A Proclamation
Whereas, from the beginning of this Nation, law enforcement officers have played an important role in safeguarding the rights and freedoms which are guaranteed by the Constitution and in protecting the lives and property of our citizens; and
Whereas, through constant application of new procedures and techniques, such officers are becoming more efficient in their enforcement of our laws; and
Whereas it is important that our people know and understand the problems, duties, and responsibilities of their police departments and the necessity for cooperating with them in maintaining law and order; and
Whereas it is fitting and proper that we express our gratitude for the dedicated service and courageous deeds of law enforcement officers and for the contributions they have made to the security and well-being of all our people; and
Whereas, by a joint resolution approved October 1, 1962 (76 Stat. 676), the Congress has requested the President to designate May 15 of each year as Peace Officers Memorial Day and the calendar week during which such May 15 occurs as Police Week:
Now, Therefore, I, John F. Kennedy, President of the United States of America, do hereby designate May 15, 1963, and May 15 of each succeeding year, as Peace Officers Memorial Day, in honor of those peace officers who, through their courageous deeds, have lost their lives or have become disabled in the performance of duty.
I also designate the week of May 12 through May 18, 1963, and the calendar week during which May 15 occurs of each succeeding year, as Police Week, in recognition of the service given by the men and women who, night and day, protect us through enforcement of our laws.
I invite State and local governments, patriotic, civic, and educational organizations, and the people of the United States generally, to observe Peace Officers Memorial Day and Police Week in this year and each succeeding year with appropriate ceremonies in which all our people may join in commemorating law enforcement officers, past and present, who by their faithful and loyal devotion to their responsibilities have rendered a dedicated service to their communities, and, in so doing, have established for themselves an enviable and enduring reputation for preserving the rights and security of all citizens.
In Witness Whereof, I have hereunto set my hand and caused the Seal of the United States of America to be affixed.

National Police Week is a time of remembrance, reflection, and gratitude for law enforcement officers who have made the ultimate sacrifice, as well as those who continue to serve. Its origins trace back more than 60 years and have grown into one of the most significant annual observances by law enforcement.


National Police Week History:

1962 – Presidential Proclamation: President John F. Kennedy signed Public Law 87-726, designating May 15 as Peace Officers Memorial Day and the week in which it falls as Police Week. This marked the beginning of a national tradition of honoring our nationals fallen officers.

1982 – First Memorial Service: The first official Peace Officers’ Memorial Service was held in Washington, D.C. It was a modest gathering at Senate Park hosted by the Fraternal Order of Police and it set the foundation for the National Peace Officers Memorial Service that continues today.

1984 – The National Law Enforcement Officers Memorial Fund (NLEOMF) was created to establish a permanent memorial for fallen officers. That same year, Concerns of Police Survivors (C.O.P.S.) was founded, providing crucial support and community for the families and colleagues left behind.

1991 – The National Law Enforcement Officers Memorial was dedicated in Washington, D.C., with the names of over 12,000 fallen officers engraved. Today, the wall bears the names of more than 24,000 officers who gave their lives in service.

Richland County Burn Ban Declaration on High Fire Index Days

Richland County is currently experiencing dry conditions across the county due to minimal rainfall.

Richland County has been sustaining surface winds, frequent wind gusts, in excess of 25 mph with abrupt change in speed and direction and our unusually hot and dry conditions this spring put us into a "extreme or very high fire alert",

These conditions accelerate the threat of fire danger for the public, residents, and property in Richland County,

The Entire State is showing signs of drought conditions,

The Richland County Board of Commission are concerned with the safety of the public, the emergency responders, and the property that lies within the county due to these conditions.

The Board of Richland County Commissioners have declared a Fire Emergency and Burn Ban to include a ban on garbage burning, campfires and burning of farm or crop land when the North Dakota Rangeland Fire Index is in the High, Very High, Critical or near Critical Fire Weather or Extreme category and/or Red Flag Warning has been issued for Richland County, North Dakota. The daily Rangeland Fire Index can be found at the following website: https://ndresponse.gov/burn-ban-restrictions-fire-danger-maps.

What's Included: (not allowed)
Open Burning: Includes burning of leaves, grass clippings, garbage/pits, construction debris, fallen trees, crop residue, or hay land, sloughs, and campfires/bonfires.

What's Excluded: (allowable)
Controlled Devises: Only when device (gas, charcoal, or wood-fired grills, patio fireplaces and chimineas, gas camp stoves, wood smokers) is on a hard non-organic surface and 15' away from vegetation and fire extinguisher or water is available on site.

THE PENALTY FOR VIOLATION OF THE BURN BAN IS A CLASS B MISDEMEANOR (NDCC 37-17.1-10.1: MAXIMUM SENTENCE OF 30 DAYS IN JAIL AND $1,500 FINE).

Alfred was last seen on 04/01/2026 at Casey's General Store in Valley City, ND. The investigation is ongoing; however, cellphone records confirm that Valley City was the last place Alfred's phone had connected to a tower.

Surveillance footage from Casey's shows Alfred wearing khaki pants, a purple jacket, and a baseball hat.

A Silver Alert is being issued by NDHP and ND BCI at the request of Wahpeton Police Department. Alfred Odden of Wahpeton, ND is a 73 year old white male.
Alfred is 5 feet 11 inches tall, weighs between 160-180 pounds, and has short grayish hair and green eyes. His last known whereabouts were on 04/02/2026 in Valley City, ND. He is believed to be driving a Teal 1994 Ford F-150 with red topper, ND License MEUCCI2.
Alfred is a vulnerable adult and was last seen at Casey's Gas Station in Valley City, ND on 04/02/2026. He was wearing a purple zip up jacket with a possible "W" emblem on front and tan pants.

On 03-25-2026 at approximately 1841 hours Richland County Sheriff’s Office received a call of 4-wheeler accident in the Hankinson Sandhills.

Upon deputies arriving on scene a 4-wheeler was observed crashed into a tree with heavy damage to the front end. Mantador First responders along with Hankinson Ambulance provided aid to the male individual. Deputies learned that the male lost consciousness prior to first responders arriving on scene.

Due to the manner of the crash as well as other injuries Sanford Air Med was called to respond to the scene. A landing zone was established in the Sandhills, and the 31-year-old patient was transported to Sanford in Fargo for further treatment.

On March 18th, 2026 at approximately 1:27pm The Richland County Sheriff’s Office received a report of an explosion at Cargill Inc just north of Wahpeton. Dwight fire, ASI, Richland County Sheriff’s Office and the Richland County Emergency Commander were dispatched to the incident. Dwight fire determined the fire started due to a substantial amount of dust being in the dryer chamber. Cargill reported only one non-life threating injury.

On 03/05/2026 at 307 4th Ave SW, Hankinson, ND at approximately 9:54pm Richland County Dispatch received a call about a possible fire in an attic. Hankinson Fire Department was dispatched and with their quick response the house had minor damage. Richland County Sheriff’s Office and Emergency Manager responded to assist. No injuries were reported.

Road Restrictions will go into effect on Richland County roads Monday, March 9, 2026at 6:00A.M. The Richland County Highway Department is staying consistent with previous years with their load restriction system based on ton per axle postings. The system provides for greater uniformity with the State of North Dakota and adjacent States and allows for better communication of the load restriction process to the trucking industry.
The load limit on the majority of the roads is a 6-Ton Restriction with 12,000 lbs per axle, and gross weight not to exceed 80,000 lbs.
There are several roads with an 8-Ton Restriction with 16,000 lbs per axle, and the gross weight not to exceed 80,000 lbs. These areas are indicated on the attached map.
All Winter Weight Permits will be void as of March 9, 2026. Road
restrictions will remain in effect until June 1 unless weather conditions allow a change. Maximum gross weight on any county road during the year when restrictions are not in effect is 80,000 lbs. unless otherwise posted or permitted – as per North Dakota Century Code Section 39-12-05.3. We would appreciate your encouragement of spring weight restrictions and maximum gross weights during the entire year on Richland County roads to help preserve your road system, reduce road maintenance, and save Richland County tax dollars.
