Constance Filley Johnson, Criminal District Attorney Constance Filley Johnson has been the Criminal District Attorney of Victoria County, Texas since 2019.

Constance Filley Johnson first sought the office of Victoria County Criminal District Attorney in 2018. The daughter and law partner of retired Victoria County Criminal District Attorney (1983 - 1998), George J. Filley, Constance “grew up in the courthouse” and utilizes that unique perspective to guide her in many ways. Constance’s first two terms in office have seen her deliver on the promises m

ade during her 2018 campaign: improved collaboration with law enforcement and community agencies, expansion of specialty courts and pretrial diversion, and increased retention of prosecutors and staff. In addition, striking a balance between aggressively prosecuting violent offenders and rehabilitating appropriate individuals has reduced recidivism and saved tax dollars. Successfully guiding the DA’s Office during the COVID-19 pandemic, Constance and her team partnered with local judges and court staff to keep the wheels of justice turning in Victoria County during the unprecedented challenges caused by the statewide moratorium on jury trials and in person docket settings. An unfortunate ripple effect of that has been a significant increase in mental health issues among school aged children, resulting in the need for even greater collaboration between law enforcement and local educators. Constance’s experience, temperament, and work ethic make her well suited to continue leading DA’s office in the right direction. A fifth generation Victorian, Constance is the oldest of four children of George and Connie Minatre Filley. She has been married for 31 years, and is the proud mother of two adult children and one grandchild. A former educator, Constance has practiced law in Victoria since 2006. She served as the Municipal Court Judge for the City of Victoria from 2012 through 2016. Constance is a past President of the Victoria County Republican Women, Victoria County Bar Association, the Victoria Main Street Program, and the Wood Hi 4-H Club. She serves on the Victoria College Police Academy Advisory Board and is also an Adjunct Instructor.

The Victoria County Criminal District Attorney’s Office was honored to support the reading of a proclamation in Commissioners Court this morning declaring April as National Child Abuse Prevention & Awareness Month.

This morning in Commissioners’ Court, Judge Ben Zeller presented a proclamation recognizing April as Child Abuse Prevention Month and Victoria County’s ongoing collaboration with organizations dedicated to supporting children throughout the past year.

Representatives from Hope of South Texas, SJRC Texas Belong, Pain to Purpose, and Golden Crescent CASA shared information about upcoming Child Abuse Prevention Month events, including the “Sound Off” on April 1, 2026, at noon at the Patti Dodson Center (2805 N. Navarro), as well as National Go Blue Day on April 10, 2026.

We encourage the community to get involved and help raise awareness for child abuse prevention.
