Congratulations to Del. Luke E. Torian, Chairman of the House Appropriations Committee, on being named the Virginia Economic Developers Association's 2026 Michael W. Woods Legislator of the Year!
This award honors a member of the Virginia General Assembly who has shown sustained support for economic development, championed policies that strengthen our business climate, and worked hand-in-hand with local and regional partners to drive growth.
It's hard to imagine a more fitting recipient. Since 2010, Del. Torian has represented portions of Prince William County, and as Chairman of the House Appropriations Committee, he holds one of the most influential roles in shaping Virginia's budget and economic priorities. His leadership has driven investments in infrastructure, workforce development, education, broadband expansion, and economic opportunity for communities across the Commonwealth—all while balancing fiscal responsibility with strategic vision.
As VEDA President H. Garrett Hart III, CEcD, HLM put it: "Delegate Torian has been a consistent and effective champion for economic development in Virginia. His commitment to investing in communities, infrastructure and workforce development have had a lasting impact across the Commonwealth. The award is named in memory of Michael W. Woods, who monitored legislative and regulatory issues before the Virginia General Assembly for 15 years.
