The state Senate is still at work (7 p.m.) as we begin what will likely be many long days (and evenings) on the floor, now that committees are through meeting for this session. While waiting to see what the House does about the proposed income tax, the focus in our chamber has been on the budgets that need to be adopted before we adjourn March 12. ⬇️⬇️⬇️

Besides being unconstitutional, unlawful, unpopular, undemocratic and unnecessary, Senate Bill 6346 is misleading to the point of being deceptive. My video report shows where to look.⬇️⬇️⬇️

When the people submit an initiative to the Legislature, it's the equivalent of them filing a bill (in the online bill tracker it even shows "the people of Washington" listed as the sponsor). Our state constitution says initiatives take precedence over any other piece of legislation except budget bills. But is that happening? Congratulations to Bill Plucker on the national recognition he received recently for teaching civics and AP (Advanced Placement) Government at Wa-Hi. This came from the Jack Miller Center, an nonprofit organization based in Philadelphia that annually honors K-12 and college educators who “excel in engaging students with America’s founding story through primary documents, innovative courses, and extracurricular civic learning activities.” He was nominated by the Cathy McMorris Rodgers Leadership Institute, founded in Spokane Valley by former longtime 5th Congressional District U.S. Rep. Cathy McMorris Rodgers.

It looks to me like only two K-12 teachers were honored nationwide, which is significant because it means Bill’s Honorable Mention is actually the runner-up award. His response to the announcement included this truth: “Being a citizen may be a right, but knowing how to be a citizen is learned and practiced.” What a great way to capture the value of civics education. I could not agree more! (Thanks to the CMRLI for the photo, showing Bill and students with pocket copies of the U.S. Constitution)
