Recipients of federal assistance must take reasonable steps to ensure that communications with individuals with disabilities are as effective as communications with others. This means that, upon request at no cost of the individual, recipients are required to provide appropriate auxiliary
aids and services to qualified individuals with disabilities. WHAT TO DO IF YOU BELIEVE YOU HAVE EXPERIENCED DISCRIMINATION

If you think that you have been subjected to discrimination under a WIOA Title 1-financially assisted program or activity, you may file a complaint within 180 days from the date of the alleged

If the recipient does not give you a written Notice of Final Action within 90 days of the day on which you filed your complaint, you may file a complaint with CRC before receiving that Notice. However, you must file your CRC complaint within 30 days of the 90-day deadline (in other words, within 120 days after the day on which you filed your complaint with the recipient). If the recipient does give you a written Notice of Final Action on your complaint, but you are dissatisfied with the decision or resolution, you may file a complaint with CRC. A big thank you to all of our partners and participants for making this event a success and helping young adults answer the question: What’s next?

The Pennsylvania Department of Transportation (PennDOT) recently announced investments of more than $74 million in 72 projects in 38 counties to improve community resources and public accessibility around the Commonwealth. The projects are funded as part of the 2025 Transportation Alternatives Set-Aside (TASA) of the Federal Highway Administration’s (FHWA) Surface Block Grant Program. The Transportation Alternatives Set-Aside funding program focuses on projects to construct pedestrian and bicycle facilities, improve access to public transportation, create safe routes to schools, create trail projects that serve a transportation purpose, or enhance safety for vulnerable travelers.

This year, three projects within the Northern Tier were awarded over $4 million to improve local pedestrian and cyclist infrastructure:

📍Lanesboro Borough, Susquehanna County – Awarded $1.5 million to construct concrete curbs and sidewalks along the east side of Route 171, extending from the Susquehanna Community School District High School entrance north approximately 1,100 feet to the intersection of State Route 1009.

📍Rail-Trail Council of NEPA, Susquehanna County – Awarded $1.48 million for a 4-mile D&H Rail-Trail project through Ararat and Thompson Townships and Thompson Borough, helping connect to ongoing trail improvements in Thompson Borough. 🚵‍♀️

📍Westfield Borough, Tioga County – Awarded just over $1 million to construct new sidewalks along the south side of Main Street from Riverside Park to the eastern borough line. Improvements will include sidewalks, curbing, ramps, and crosswalk access, replacing deteriorated infrastructure.

These investments will help create safer, more accessible communities while improving transportation connections across the Northern Tier. 🚶🏻‍♀️

What is a Rural Planning Organization (RPO)?

An RPO helps ensure that rural communities have a voice in transportation planning and funding decisions. Unlike larger metropolitan areas that have Metropolitan Planning Organizations (MPOs), RPOs focus specifically on the unique transportation needs of rural regions.

This includes helping plan and prioritize projects related to:
🛤️ Roads and bridges
🚍 Public transportation
🚶 Bicycle and pedestrian access
❄️ Safety and infrastructure improvements

The Northern Tier RPO works to bring together local governments, community leaders, transportation partners, and residents to identify priorities and advocate for transportation investments that improve mobility, safety, and quality of life throughout our region.
