Everyone has heard about Geneva Steel but did you know there was a Geneva Steele in Orem before Geneva Steel?

It's true! She moved to Orem in 1927 and after the steel plant was built in 1942 it led to some funny mix-ups with the mail. She would receive huge tax bills, steel orders, contracts, and blueprints and the plant would receive mail-order dresses and personal letters meant for Geneva.

It caused such a problem once that the manager of the plant actually approached her and asked her to consider changing her name. She wouldn't hear of it. She said, "I was here first."

By all accounts, Geneva Steele was a great lady and as sturdy and dependable as the steel coming out of the plant that shared her name.

Here’s a newsletter update I recently shared about the RDA’s work in Vineyard:

Vineyard’s Redevelopment Agency (RDA) has played a vital role in transforming the former Geneva Steel site into one of Utah’s most successful redevelopment projects.

To further ensure we’re operating with the highest standards, we worked with an external CPA to review concerns raised by the State Auditor’s Office.

Their findings affirmed that the discrepancies involved normal accounting accruals—timing issues common in municipal reporting.

I’m pleased to report that we’ve resolved the issue by refining our process to ensure complete and accurate annual uploads. While this independent confirmation is reassuring, I fully support Mayor Fullmer’s call for an additional third-party audit to further strengthen transparency and public trust.

“Despite this positive conclusion, I still believe that out of an abundance of caution, it is in the best interest of our residents for the city to contract with a Third party for an in-depth audit to further reinforce our transparency and accountability, and in our continued commitment to public trust and good governance. Our goal is to task an independent auditor with reviewing key areas of our financial operations, including the use of public funds, travel expenditures, compliance with our financial policies, procurement procedures, and other relevant practices. We welcome this oversight. We budget for this accountability. And it's what the people deserve.” -Mayor Fullmer

I look forward to working with Councilmembers Brett Clawson and Sara Cameron as we engage an independent third-party CPA to conduct a comprehensive audit. We believe this additional level of review is critical to ensuring our community remains informed, confident, and well-positioned to uphold our shared commitment to good governance.

Do you know how Tax Increment Financing (TIF) generally works in Utah?

It can be misunderstood as “diverting” tax money from schools or counties, but that is not how it works. TIF is an investment tool that helps generate new taxable value that wouldn’t exist without redevelopment.

Here’s how:

🔹 Base Year: When a Redevelopment Agency (RDA) project starts, the existing property tax revenue (called the “base value”) is locked in.�

➡️ 100% of that base revenue continues to go to schools, the county, and other taxing entities indefinitely. It’s never reduced or taken away (diverted).

🔹 During the RDA Term of the Project Area (25 years per phase), as development happens, property values rise. The difference between the new property value and the base value is called the tax increment. This is value that didn’t exist before.�

➡️ That generated increment from the RDA investment is shared between the Redevelopment Agency (to pay for infrastructure and services that support the growth) and the taxing entities.

**The taxing entities now receive 100% of the base, plus 25% of the newly generated increment made possible by their investment.

🔹 After the 25-year RDA term ends, 100% of the increased tax value (increment) goes to the taxing entities permanently. The pie grows over time. Result: Long-term growth = more funding for TE: schools, counties, and cities.

✅ Bottom Line:�TIF doesn’t take existing funding. It generates new funding. Without it, underused or impacted land often stays that way. The TIF (RDA) helps unlock its full potential.

The Geneva Urban Renewal Project Area (URA)—Vineyard’s RDA—covers the old Geneva Steel site, stretching from the north end of Vineyard down to near and around Center Street.

The RDA is broken into phased areas that only begin collecting tax increment when development starts. Once triggered, each phase can collect for 25 years—no more.

44.4% of the area has been triggered (increment collection has started). The remaining 55.6% has not been triggered—no collection has begun. Triggered areas will stop increment collection after 25 years.

The Legacy of Geneva

In 1890, Captain John Dallin began building a lakeside resort near today’s Lindon Marina. He named it Geneva, in honor of his daughter. With cold and hot spring-fed pools, a dance pavilion, a hotel, ball fields, and picnic grounds, the Geneva Resort was a treasured summer retreat.

Then, in 1941, as World War II escalated, the U.S. Government selected this very area for a strategic steel mill to support the war effort. U.S. Steel was awarded the contract, and the site was named Geneva Steel, in honor of the resort.

Today, as part of ongoing Vineyard Redevelopment efforts, Sunset Beach Park was created to reflect the charm and history of the original lakeside resort, honoring the remarkable legacy of Geneva and celebrating both the resort and the steelworks that helped shape our region.

⚙️ A second proposed historical park, located near the marina in Lindon City, has been designed to resemble the original pavilion and wells, preserving the memory of Geneva’s lakeside roots.

In 2009, Vineyard formed a Redevelopment Agency (RDA) and designated the Geneva Urban Renewal Survey Area to begin the process of designating the area as a “Project Area” under Utah’s Community Reinvestment Agency Act under Title 17C of Utah Code.

Under state law, the area would be designated as an Urban Renewal Area and is now referred to as the Geneva Urban Renewal Area (URA).

This would qualify the area to receive reinvestment incentives like “tax increment financing” in order to use locally generated property tax revenues to cover the costs of environmental remediation and infrastructure development.

The first major action of the RDA after the designation of the survey area was a formal finding of blight adopted in September of 2009.

On this Independence Day, we honor the American spirit that built our past--- and powers our future. 🇺🇸 🇺🇸 🇺🇸

Did you know the Geneva Steel Mill in Vineyard was commissioned by the U.S. Government to support the World War efforts?

Geneva Steel's history starts with World War I. The US Government sought a location for a steel mill inland that was less vulnerable to attacks. Vineyard was chosen due to its proximity to metals and minerals. The name Geneva was selected in honor of the former resort located in the area near Utah Lake.

Thousands of Utahns worked here, forging the steel that built ships, weapons, and victory; thereby serving the economy and building the greater Utah Valley region. 🇺🇸
Decades later, after the mill closed, our community faced another challenge—rebuilding from industrial ruin. And together, we rose again.

Today, the same site is home to schools, parks, families, and opportunity—thanks to careful planning, shared vision, and the power of reinvestment from the Redevelopment Agency.

🎆 This Fourth of July, we celebrate freedom, resilience, and the people who make our country and Vineyard stronger every day.
