I applaud Mayor Hunt in his efforts and I completely understand and share these concerns, which is why I previously advocated for a discussion on a development moratorium while serving on the Planning Commission and later brought the issue before the Board of Mayor and Aldermen (BOMA).
During my time on the Planning Commission, I raised the possibility of a moratorium due to the strain that rapid development could place on our infrastructure. I also brought this topic forward for discussion at a BOMA study session, where I referenced Shelbyville’s experience—having to declare a moratorium because their sewer system could not handle the level of development that had been approved. Unfortunately, at that study session, it became clear that there was not enough support among the previous board members for moving forward, and the discussion did not progress further.
Shelbyville first announced its moratorium in 2023 and has since had to declare another, investing millions of dollars into wastewater infrastructure to address the issue. Most recently, in April 2024, the Tennessee Department of Environment and Conservation (TDEC) required Shelbyville Power, Water, and Sewer System (SPWS) to enforce a self-imposed moratorium due to exceeding overflow limits. Despite investing over $1.6 million in sewer rehabilitation projects since 2019, they continue to face challenges, reinforcing the importance of planning infrastructure improvements before allowing unchecked growth.
Currently, the Planning Commission is tasked with reviewing the 2011 Comprehensive Plan, the 2045 Comprehensive Plan, and the Think Tullahoma 2040 Comprehensive Plan to bring an updated plan to BOMA. I am hopeful that these revisions will strengthen our existing plan and provide clearer guidance for responsible growth.
I remain committed to slow, steady, and responsible growth that preserves the unique character of our city while ensuring our infrastructure can adequately support future development.
