Revitalization Efforts Taking Shape in Townview Neighborhood

(Trotwood, Ohio) – The Trotwood Community Improvement Corporation, in partnership with the City of Trotwood, is driving economic revitalization in the Townview neighborhood through targeted infill housing development and the removal of abandoned and vacant residential structures. These strategic investments are strengthening the local housing market, increasing surrounding property values, and creating a foundation for sustained economic growth. Together, these efforts position Townview for renewed private investment, neighborhood stability, and long-term prosperity.

"The revitalization of the Townview neighborhood reflects our commitment to strategic investment that strengthens both our community and our local economy," said Trotwood Mayor Yvette F. Page. "Through our partnership with the Trotwood Community Improvement Corporation, we are replacing blight with opportunity by developing new infill housing and removing long-vacant structures. These efforts not only improve the quality of life for residents but also increase property values, expand our tax base, and lay the groundwork for long-term economic growth in Trotwood."

The city of Trotwood has issued notice of violation and order to cease and desist to Friendship SNF Property Holdings, LLC, DBA Pleasantwood Senior Apartments & Townhomes, located at 5790 Denlinger Road, Trotwood, OH 45426. The notice of violation was sent because the property is in violation of the City of Trotwood's Planning and Zoning Code (the "TP&ZC"). Specifically, they are in violation of Section 1199.03(a)(2), which provides as follows:

No person shall construct, modify, alter, use, or occupy any structure or property in violation of the Trotwood Zoning Code. A separate offense shall be deemed committed.

The city has determined that the current use of the Property is not consistent with the TP&ZC. Specifically, multi-family apartments and townhomes are not permitted or a conditional use in the O-R Office Residential Zoning District. Multi-family apartments and townhomes are only permitted in an RMF-H Residential Multi-Family High Density Zoning District. Furthermore, the city may file a civil suit against the property owners seeking injunctive relief to stop the prohibited use of the property by court order. FURTHER, PURSUANT TO TP&ZC SECTION 1199.03(b)(1), WHOEVER VIOLATES THE CITY'S ZONING ORDINANCE IS GUILTY OF MINOR MISDEMEANOR FOR EACH OFFENSE.

"Zoning code violations aren't just technicalities-they're a breach of the balance between progress and community integrity. We expect them to follow the rules like any good community partner would do," said Trotwood Mayor Yvette F. Page.
