The Arizona Department of Housing (ADOH) announced on June 5 that the City of Tucson and El Pueblo Housing Development has been awarded Low-Income Housing Tax Credits (LIHTC) for El Rincón, a new affordable housing development that will create 67 affordable housing units across two vacant City-owned sites in Tucson.

The award represents another significant milestone in Tucson’s efforts to expand affordable housing opportunities and builds on the momentum generated since 2022. El Rincón will create affordable housing on two separate sites located in some of Tucson’s oldest and most historic neighborhoods. The larger site, located at 560 West Davis Street in Barrio Anita, will include 50 affordable housing units adjacent to Oury Recreation Center and Davis-Romero Bilingual Elementary Magnet School. A second site, located at 450 North Main Avenue near the intersection of West St. Mary’s Road and North Granada Avenue on the edge of the El Presidio neighborhood, will provide an additional 17 affordable housing units.

El Rincón will be developed by El Pueblo Housing Development with consulting support from David Wohl of Sabino Community Development Resources and will be constructed by Tofel Dent Construction, a Tucson-based general contractor with extensive experience building affordable housing developments.

Stone and Speedway Phase I Awarded $2.5 Million in Low-Income Housing Tax Credits

The Arizona Department of Housing (ADOH) announced on June 5th that Stone and Speedway Phase I, a mixed-income housing development, has been awarded $2.5 million in highly competitive Low-Income Housing Tax Credits (LIHTC). The award will support the construction of 44 affordable housing units, and 12 required market-rate units at the southwest corner of Stone Avenue and Speedway Boulevard.

The award funds the first phase of a two-phase development that will ultimately provide 119 residential units. Building on momentum generated since 2022, Stone and Speedway becomes the fifth City of Tucson-associated project within the Thrive in the 05 Redevelopment Target Area to receive LIHTC funding in the last five years.

Gorman & Company served as the principal applicant for the LIHTC award.

Construction on Phase I is expected to begin in summer 2027 and be completed in winter 2028. Phase II is anticipated to begin in spring 2028 and be completed in fall 2029.

The City of Tucson Housing and Community Development (HCD) Department is accepting grant applications from qualified commercial property and storefront owners to participate in the Thrive Storefront Renovation Project, a façade improvement grant program within the Thrive in the 05 area.

The program provides funding to support property owners in investing in storefront improvements that attract customers, enhance neighborhood streetscapes, and strengthen the visual quality and economic vitality of key commercial corridors. Through this initiative, HCD will award up to $500,000 in total direct construction funding for up to three (3) exterior improvement projects that contribute to a more functional and economically resilient business environment while advancing Thrive in the 05 and U.S. Department of Housing and Urban Development (HUD) goals.

An additional Historic Preservation funding opportunity of up to $10,000 is available for up to five eligible properties located within the Historic Miracle Mile District for historically appropriate exterior improvements.

HCD will host a virtual pre-proposal conference June 25, 2026, from 4:00-5:00PM MST via Zoom. This is an opportunity to ask questions, discuss ideas, and receive feedback on proposal concepts to ensure alignment with the priorities of this funding opportunity. On Monday, May 25, all City of Tucson - Government offices will be closed in observance of Memorial Day (except emergency services or trash collection). Regular services will resume on Tuesday, May 26.

This Memorial Day, we pause to honor and remember the brave men and women who gave their lives in service to our nation. Here in Tucson, a city with deep military roots, we are especially mindful of the sacrifices made by those who wore the uniform with courage and pride.

May is Affordable Housing Month! 🏠🏢

At the City of Tucson’s Housing and Community Development (HCD) Department, we’re working every day to expand housing opportunities, support our most vulnerable neighbors, and build stronger communities across Tucson. The City of Tucson, El Pueblo Housing Development (EPHD), and Gorman & Company broke ground for Amazon Flats, a 59-unit affordable housing community featuring one-bedroom apartments that will expand access to quality housing in Tucson. Located adjacent to the former Amazon Motel, Amazon Flats will be a newly constructed building that continues the site’s redevelopment.

Construction of the $24.4 million development is expected to be completed in the fall of 2027.

La Ciudad de Tucson, El Pueblo Housing Development (EPHD) y Gorman & Company colocaron la primera piedra de Amazon Flats, una comunidad de vivienda asequible de 59 unidades —que incluye apartamentos de un dormitorio— la cual ampliará el acceso a una vivienda de calidad en Tucson. Situado junto al antiguo Amazon Motel, Amazon Flats será un edificio de nueva construcción que dará continuidad a la reurbanización del emplazamiento.

Se prevé que la construcción de este proyecto, valorado en 24,4 millones de dólares, concluya en el otoño de 2027.
