Construction On PCH (CA-SR1) Will Slow Drivers - Affect Cyclists

Drivers could be delayed on Pacific Coast Highway south of Mugu Rock for the next 18 months or so when construction starts next week on two retaining walls.
The $51 million project is slated to start Monday south of Sycamore Cove Beach, according to the California Department of Transportation, or Caltrans. Work is expected to last until spring 2023.
Two sections of so-called “secant” walls will be installed to shore up slopes that have been structurally undermined by erosion, officials said. Surf has caused severe erosion on the ocean side of the route, with cracks and displacement evident along the shoulder.
The project will close a 1,000-foot stretch of the right shoulder of the southbound highway. Motorists will share the southbound lane with bicyclists. The speed limit in the work zone will be reduced to 25 mph. The project will also require intermittent closures.
Construction will take place during the day and night as needed, Monday through Saturday.
Workers will build two sections of the protective wall, one 200-feet long and the other 600 feet, with a gap between the sections. They will drill holes for piles where structural steel beams will be inserted and held in place by poured concrete.
On the northbound side of PCH, rock scaling will be done along the hillside through October. Crews will remove loose rocks, with steel mesh netting keeping rocks from falling onto the road, Caltrans officials said.
The project is led by Flatiron Construction- Drill Tech Drilling & Shoring Inc., a joint venture, Caltrans said.
