Public Safety Crisis Intervention Team

Public Safety Crisis Intervention Team The Crisis Intervention Team is resource to Law Enforcement, Fire, and EMS personnel who face PTSD. K9 Kepi is the first dog in this type of assignment.

K-9 Kepi and Chaplain Robert Duvall went into service January 1st as a State Certified Crisis Intervention Team. K-9 Kepi, a two year old black Labrador, was provided to Chaplain/K-9 Handler Robert Duvall from Canine Companions for Independence in Santa Rosa. Robert lived at the training facility for two weeks perfecting Kepi's 42 commands, field training, and practicing scenario drills. Robert an

d Kepi graduated on November 6th, 2015 as a State Certified Facility Dog and Crisis Intervention Team. One of Kepi's functions is to provide support to first responders after a trauma or crisis event. Post-Traumatic Stress Disorder (PTSD) is something that every First Responder faces during their career. The team will be an immediate resource to Law Enforcement, Fire, and EMS personnel. Robert and Kepi are available to the residents of Yolo and Solano Counties during times of trauma, such as the death of a loved one. K-9 Kepi will be featured during special events and are also available to first responder agencies. Robert and Kepi are volunteers and provide this service at no cost to the agencies. Both Robert and Kepi are approachable and would love to meet everyone. Be sure to stop and say hello when you see them out and about in your community.

Well my friends, KEPI and I are no longer retired.

I am truly honored and excited to be the first Fire Chaplain to serve the Vacaville Fire Protection District since they became an agency in 1946. We’ve responded to many calls in the District while serving as the Chaplain for the SOLANO County Sheriffs Office.

Those who volunteer as a First Responder, have always had my respect and admiration. Willing to help others, sometimes risking they’re own lives for no pay. During my 14 days working the LNU COMPLEX FIRE, I got to know many of the Districts personnel and many of its residents.

I look forward to serving in my own community and provide services to an amazing Department and the community they serve.

K-9 KEPI will be turning 8 years old Monday May 24th. We have been partners for 5 years and we have both been through some really tough calls. There have been some good times too, visiting schools, hospitals, stations, dispatch centers to name just a few. But the majority of what we’ve done involved tragedy and death. I’ve seen her totally fatigued and wiped out. This past week we turned in our stuff at Solano Sheriffs and said our goodbyes. She is slowing down but still wants to do her job. We both will have some adjusting following our last day on Friday May 28th. Being a K9 Handler is the best assignment, but it comes with a price. The bond you create can never be broken, until that dreaded day you have to say goodbye. But KEPI and I will have some wonderful years of zero stress and no more O Dark Thirty calls. I thank everyone that has helped support us as a team. God Bless.

Two weeks from today, I’ll be signing off the radio for the last time. Still have mixed emotions but I’ve served faithfully in law enforcement for 36 years.

I've loved your cards and messages! For those who’d like to say goodbye in person to K-9 KEPI and I, you can come by the Public Safety Facility 702 Main St Winters,(POLICE/FIRE STATION) on May 21st from noon to 4 PM.

************* RETIRING ***************

After an amazing Public Safety Career spanning 34 years, I am officially retiring. It all started way back in 1979, when I put on my first LE uniform as a Police Explorer Scout at San Pablo PD. I’ve served in many capacities, EMT, PARAMEDIC, FLIGHT MEDIC, FIREFIGHTER,RESERVE POLICE OFFICER, POLICE OFFICER, DEPUTY SHERIFF, TRAFFIC OFFICER, DEPUTY CORONER, INVESTIGATOR and for the past 9 years POLICE & FIRE CHAPLAIN, CRISIS INTERVENTION and PEER SUPPORT TEAM.

But most special to me as the handler for K-KEPI. Over the past 5 years, K-9 KEPI and I have responded to requests by every agency in SOLANO and YOLO COUNTIES. It has truly been a blessing to serve so many, both First Responders and civilian alike during their darkest moments. I’d like to thank everyone who has financially and supported this program.

Our last day will be May 31st. Until that day, we will continue to respond to requests.

I want to thank everyone for the kind words you shared regarding our retirement. You all know how hard a decision this was for me. My entire adult life, I have been a public servant. I am looking forward to enjoying life to its fullest, spending more time with family and lots of road trips.

Thank all so very much. Over the next two months we will be visiting as many of our agencies we can.
