The Westchester Uniformed Dispatchers Association, Inc, is a 501(c)(5) organized in 2024 to advocate for the rights, safety and welfare of Emergency Communications Specialists in Westchester County, NY.

This past week, members of the Westchester Uniformed Dispatchers Association (WUDA) were honored at the annual Westchester Regional EMS Council’s Awards Ceremony for their exceptional efforts for a number of incidents last year.

🎖️ Receiving Emergency Medical Dispatch (EMD) Citations for providing Pre-Arrival Instructions that aided in saving a life were ECS1 Brendan Porteus #684 and ECST Doug Orlovitz #656.

🎖️ Receiving an Emergency Medical Dispatch (EMD) Citation for providing Pre-Arrival Instructions that aided in an emergency childbirth was former ECS1 Ryan Cullen #677. (He has since moved on to pursue a career as a Fire/EMS Officer with the MTA Metro-North).

All members of WUDA are certified as Emergency Medical Dispatchers, trained to not only calm and guide panicked callers, but to also provide criticial instructions to help the sick or injured before other First Responders arrive on scene. They can coach someone through CPR, administering medication, controlling severe bleeding and talk someone through how to safely deliver a baby before help arrives on scene. Because of this, your 911 Dispatchers truly are the “First First Responders” in an emergency.

WUDA would also like to recognize some of our members that received additional awards for their efforts in their volunteer EMS roles when off-duty from us.

Congratulations to ECS1 Vincent Cariddo #655 for receiving a Life Saving Award as a part of Mohegan EMS.

Congratulations, too, to ECS1 Brendan Porteus, whom - in addition to his EMD award - was a recipient of not one, but two, Life Saving Awards as Captain of Somers EMS.

The majority of your WUDA professionals are so committed to being a part of the emergency services in Westchester County that they volunteer their time as EMS providers and/or as firefighters in their home communities. For most, their work isn’t done when they punch out at the end of their shift and hang up their headsets, they’re actively responding to emergencies in the field as well - which is why your 60 Control / WUDA dispatch team is so good at what they do.

Congratulaions to our WUDA colleagues, as well as to all of the First Responders that received recognition at this year’s WREMSCO Awards Ceremony. Thank you for helping keep Westchester safe!

This week, April 12–18, the Westchester Uniformed Dispatchers Association (WUDA) recognizes National Public Safety Telecommunicators Week (NPSTW) — a time dedicated to honoring the voices behind the call.

Every day, 911 telecommunicators serve as the first, first responders — answering calls in moments of chaos, fear, and uncertainty. They provide critical, life-saving instructions and support until EMS, firefighters, and law enforcement arrive on scene. Their calm under pressure saves lives.

Yet despite the vital role they play, telecommunicators are still classified as clerical workers. They endure the mental and emotional stresses of the job, often unseen and too often forgotten by the public, politicians, and even their own administrations.

NPSTW began in 1981 as a local initiative by a veteran dispatcher to recognize this profession. While progress has been made, one week of recognition is not enough.

More than just feel-good proclamations, photo opportunities, and casual dress Fridays, the 911 telecommunication profession needs meaningful change:

• Reclassification of 911 telecommunicators as first responders
• Fair pay and improved retirement systems
• Stronger advocacy from leadership and administrators

WUDA proudly advocates for and recognizes all 911 telecommunicators, with a special thank you to our dedicated 60 Control members for the work they do Every. Single. Day!

Stay tuned throughout the week as we highlight our member achievements and recognize this year’s award recipients.

We must continue to push forward — standing up for those who answer the call, every single time.

Because without them, help doesn’t get there.

🎉 BIG NEWS FROM WUDA! 🎉

After 311 days without a Director of Communications, Westchester County DES has officially promoted Lt. Salvatore Astarita to Director of Emergency Communications!

Director Astarita started with WCDES in 2013 as a Dispatcher, was promoted to Lieutenant in 2023, and has been deeply involved in the ongoing CAD “upgrade” project since 2022. Most importantly—he comes from the ECC, understands the work, and understands the profession from the inside out.

For the first time in 25 years, ECC has a Director who has actually worked in the seat, taking calls, dispatching units, and living the reality of 911 operations. This is a huge step toward strengthening ECC leadership and improving operations for all of Westchester’s public safety partners.

WUDA has advocated relentlessly—through letters, meetings, and support from our partners—and today we’re proud to see meaningful progress.
