OCEAN COUNTY PROSECUTOR’S OFFICE AND
LOCAL LAW ENFORCEMENT AGENCIES
TO COLLABORATE IN STATEWIDE
GOAL:ZERO HIGH VISIBILITY STATEWIDE TRAFFIC DETAIL
Ocean County Prosecutor Bradley D. Billhimer announced that the Ocean County Prosecutor’s Office will be participating with local Ocean County law enforcement agencies in a Goal: Zero statewide high-visibility, county-wide traffic enforcement detail to address the staggering rise in traffic deaths in New Jersey. As of June 3, 2026, 208 people have lost their lives on New Jersey roadways, and 18 of those deaths occurred in Ocean County.
This month’s detail is dedicated to the memory of New Jersey State Trooper Marc Castellano and will focus on New Jersey’s Move Over Law. On June 6, 2010, Trooper Castellano was struck by a passing motorist while walking along the shoulder of I-195 while searching for a reported armed occupant of an abandoned vehicle. The Move Over Law was enacted in response to the tragic death of Trooper Castellano. The law requires motor vehicle operators to reduce their speed and change lanes when approaching authorized vehicles displaying emergency lights.
The coordinated traffic enforcement detail will take place throughout the day on Saturday, June 6, 2026.
“New Jersey’s Move Over Law is not just about traffic regulation - it is a lifesaving mechanism. Every day, law enforcement officers, firefighters, EMS personnel, tow truck operators, and roadway workers, place themselves in harm’s way to serve and protect the public. The tragic loss of Trooper Marc Castellanos serves as a heartbreaking reminder of the dangers that first responders face while working on our roadways. By slowing down and moving over when you see flashing lights, you are helping ensure that those who work our highways return home safely to their families. A moment of caution behind the wheel can prevent a tragedy,” Prosecutor Billhimer stated.
Holmdel Township Patrolman Matt Menosky was the catalyst behind the 2024 Goal: Zero campaign, which brought together 36 municipalities to target dangerous driving behaviors. The bright green color of the Goal: Zero logo represents high visibility and is the color for pedestrian and school safety. The black bar is a mourning band for all the lives lost in traffic crashes.
