City of Tyro The city of Tyro is located in Southeast Kansas. In the beginning, the city was called Fawn and was originally a trading post.

In1906 Joespeh Lenhart gave it the name Tyro which means 'beginner'.

Tyro City Council Meeting
December 28, 2020

Those present: Rick Wilson, Wayne Blakemore, Jeff Finney, Wayne Graham, Larry Buchholz, Beth Graham, Karl Kirkland, and Connie Davis
The meeting was called to order. The October 2020 Budget Hearing and Monthly Minutes were presented. Jeff made a motion to approve the minutes. Wayne B seconded the motion. Council approved 4-0. The October 2020 Treasurer’s report was presented. Jeff made a motion to approve the report. Wayne G seconded the motion. Council approve the report 4-0. There was not a November 2020 meeting due to a lack of a quorum. The November 2020 Treasurer’s report was presented. Jeff made a motion to approve the report. Wayne B seconded the motion. Council approved the report 4-0. The December 2020 distribution report was presented. Wayne B made a motion to approve the report. Jeff seconded the motion. Council approved the report 4-0.
Karl’s report: Mon December 14, 2020 KDHE came and inspected the lagoons. Findings 1) Trees in the riprap. This area was supposed to be sterilized and trees were through in a few months. 2) There are 2 remaining fences- Must remove trees. Cattle tore down a section of the fence. Will need barb wire to replace the fence. 3) Turtles in the out fall line-Had Tri-Star come and flush the line. Discussion was held on how to address this issue.
Old Business:
West side annexation-Council stated to send letters to residents living in the area the city would like to annex, asking them to come the February 2021 meeting to discuss the annexation of the west side of Tyro. The Simmons resident Stewart property is to be included in the annexation.
Karl stated that he has learned that the city lagoons wouldn’t be able to handle meat processing waste. The city would need a treatment plant to be able to handle the waste.
Street signs: Some are good and some you cannot see. Karl will check with a couple of companies on their prices.
Council discussed sewer fees. Will revisit the issue in April.
New Business:
Jeff stated that he needs some asphalt to repair a bride on Spruce and patch some holes in the streets. The rest of the street are in good shape. Jeff made a motion to get some asphalt to make repairs on Spruce. Wayne G seconded the motion. Council approve the motion 4-0.
Rick has received complaints about a dog running loses. He has talked with the owners twice and told them they could be fined or the dog picked up. Discussion was held about how to handle problem dogs.
Wayne G made a motion to adjourn the meeting. Jeff seconded the motion. Council approved 4-0. Meeting adjourned.

Tyro City Budget Hearing
October 26, 2020

The 2021 Budget was presented to the council for approval. Wayne B Make a motion to approve the 2021 Budget as presented. Jeff seconded the motion. Council approved 4-0.
Jeff made a motion to adjourn the budget hearing. Wayne B seconded the motion. Council approved 4-0.

Tyro City Council Meeting
October 26, 2020

Those present: Rick Wilson, Wayne Blakemore, Larry Buchholz, Jeff Finney, Wayne Graham, and Connie Davis
The city council meeting was called to order. The minutes from the September 2020 meeting were presented. Jeff made a motion to approve the minutes. Wayne G seconded the motion. Council approved 4-0. The September 2020 Treasurer’s report was presented. Jeff made a motion to approve the report. Wayne B seconded the motion. Council approved 4-0. The October 2020 Distribution report was presented. Jeff made a motion to approve the report. Larry seconded the motion. Council approved 4-0.
It was stated that the city received a bid from the county for the speed limit signs from Montgomery County Public works for 103.17. The bill the county sent was 119.85. The clerk was instructed to wait to submit the payment until Jeff talks with the county. The city is missing some street signs. The quote for a 2 signs per street was $100. The city has approximately 32 corners for a total of $3200.00. Council felt that this was pretty high. Council decided to table the issue and do some more research.
It was stated that the council needs to have Ron Wade come to a council meeting and explain what can be done about the speeding in Tyro.
Ms. Moody’s Tree trimming is done. She had a tree in the back that she is responsible.
West side annexation. The clerk is supposed to contact the attorney to begin the process.
New Business
Rural Water meeting- Rick stated that the water district stated that no one could add a property in Tyro to the water system. Rick suggested to them that they need to get a grant to supply more water to the city. The Rural water district has hired an engineer to come to Tyro to tell them what their next step is.
Dogs running loose-Jenni Grayum was bit by a dog twice that was not on a leash. Rick told owner of the dog that the dog needs to be penned up. The city doesn’t have a place or a pound to take dogs that are running loose.
Rick recommended saving money so that come spring the city can do some street work. Discussion was held about streets that need attention.
Wayne B made a motion to adjourn the meeting. Jeff seconded the motion. Council approved 4-0. Meeting was adjourned.

September 28, 2020

The September 2020 meeting was called to order with Wayne Blakemore presiding over the meeting in the absence of the mayor. The August 2020 Minutes were presented. Jeff made a motion to approve the minutes. Wayne G seconded the motion. Council approved 3-0. The August 2020 Treasure’s report was presented. Jeff made a motion to approve the report. Wayne G seconded the motion. Council approved 3-0. The September 2020 distribution report was presented. Jeff made a motion to approve the report. Larry seconded the report. Council approved 3-0.
Public Forum:
Karl’s report: Karl stated that Jared Jabben would make 4-5 dumps a month of septic clean out into the city sewer. Those that he has done was 1500 gallons and 500 gallons. Jared prefers a flat rate per load regardless of the amount. Coffeyville charges $15 per load. Jared will either dump at the manhole by the city barn or if Karl is here Jared will dump at the lagoons. Jeff made a motion to charge Jared $15 per load of septic clean out. Larry seconded the motion. Council approved 3-0. The Street sign at Main & 1st is bent and needs to be replaced. It is estimated to cost $10 to replace. Fed Highway code requires reflective faces and 4 inch letters/numbers. Also need more 30 mph speed signs. It was asked if the city can move the 30 mph sign at the north end of East ST. It must be 6 foot off the road and at Lester ST. It was stated that the sheriff dept. is doing better at patrolling Tyro. It was asked about getting a sign that flashes the vehicles speed. The city has had one before, but it is hard to get.
The clerk stated that it will cost $85 in lawyer fees and $21 filing fee to do a quit claim deed with the property on HWY 166 that the city is planning to deed to Jason Coltharp.
Thompson Tree service will charge $800 to remove 3 branches which may fall on Ms. Moody’s house. Jeff made a motion to remove 3 branches for $800. Wayne seconded the motion. Council approved 3-0.
There was discussion of ways to slow traffic on East St. Wayne stated that his daughter was almost hit and their dog was hit by a vehicle going too fast on East St. Wayne talked with several sheriff officers about slowing traffic down. The city can have court, issue tickets and have a constable to issue tickets. Council discussed looking into this. Jeff and Wayne G can look into this. The city would get the fine fees. It was suggested having the constable working in the morning and late in the afternoon. There is also a speed sign that shows the speed of the vehicle and if they are speeding it will picture the license plate and send them a ticket. Jeff will check on the sign.
It was asked about using a gas powered power washer to clean the city pavilion.
Street concerns: 2nd ST to highway is fine. 1st St has no real ditches. Need to redo ditches on Olive St. Chip and seal is finished on Olive St. 2 layers was applied. County Road 2700 to 2nd ST to needs work to get the water to drain off. County is working on a bid to replace 2 culverts.
Jeff made a motion to adjourn the meeting. Larry seconded the motion. Council approved 3-0. Meeting adjourned.

June 22, 2020
Those present: Rick Wilson, Wayne Blakemore, Larry Buchholz, Madison Hockett, Karl Kirkland, and Connie Davis
The Council meeting was called to order. The May 2020 minutes were presented. Wayne B made a motion to approve the minutes. Larry seconded the motion. Council approved 3-0. The May 2020 Treasurer’s report was presented. Madison made a motion to approve the report. Wayne B seconded the motion. Council approved 3-0. The June 2020 distribution report was presented. Larry made a motion to approve the report. Wayne seconded the motion. Council approved 3-0.
Karl’s Report: Karl stated that Gorby has a whole bunch of reclaimed asphalt for $100 per truck load. Karl will check on it and if he can get some. Main Street Bridge is caving in on the south side of the road and bridge. Big chunk rock, dry concrete and flowable sand should help make repairs. Might also use some of the reclaimed asphalt to repair the bridge also.
Update on trees on East St. Thomas Tree bid correction is $3,300. Rick has someone else he will check with.
Chris Finney and the fire department are doing some swapping. Chris will clean up the old grocery store that has caved in.
Ms. Moody was concerned neighbors where throwing glass in the ditch behind her house. When checked it was some cement bricks in the alley ditch to help stop erosion.
Council asked the clerk to send a letter to the owner of the property at 2nd and Lester. Have received complaints about the grass being high.
Wayne made a motion to adjourn the meeting. Madison seconded the motion. Council approved 3-0.

May 26, 2020
Those present: Wayne Blakemore, Larry Buchholz, Wayne Graham, Madison Hockett, Rick Wilson, Karl Kirkland and Connie Davis
Meeting was called to order. The April 2020 minutes were presented. Wayne B made a motion to approve the minutes. Wayne G seconded the motion. Council voted to approve the minutes 4-0. The April 2020 Treasurer’s report was presented. Wayne G made a motion to approve the report. Larry seconded the motion. Council approved the report 4-0. The May 2020 distribution report was presented. Wayne B made a motion to approve the report. Madison seconded the motion. Council approved 4-0.
Karl’s report: Concerning the trees on North East Street, It is $1500 to take out 1 tree and 2 trees take out the dead wood from. It is $3000 to take all 3 trees out. 2 will be ground to the ground and 1 by the drive will be a stump. It was approved to do all 3 trees for $1500 which was not the actual bid. There are some guys at Sedan that do tree trimming. City will check with them and then the council can decide from there what to do. Karl couldn’t find the blocking of the alley between Spruce and Walnut ST in the alley. County will be here Friday, May 29th to look at 1st street. Wayne G is waiting on gravel to fix other potholes around town.
New Business
Talked about and old small green ford truck driving around town. Concern was voiced that someone is looking for things to steal. There is a white van with no windows driving around town also.
Wayne bought a sprayer, but is having problems with it not working. Karl and Wayne will look at it. The motor may be bad. It will be used to spray around the park to cut down on mowing. There was a bee hive that formed at the park. Some bee keepers came and removed it.
During a recent storm the county didn’t page out the Tyro Fire department to storm watch. Rick is going to check on this. He is still working on signs to direct people to the storm shelter.
Larry stated that the Colthorp’s are looking to put a horse shoe shaped driveway. He asked if the city owned any property near them. It was stated that the property was turned over to Mr. Crammer.
It was asked about the cost of all season to fill potholes. It doesn’t set up prior to using. In the past the city had some for 4 years and it didn’t set up. It is $190 per ton including hauling. Council discussed street work.
Wayne B made a motion to adjourn the meeting. Larry seconded the motion. Council approved 4-0. Meeting adjourned.
