We are a full time police department serving the Town of Vestal and its visitors. The Vestal Police Department consists of 39 sworn officers and 3 police clerks. The 39 sworn officers are made up by the Chief of Police, a Captain, an Administrative Lieutenant, a Patrol Lieutenant, 4 Patrol Sergeants, 1 Detective Sergeant, 2 Detectives, 24 patrol officers, 3 School Resource Officers and 1 part-time

Anthony Beam, 44, Vestal, arrested for Obstructing Governmental Administration 2nd Degree, Resisting Arrest and Harassing a First Responder, struggling with officers while being handcuffed and hitting the officer in the arm who was investigating the domestic incident.

Eric Foster, 26, Binghamton, was arrested for Driving While Intoxicated, Moved from Lane Unsafely, Speed Not Reasonable and Prudent and Aggravated Unlicensed Operation 3rd Degree after a motor vehicle accident.

Thank you to the Vestal Museum for reminding us of our history. Great men and women walked these halls, patrolled these roadways and served this town long before any of us were born. Today we took a minute to remember that and capture something for future generations of law enforcement to look back on.

Officer-Involved Incident - 2/25/2026
On February 25th, 2026, at approximately 11:36 a.m., Broome County Dispatch received a call reporting a male armed with a knife was experiencing, what the caller described as, a psychiatric episode at a residence on Sequoia Lane in the Town of Vestal.
The dispatcher gathered additional information before dispatching Vestal Police units shortly after 11:39 a.m. When dispatched, officers were advised that a male, later identified as Eslam Hegazy, was armed with a knife. The first officer arrived on scene approximately three and a half minutes later and made contact with the caller.
The caller at the residence advised the responding officer that Hegazy walked toward the backyard, was armed with a knife, and had made suicidal statements, specifically that he was โ€œgoing to leave this earth.โ€ The caller also reported that they were able to track Hegazyโ€™s cellphone location, which indicated he may be behind the residence.
The responding officer proceeded to the rear of the property, where he observed Hegazy from a distance, in the wooded area, holding a knife in his right hand. Hegazy was seen advancing toward another officer, who was checking the area. The responding officer who observed Hegazy immediately alerted his partner by radio to Hegazy's presence. Commands were given to drop the knife, at which point Hegazy ignored commands and continued to advance on patrol officers and raised the knife above his head.
Given the presence of a weapon, officers drew their fi****ms and continued to issue multiple verbal commands for Hegazy to drop the knife, while also requesting additional resources to the scene. Hegazy, however, continued to advance toward officers multiple times with the knife in hand, and is heard replying โ€œno, no, I will notโ€ to officers' commands, before moving back toward the residence. Officers backed away several times to maintain distance from Hegazy, while telling him to drop the knife.
As the subject moved back toward the front of the house, both officers deployed both of their taser cartridges (4 separate deployments) in an effort to subdue Hegazy, using less-lethal force. Although one deployment had a limited effect, causing Hegazy to fall, Hegazy retained possession of the knife and quickly stood up, ignoring an additional command to drop the weapon.
Officers continued to give commands for Hegazy to drop the knife. Hegazy then entered and exited the garage and attempted to access a vehicle parked in the driveway through an open driverโ€™s side window. Hegazy then returned to the garage and removed a flat screen television from it. While still holding the knife, Hegazy advanced on officers once again and threw the flat screen television at an officer, who was struck while trying to deflect the flat screen television away from his head. This officer attempted to get off the snow onto solid ground and moved to the residence's walkway.
A third officer, who arrived on scene, deployed an additional taser, which was ineffective, as well. Hegazy then raised the knife toward that officer, who attempted to create distance, and slipped and fell on the snow-covered ground. Hegazy subsequently turned toward another officer and advanced while raising the knife above his head. Fearing for his life, the officer discharged his firearm. Another officer, fearing for the imminent threat to their partner's life, also discharged their firearm.
Officers immediately moved closer to Hegazy to prepare to render aid and take Hegazy into custody. Once it was safe to do so, an officer retrieved a medical supply kit from a patrol vehicle, while other officers detained Hegazy and rendered aid until EMS arrived on scene.
From the time of initial contact to the discharge of fi****ms, approximately 2 minutes and 22 seconds elapsed. During this time, officers issued 42 commands for Hegazy to drop the knife. Hegazy repeatedly and aggressively advanced towards officers while armed with a knife, ignoring orders to drop the knife. Given Hegazy's non-compliance and continued escalation, further de-escalation was limited. A total of five taser cartridges were deployed by three officers. One officer was struck by the thrown flat screen television. In total, four rounds were discharged, striking Hegazy.
By virtue of New Yorkโ€™s Executive Law 70-b, the incident remains under investigation by the Attorney General's Office of Special Investigation (OSI), as do all officer-involved incidents that result in a fatality.

PRESS RELEASE: Motorized vehicles, e-bikes, and e-scooters are all prohibited from being operated on the Vestal Rail Trail. The Vestal Police Department will be strictly enforcing this law so all community members can safely utilize and enjoy the Rail Trail.

***E-BIKES and Electric Dirt Bikes/ Motorcycles***

Parents and Guardians,

Devices without pedals, powered solely by electric motors, fall under other vehicle categories and must meet the rules for those categories, including registration, license, insurance, equipment such as lighting/turn-signals as required, helmet rules, and so on. These devices should not be operated by juveniles outside of your private property. We are seeing an uptick in these on public roadways and the Rail Trail.

What You're NOT Allowed to Do / Whatโ€™s Illegal

A two- or three-wheeled vehicle without pedals that is powered purely by electric motor but is not registered is not legal on public roads/highways.

Off-road or โ€œfor trailโ€ bikes that do not have the necessary lighting, mirrors, etc., or which are too powerful, may be illegal to ride on public roads.

Devices that cannot be legally registered as mopeds or motorcycles (e.g. some โ€œmini-bikesโ€ or โ€œoff-road onlyโ€ electric bikes) are often not street legal.

E-bikes with a class 3 rating are also prohibited.

Bicycles with electronic assist are allowed on roadways when operated by someone 16 years of age or older where the maximum speed limit is 30mph or less. Riders utilizing a class 1 or class 2 E-bike can travel at a maximum speed of 20 mph along these roadways. Riders are required to obey the same traffic laws and signals as motorists and must yield the right of way to pedestrians. Motorized vehicles are not allowed on the Rail Trail. If a rider must use the Rail Trail they are not permitted to operate with the electric assist and must travel at 10mph or less.

๐Ÿ”’ Reminder to help keep our community safe:

Please remember to lock your vehicles and remove any valuables (wallets, electronics, bags, etc.) when parked, especially overnight. Even in quiet neighborhoods and or busy shopping centers with cameras, unlocked cars and exposed valuables can be easy targets.

A few simple steps can go a long way in preventing theft:
โ€ข Double-check that your doors are locked
โ€ข Donโ€™t leave spare keys inside
โ€ข Keep valuables out of sight or take them with you. This does not mean you get out of the car and put your purse in the trunk; criminals may sit, wait, and watch where you store any valuables.
โ€ข Turn on exterior lights or use motion lighting if possible

Letโ€™s all do our part to look out for one another and reduce opportunities for crime. If you notice anything suspicious, report it to us.
