“Domestic violence isolates, and that's by design.”

October is Domestic Violence Awareness Month, and we want you to know you are not alone and help is available. We recently sat down with one of our Family Support Advocates who shares, “There is hope.”

Leaving an abusive relationship is not always easy, and it rarely happens overnight. For many domestic violence survivors, it can take 7–10 attempts to leave before they are able to leave permanently. For others, the decision may take months or even years.

The Family Investigative Response Services Team (FIRST) and Family Resource Center (FRC) are programs within the Vacaville Police Department (VVPD). When officers respond to calls involving domestic violence or abuse, they can quickly connect survivors with trained staff who provide compassionate support and resources for victims of domestic violence, sexual assault, elder abuse and child abuse.

Our victim advocates are here to help, whether you need immediate assistance or simply want to understand your options. Services include:

- Assistance with restraining order applications
- Help survivors understand the court process and prepare for hearings (in the case of long-term restraining orders)
- Accompaniment and transportation to court hearings, when needed
- In-person guidance, emotional support and safety planning
- Connections to counseling, social services and financial assistance
- An on-site domestic violence support group
- Assistance with planning for temporary housing and the safety and needs of children when preparing to leave an abusive situation

You do not have to be ready to leave to speak with an advocate. Our advocates are bound by confidentiality and do not report domestic violence or abuse without your permission, subject to applicable legal exceptions. Simply reaching out to learn about your options does not mean you are committing to take action or leave your situation.

Most importantly, we want survivors to know that there is hope, there is help and there are people ready to stand beside them. We understand that leaving can be complicated, and we will meet you where you are, without judgment.

If you or someone you know needs help, contact our Family Resource Center at (707) 469-6608.

Our Cadets put their training to the test and earned top honors… again!

On October 24, the City of Vacaville Police Department (VVPD) Cadet Competition Team traveled to San Luis Obispo County for the Central Coast Explorer Competition. This full-day competition consisted of six challenging law enforcement scenarios, an obstacle course and a scholarship competition. Our Cadets’ hard work paid off, and we couldn’t be prouder! Join us in congratulating the team on their outstanding achievements!

Individual Events:
1st Place Scholarship Winner - Cadet Lieutenant A. Camarena
1st Place Male Obstacle Course - Apprentice L. Borchers
3rd Place Scholarship Winner - Apprentice L. Borchers

Team Events:
2nd Place - Domestic Violence Scenario
2nd Place - Crime Scene Investigation Scenario
2nd Place - High Risk Traffic Stop Scenario
2nd Place Best Overall Score

Our Cadet Competition Team trains for seven months in addition to their regular cadet meetings, volunteer events and other responsibilities. Their training consists of advanced law enforcement tactics – similar to the training recruits receive in a police academy environment – they also gain an understanding of legal concepts, case law and the application of both to real-life scenarios.

On this National First Responders Day, we are recognizing the brave man and women of the Vacaville Police Department who answer the call when a crisis arises, at times risking their own safety to protect others.

In an emergency, our dispatchers are the first on the line and our officers are often the first on scene. From our SWAT personnel and drone operators to our school resource officers and K9 units, and so many additional professional and sworn staff members in between, our team is dedicated to making Vacaville a safe place to call home.

Thank you to our firefighters, EMTs, paramedics and fellow law enforcement professionals for your service and commitment to our community! 💙

We are sharing the following information for public awareness, community safety and to keep Vacaville residents informed on how they can help with investigations.

Over the past few weeks, dispatchers have received multiple calls about a man inappropriately touching himself in public places. VVPD officers have repeatedly contacted and arrested Robert John Silva Jr. (27, Vacaville) for varying crimes, including indecent exposure.

If you witness and report similar inappropriate behavior, officers may ask what you saw and whether you can identify the person. Cell phone photos can be especially helpful. While some questions may be uncomfortable, your cooperation is vital to the investigation and potential prosecution.

In California, the crime of indecent exposure is considered a misdemeanor (not a felony), which means officers will ask if witnesses are willing to place the suspect under Citizen’s Arrest – a crucial component of whether we can arrest someone reportedly engaging in such behavior.

We appreciate our community members who have stepped up to call and report suspicious or inappropriate behavior. We take these calls seriously and are actively working to prevent ongoing issues to help keep Vacaville safer.

Sometimes the universe just decides to help us out….💫

Recently, an employee of a local store called dispatch to report a man was following a woman around and exposing himself to her.

VVPD officers immediately responded to the store, but the man was already gone. One officer talked with witnesses, obtained and shared a photo of the suspect, while other officers searched the area. 20 minutes later, an officer spotted the suspect about a half-mile away, near a neighborhood.

The suspect made non-sensical statements and displayed signs of being under the influence of drugs. When officers asked directly about the last time he used drugs, he replied, “When bills pay bills.”

And then… a glass pipe miraculously made its way out of his pant pocket. 👀

The man was quickly detained and booked into the Solano County Jail to lessen the likelihood of him exposing himself to other innocent community members.

Big thanks to all the witnesses who took a moment to stop and help share what they’d seen. Together, we can all help keep Vacaville a little safer!

• VVPD MONTHLY ACTIVITY | SEPTEMBER 2026 •

Fall is here, but we are not falling behind on our commitment to safety. The month of September was busy for our City of Vacaville Police Department officers, dispatchers and professional staff, and our community stepped up to help us fight crime. The saying goes, “It takes a village,” and this month’s 45 DUI-related calls are a clear example of that, as 29 resulted in arrests. Thank you, Vacaville, for staying vigilant, speaking up and looking out for one another. Together, we’re helping keep our neighborhoods, schools, parks and businesses safer.

Here's a snapshot of what September looked like:

Hey, Tony Hawk, we noticed you commented about our "skateboarding" thief on another post. We just wanted you to know we do have some pretty rad groms here in Vacaville who would be stoked for you to stop by the Three Oaks Skate Park! And while our officer may not have much steeze, you can come kickflip it with our team at the Vacaville Police Department any time! 🛹🚔

A special shoutout to our local skaters who landed some buttery tricks and helped us film this video!

FUN FACT: Did you know Tony has a local connection to Vacaville? A member of his family worked in our VVPD Records Section for many years!

Tag Tony to make sure he sees this post! 🤙

For anyone who’s ever felt the panic rise when they realized they couldn’t immediately find their child, we also know what that feels like. Fortunately, this story has a positive outcome.

Recently, one of our local moms reached out to the City of Vacaville Communications Center for help, as her 12-year-old child left the house, and she was especially concerned for their safety due to special needs considerations.

As dispatchers collected information, staff in our Vacaville Police Department (VVPD) Real-Time Information Center (RTIC) immediately jumped into action. Our team began checking city cameras while a Drone as First Responder (DFR) unit was launched to begin an aerial search of the area.

The child was located approximately 15 minutes after the original call for service walking on one of our local bike paths. During that short period, DFR was able to quickly clear several possible locations — including parking lots, streets and parks — while field units were simultaneously responding and searching.

Once we made contact with the child, VVPD officers made sure they were okay and safely reconnected them with their mom.

This is another great example of how technology, combined with the coordinated and timely efforts of our dispatchers and officers, enables us to deliver essential public safety services, enhance quality of life and help keep Vacaville safe! 🔉📍🚔💙

Has "Super El Niño" taken over your social media algorithm, too? Because it's definitely taken over ours!

We're not here to sound the alarm, but we DO want you to Be Prepared!

The National Weather Service is forecasting a strong El Niño this winter, with Northern California leaning toward above-normal precipitation. While that doesn't guarantee a wet winter in Vacaville, we're preparing for whatever comes our way.

Here's what the City has been doing:
- Clearing flood-prone areas, maintaining detention basins, and continuing drainage channel maintenance.
- Checking and calibrating rain and creek gauges.
- Maintaining storm response equipment and preparing road signs and barricades.
- Increasing sandbag supplies, ready to be deployed for public use.
- Confirming emergency staffing coverage and response contracts.

City Crews will continue storm preparations, including drainage maintenance and sandbag station deployment ahead of significant rainfall.

Now it's your turn, Vacaville!
- Know Your Zone AND sign up for Alert Solano.
- Make an emergency plan and gather supplies.
- Clear leaves and debris from gutters around your home.
- Know where to find sandbags and monitor creek levels.

We can't predict exactly what this winter will bring, but we can prepare together.

Be Prepared, Vacaville! Visit CityofVacaville.gov/Prepare. Access additional tips at Ready.gov.

Technology and teamwork for the win!

Last month, a customer entered a local business and asked to see a particular gold chain. After being shown one, he requested a larger version valued at approximately $11,000 and asked to try it on.

The business owner obliged, secured the clasp around his neck, and apparently, that was his cue to leave.

Without paying. At a full sprint.

Despite being shaken, the business owner managed to photograph the getaway vehicle and immediately called 911.

Our dispatchers quickly gathered the pertinent information and began checking nearby cameras. Almost immediately, Flock cameras captured an image of the suspect's vehicle traveling toward westbound I-80 from E. Monte Vista Ave.

With that information, officers were able to focus their search efforts rather than simply looking for a vehicle that could have gone in any direction.

Shortly afterward, an undercover Vacaville PD Detective spotted the car. She discreetly maintained visual contact while coordinating with our partners at Fairfield PD, directing their officers to the vehicle as it moved through their jurisdiction.

The driver, Terrell Christopher Parr Jr. (19, Fairfield), was positively identified as the theft suspect.

And the $11,000 gold chain?

Found inside his car. Which was promptly towed.

Parr Jr. was booked into the Solano County Jail for felony Grand Theft.

Best of all, the business owner had her property returned within hours of the initial call.

That's why those first few minutes after a crime are so important. Information shared quickly, combined with technology and good old-fashioned police work, can make all the difference.

A big thank-you to the business owner and our partners at Fairfield PD for making this recovery possible!

An $11,000 chain recovered. A suspect in custody, and one very expensive test drive safely brought to an end.
