Women in New Jersey are leading in higher education attainment, from enrollment to degree completion. Yet many still face unequal opportunities in the workforce.

At the Union County Women Mean Business Summit, Acting Secretary Chaly spoke about the role higher education plays in expanding economic mobility, and the leadership and partnership needed to ensure all residents can translate their education into opportunity.

Through stronger education and workforce partnerships, career-connected learning and student-centered pathways, New Jersey remains committed to helping learners succeed.

Acting Secretary Chaly delivered remarks during the annual board meeting of the New Jersey Educational Facilities Authority (NJEFA), which marked the Authority’s 60th anniversary. OSHE celebrated the milestone with a commemorative letter recognizing the work and service of the NJEFA.

Created in 1966, NJEFA has since issued more than $22 billion in bonds to support New Jersey colleges and universities and has been a trusted partner with OSHE in implementing the Higher Education Capital Facilities Grant program. Since 2022, OSHE and the Authority have delivered nearly $700 million in awards to New Jersey institutions of higher education, transforming campuses across the Garden State.

Education and workforce systems are strongest and most effective when aligned around a shared goal: to help residents access family-sustaining wages and build the skills needed to adapt and advance as the workforce evolves.

Acting Secretary Margo Chaly joined Acting Commissioner Jarvis of the New Jersey Department of Labor and Workforce Development or for a conversation with the Chamber of Commerce Southern New Jersey's regional education and business partners. Together, our state agencies are working to better connect education to employment. Data sharing for data-driven and outcomes-based policymaking are key tools for this.

“[EOF] truly motivated me throughout my academic career at Camden County College… I believe that without EOF, I would not be where I am…”

For Alexa Cruz-Barrera, EOF provided the motivation and resources she needed to succeed at Camden County College. Lacking access to technology, the program gave her a laptop to help support her studies and complete her assignments. EOF also provided funding for summer and winter courses, accelerating Alexa’s path to graduation by a full year. Congratulations Alexa!

Deputy Secretary of Higher Education Carlos Barrezueta joined higher ed partners for an announcement of a new Apprenticeship-to-Degree pathway made possible by collaboration between the NJ Administrative District Council of Bricklayers and Allied Craftworkers (BAC NJ), Hudson County Community College (HCCC) and NJIT.

“By 2031, nearly 68 percent of jobs will require some form of postsecondary education or training, and so we cannot afford to leave talented, hardworking people behind, especially those already building and sustaining our communities through skilled trades.

"This partnership shows what is possible when education and industry align. It recognizes the reality that learning isn’t confined to a classroom. It happens on job sites, in apprenticeships and through years of hands-on experience.”

The new program will allow apprentice members of the BAC NJ to transition their associate degree credits and technical training from HCCC into NJIT’s Bachelor of Science in Applied Engineering Technology program.

What did EOF do for Eva Chen? A recent graduate of the EOF Class of 2026, Eva attended Rutgers University where she majored in Computer Science, with minors in Physics, Mathematics, and Management.

“EOF gave me the structure and support to not just stay afloat, but to fully take advantage of opportunities. With that foundation, I was able to push beyond the classroom and consistently take on more. I was involved in 10+ student organizations. … I contributed to research in both physics (pulsed laser ablation in liquids) and computer science (game theory simulations), presenting my work at the Celebration of Undergraduate Research and Creative Activity.

“What I'm most proud of is not just keeping up with everything, but consistently producing results across all of it academically, professionally and within the communities I am part of. … I focused on creating real impact and leaving things better than I found them. EOF played a key role in making that possible. It provided the support system that allowed me to take on more, push further, and actually execute.”
