Yesterday, Clark County Councilors celebrated the LGBTQ community by proclaiming June as Pride Month in Clark County. The proclamation states in part, “We can demonstrate our community’s values of caring, inclusion and fairness by treating the LGBTQ community with respect and kindness through family and community inclusion;”

The Clark County Charter Review Commission will meet tomorrow evening at 5 pm to discuss proposed amendments 26-20: limitations on consecutive terms for council members and 26-15: ethics. Meetings are held in a hybrid format. More information on how to participate is online at https://clark.wa.gov/charter/charter-review-commission-2026-2027.

26-20: Limitation of consecutive terms for council members
This amendment establishes a limit of three consecutive terms for members of the County Council. All uninterrupted service as a council member, including the term being served at the time this amendment takes effect, shall be counted for purposes of determining eligibility. Service of more than half of a full term as established by this Charter shall be deemed a full term for purposes of determining eligibility. A person who has served three consecutive terms shall not be eligible to seek election to the County Council again until at least one full term has intervened during which that person did not hold the office. Service in different council districts shall not be treated as service in separate offices.

26-15 Ethics: The amendment would:
• Require a substantive local ethics code covering minimum provisions
• Remove the ethics commission and oversight office from County Manager
administration
• Replace the County Manager’s appointment role with a community-
nomination process; appointments made by the County Council
• Establish the Ethics Office as the commission’s professional, paid staff
responsible for daily operations: coordinating training, compliance, and oversight issues; staffing the commission; and conducting investigations on behalf of the commission
• Commission members serve as volunteers; the Ethics Office provides all administrative and investigative capacity
• Expand the ethics commission to five members.

🚲⚡E-Bikes & Electric Motorcycles Safety⚡🚨

E-bikes (electric bicycles) and electric motorcycles are not the same — and the laws for where they can be ridden are different too.

The Washington Traffic Safety Commission has a helpful guide explaining the rules for e-bikes, electric motorcycles, mopeds, motorized foot scooters, and more: https://wtsc.wa.gov/erideguide/

❓Did you know: Riders of Class 3 e-bikes must be at least 16 years old.

⚠️Electric motorcycles are considered motor vehicles and:
• Are not allowed on sidewalks or in most pedestrian areas
• Require a motorcycle endorsement, registration, and insurance
• Cannot legally be operated on public roads without meeting those requirements

👨‍👩‍👧‍👦Parents and guardians: You may be held responsible if your child operates one of these unlawfully.

The laws are in place to protect riders, pedestrians, and everyone sharing our roads and trails. Please take a few minutes to understand the rules before you ride and help keep our community safe and livable for everyone.

The Clark County Charter Review Commissioners are available to meet community members and visit neighborhood associations, religious groups, community organizations and others to discuss possible charter amendments.

Organizations interested in booking a Charter Review Commissioner to speak are asked to complete a form on the county’s website.

The Commission has scheduled a series of town hall meetings to get feedback from county residents. The town hall events will be held in each of the five county council districts.

The remaining town hall meetings are scheduled as follows:

District 3: 2 to 4 pm Sunday, June 14, Community Room, Cascade Park Library, 600 NE 136th Ave.
District 4: 3 to 5 pm Saturday, June 6, second floor meeting room, Camas Public Library, 625 NE 4th Ave.
District 5: 1 to 3 pm Sunday, June 7, Moulton Falls Room, Battle Ground Event Center, 912 E Main St.

Town halls were held previously for Districts 1 and 2.

The Clark County Charter Review Commission will hear presentations on potential amendments at its next meeting:

26-07: Housing impact analysis: This amendment would require Clark County to publish a credible public analysis of how proposed changes to land use or construction codes could affect land supply and construction costs before adopting any such amendments. The analysis must be data-driven, based on transparent assumptions, and prepared using methods generally accepted by planning and housing professionals, with findings made publicly available for review. The work must be funded by the county’s general fund and may not rely on development-related fees, such as permit, impact, or mitigation fees.

26-23: Revised council powers regarding boards and commissions: This proposal would expand the County Council's concurrent nomination authority for boards and commissions. Currently, the council shares nomination authority with the county manager for three bodies: the Planning Commission, the Historic Preservation Commission, and the Board of Equalization of Assessment. For all other boards and commissions, only the county manager may nominate members, and the council's role is confirming or rejecting those nominations. This amendment replaces the list of three boards with a general principle: the council shall have concurrent nomination authority with the county manager for all boards and commissions except the Ethics Commission.
