The Village Public Works Department will be conducting fire hydrant flow testing on Monday, June 15th in coordination with the Wisconsin Rural Water Association (WRWA). Approximately 8 to 10 hydrants throughout the Village will be tested.

During the testing process, residents may notice temporary water discoloration caused by sediment being stirred up in the water mains. The water remains safe, but if discoloration occurs, residents are advised to run cold water from a faucet until it clears.

The Village is currently considering a number of ordinance amendments. A link to the proposed amendments under consideration can be found below.

Village staff is currently aiming to have the proposed amendments ready for Village Board consideration on July 16. Residents are encouraged to review the proposals and provide comments or feedback prior to adoption.

Comments may be directed to Village Administrator Isaac Pooler. A formal public notice and hearing notice will also be published in advance as required by law.

Following recent Village Board action, we wanted to provide some additional context regarding a proposed future housing development project.

Over the past year, the Village has been in discussions with S.C. Swiderski, LLC regarding a potential residential housing development in Trempealeau. As those discussions progressed, the land adjacent to James Reed Park emerged as a potential location for the project. In response to those ongoing negotiations and the community’s housing needs, the Board approved a contingent Offer to Purchase for the property. The concept currently being discussed includes 80+ high quality rental housing units and an estimated $10–$12 million in future taxable value.

The offer is contingent upon:
• Annexation of the property into the Village
• Creation of Tax Increment District (TID) #3
• Ex*****on of a Development Agreement

One of the biggest questions residents may have is how a project like this would be financed. The Board’s direction is centered around using Tax Increment Financing (TIF), where future tax growth generated by the development helps support project-related costs over time, including the purchase of the land, rather than relying on the Village’s current tax levy.

This is not a finalized development project, and additional public discussion and approvals would still be required before moving forward.

The Village will continue sharing information publicly as the process progresses.

Village Board Meeting Highlights – June 4, 2026
•The Board approved the full consent agenda (7–0), including monthly finances, licenses, appointments, and policy updates.
•Progress continues on park improvements, with green space establishing well, pavilion construction on schedule, and pickleball courts to be repainted.
•A contract was awarded to Gerke Excavating ($27,774) for 2026 sidewalk improvements, including enhanced pedestrian access near the elementary school and library.
•The Board accepted the 2025 Wastewater Compliance Maintenance Report, noting strong overall performance with minor phosphorus adjustments tied to a new system.
•Michaels Energy was selected to complete a $47,600 Village-wide facilities energy audit, funded through a $125,000 grant.
•The Police Department reported 170 calls for service in May (up 39 from last year) and continued multi-agency emergency response training efforts.
•Preparation is underway for the August 11 election; Citizen of the Year nominees were also submitted.
•The Board approved a contingent offer to purchase land for future residential development associated with the proposed creation of Tax Increment District (TID) #3. The offer remains contingent on annexation, TID creation, and ex*****on of a development agreement.
•Additional updates included seasonal landscaping with flower barrels, duck pond fountain operations, and completion of a sinkhole repair on County Road K.

PUBLIC SERVICE ANNOUNCEMENT

Please do not flush sanitary wipes, baby wipes, cleaning wipes, paper towels, or similar products down the toilet, even if the packaging says “flushable.”

Recently, the Village had to take two wastewater pumps out of service because sanitary wipes became tangled in the equipment. A contractor had to be called in to clean and remove the material so the pumps could be returned to operation.

Unlike toilet paper, wipes do not properly break down in the sewer system. They can clog sewer lines, damage pumps and equipment, increase maintenance costs, and may even contribute to sewer backups into homes and businesses.

The only items that should be flushed are:
• Toilet paper
• Human waste

All wipes and hygiene products should be disposed of in the trash.

Your cooperation helps protect the Village’s wastewater infrastructure, reduce unnecessary repairs, and help keep utility costs down for everyone.

The Wisconsin DNR has informed the Village that the second boat launch dock near the Lock and Dam in Trempealeau will be temporarily removed beginning Thursday, May 28 for repairs and re-decking work.

The dock is expected to be out of service for approximately one week, depending on how quickly repairs can be completed. The remaining launch dock will continue to be available during this time.
