HAPPENING NOW: Visalia PD Investigating Traffic Collision on Mooney Boulevard

At approximately 5:25 p.m., Visalia Police Department officers responded to a traffic collision involving a motorcycle at the intersection of Mooney Boulevard and Beech Avenue.

Two occupants of the motorcycle were transported to the hospital with injuries.

Mooney Boulevard is closed from Beech Avenue to Whitendale Avenue while officers investigate the crash. Motorists are advised to avoid the area and seek alternate routes.

The Visalia Police Department is now accepting applications for the 2026 “Citizens Police Academy and Volunteer in Police Service” (VIPS).

The Citizen Academy is a course that takes a deeper dive into the inner workings of the Visalia Police Department. It brings a greater awareness and better understanding of local law enforcement’s challenging and unique role within the community.

The VIPS Police Academy is a 6-week course designed to acquaint prospective volunteers with the inner workings of the Visalia Police Department while being trained to become a “Volunteer in Police Service” (VIPS).

All instructors are Visalia Police Department personnel trained in various areas such as Police Ethics, Crime Scene Investigation, Homicide and burglary Investigation, K-9, SWAT, Bomb Unit, Patrol Procedures, Traffic & DUI procedures, Gang and Narcotics Enforcement, and Crime Prevention.

Upon successful completion of the VIPS course and a background investigation, members will be sworn in as Volunteers in Police Service, ready to assist in essential non-hazardous duties. Some of these duties will include administrative and office functions and field operations such as community events, parades, traffic control, and DUI checkpoints.

Search Warrant in Tulare Leads to Multiple Firearm Charges

On Thursday, May 28, 2026, the Tulare County Agencies Regional Gun Violence Enforcement Team (TARGET), with assistance from the Tulare Police Department and the Community Care Unit of the California Department of Corrections and Rehabilitation, served a search warrant in the 200 block of South Mooney Avenue in Tulare.

The warrant was part of an ongoing investigation into the unlawful possession of fi****ms.

During the search, officers made contact with several individuals at the residence, including Ramon Gutierrez-Castro. While searching Castro’s bedroom, officers found an SKS rifle, multiple large- capacity magazines, ammunition, and gang-related items. Investigators confirmed that Castro is prohibited from owning or possessing fi****ms due to a prior conviction for brandishing a firearm in public, which restricts firearm rights for 10 years.

He was arrested and booked at the Tulare County South County Detention Facility on multiple felony charges, including possession of an assault weapon, possession of a firearm by a prohibited person (probation condition), possession of a firearm by a prohibited person (prior misdemeanor conviction), and possession of ammunition by a prohibited person.

The case will be submitted to the Tulare County District Attorney’s Office for review and prosecution.

HAPPENING OVERNIGHT: Visalia Man Arrested for DUI, Faces Additional Weapons Charges

Just before 9:00 p.m. last night, Visalia Police officers arrested 26-year-old Bernardino Barcelo for driving under the influence. Following his arrest, Barcelo made threats toward officers, stating that he possessed fi****ms and would assault an officer once released from custody.

Based on those statements, officers responded to Barcelo’s listed parole residence in the 2500 block of West Delta Avenue to conduct a parole compliance search.

During the search, officers located a .22-caliber rifle, a .22-caliber handgun, ammunition, and multiple magazines. As a convicted felon, Barcelo is prohibited from possessing fi****ms and ammunition and had previously failed to surrender his weapons as required.

Barcelo was booked into the Tulare County Adult Pre-Trial Facility on charges including Felon in Possession of a Firearm (PC 29800), Prohibited Person in Possession of Ammunition (PC 30305), Driving Under the Influence (VC 23152(a)(b)), and a Parole Violation (PC 3056).

HAPPENING OVERNIGHT: Driver Found Unconscious Behind Wheel Arrested on DUI, Weapons Charges in Visalia

This morning at approximately 4:09 a.m., Visalia Police officers were in the area of Tulare and Watson streets on an unrelated call for service when they noticed a vehicle stopped in the roadway near their patrol cars.

After completing the call, officers observed that the vehicle was still in the same location. When they contacted the driver, officers found him unconscious behind the wheel and saw a methamphetamine pipe on the passenger seat.

The driver was identified as 53-year-old Jose Jimenez. Officers determined that Jimenez was under the influence of narcotics based on their investigation and field sobriety test.

During a search of Jimenez’s vehicle, officers located a loaded rifle.

He was taken into custody and booked into the Tulare County Adult Pre-Trial Detention Facility. Jimenez for drugs and weapons-related charges.

HAPPENING OVERNIGHT: Visalia Shooting at Graduation Party Leaves One Dead, Three Injured

Last night, at approximately 10:42 p.m., Visalia Police officers responded to a shooting in the 2700 block of West Victor Avenue. When officers arrived, they found a male victim suffering from multiple gunshot wounds. He was transported to Kaweah Health Medical Center, where he later died from his injuries.

Three other victims were also shot but suffered non-life-threatening injuries. At the time, a large graduation party was taking place at the residence.

The Visalia Police Violent Crimes Detectives are investigating and are asking for the public’s help. Anyone with information about the shooting is asked to contact Detective Chandler at 559-713-4162. To remain anonymous, call the tip line at 559-713-4738.

Visalia Man Arrested After Search Warrant Uncovers Fi****ms and Manufacturing Evidence

At approximately 6:00 p.m., the Visalia Police Department’s Special Enforcement Unit (SEU), with assistance from the Narcotics Unit and the Tulare Area Gun Violence Enforcement Team (TARGET), served a search warrant at a home in the 900 block of Tipton Street. Officers encountered 26-year-old Marcus Emery walking nearby the residence. During this contact, they found a loaded Tec-9-style firearm equipped with a high-capacity magazine in his possession.

A search of the residence led to the discovery of multiple operational fi****ms, as well as evidence indicating fi****ms were being manufactured at the location.

Emery was arrested and booked on charges including possession of assault weapons, fi****ms manufacturing, and several other fi****ms-related offenses.

TRATT Detectives Arrest Auto Theft Suspect and Recover Two Stolen Vehicles

Today, detectives with the Tulare Regional Auto Theft Task Force (TRATT) located a stolen vehicle near Avenue 376 and Road 58 in London. Detectives followed the vehicle and requested assistance from the Tulare County Sheriff’s Office for a traffic stop.

Before deputies could stop the vehicle, the driver began driving recklessly and lost control while attempting to make it through an intersection. The vehicle was found in an orchard on El Monte Way, west of Road 40.

The vehicle was abandoned, and a perimeter was established around the area. With the help of TCSO deputies, detectives located the suspect, identified as Cody Bierman, hiding inside a barn. He was taken into custody without incident.

During the investigation, detectives also recovered a second stolen vehicle, a motorcycle, that had been hidden on the same property.
Bierman was found in possession of shaved keys, a commonly used tool for stealing vehicles.

He was booked into the Tulare County Adult Pre-Trial Facility on charges of unlawful taking or driving of a vehicle (10851 VC), possession of a stolen vehicle (496d PC), possession of vehicle theft tools, including shaved keys (466.7 PC), and repeat vehicle theft offender enhancement (666.7 PC). .
