful House Ways and Means Committee and Ranking Member of the Trade Subcommittee, Congresswoman Sánchez plays a key role in shaping national tax, trade, and economic policy.

Locally, her leadership helped secure $500,000 in federal funding for improvements at Diamond Bar Heritage Park, preserving and enhancing one of our community’s most important landmarks. She is also a strong advocate for working families, affordable housing, healthcare, and economic opportunity.
