The Santa Rosa Learning Center opened on April 16, 2002, as part of a larger project called Hope VI, which included new public housing and a city-operated parks and recreation center. The library did not have books, but had 34 computers because it was built to serve as a computer center to serve the neighborhood. A few years later, the community requested that a book collection be added. Today the

Santa Rosa Library is a full-service library that partners with many agencies to offer services for the neighborhood such as family literacy programs, English language classes, afterschool snacks for children, visits with a public health nurse, and Read-to-a-Dog programs.
