Cedar Lane Speed Hump Proposal – Public Feedback Requested
The Torrington Police Department Traffic Division is seeking feedback from residents and motorists regarding the possible placement of speed humps on Cedar Lane.
Over the past several years, the Traffic Division has received multiple complaints regarding speeding on Cedar Lane and has conducted several speed studies in the area. Based on the most recent data, we are exploring additional traffic-calming measures to help reduce excessive speeds and improve roadway safety.
Letters are being mailed to residents of Cedar Lane and Colin Drive, but we would also like to hear from anyone who regularly travels or commutes on Cedar Lane.
Please review the attached notice and Speed Hump Fact Sheet for additional information.
Comments will be accepted through September 18, 2026.

SCHOOL BUS SAFETY REMINDER
**SCHOOL IS STARTING BACK UP — PLEASE SLOW DOWN AND PAY ATTENTION!**
As students return to school, we will once again have school buses making frequent stops throughout our community.
When you see a school bus with **flashing amber lights**, slow down and prepare to stop.
When the bus activates its **flashing red lights and stop arm**, you **MUST STOP** before reaching the bus and remain stopped until the red lights are turned off.
**Do NOT attempt to pass a stopped school bus.**
Remember:
• Watch carefully for children getting on and off the bus.
• Never pass a bus with its red warning lights flashing.
• Be especially alert in residential areas, school zones and near bus stops.
• A painted median or turn lane does **not** mean you can continue driving past a stopped school bus in Connecticut.
• Give yourself extra time and expect school buses to make frequent stops.
**One moment of impatience isn't worth a child's life.**
Please help us keep our children safe this school year. **Slow down. Pay attention. STOP for school buses.**
**Violations of school bus stop laws will be strictly enforced.**

Today, the Torrington Police Department was proud to participate in the annual Hometown Foundation Dream Ride, an incredible event that brings together communities from across New England in support of individuals with intellectual and developmental disabilities.

Hundreds of vehicles took part in this year’s Dream Ride parade, including exotic and classic cars, fire apparatus, construction vehicles, motorcycles, and police cruisers representing communities throughout the region. It was an impressive sight—but the true meaning of the day was found in the people and the mission behind the event.

As the parade traveled through Farmington, Avon, and Simsbury, hundreds of spectators lined the route, waving, cheering, holding signs, and offering their enthusiastic support to the Dream Riders and their passengers. The smiles, excitement, and energy along the route were a wonderful reminder of what can happen when communities come together for a common purpose.

For the special passengers taking part in today's Dream Ride, this wasn't simply a ride in a police cruiser, fire truck, sports car, or other special vehicle. It was an opportunity to be celebrated, recognized, and reminded that they are an important part of our communities.

Members of the Torrington Police Department were honored to be part of today's event and to share this memorable experience with so many incredible participants, families, volunteers, fellow first responders, and supporters.

Events like the Dream Ride represent community at its very best—people from different towns, professions, and walks of life coming together to support one another and, most importantly, to make sure some very special individuals know just how much they are valued.

To the Hometown Foundation, its volunteers, sponsors, participating agencies, and everyone who lined the parade route today—thank you for making the 2026 Dream Ride another unforgettable experience.

Update – Fatal Motor Vehicle Accident – East Main Street (Route 202) Torrington Police Case #2600030203

Torrington, Connecticut – The Torrington Police Department is releasing updated information regarding the fatal pedestrian motor vehicle accident that occurred in the area of 1902 East Main Street (Route 202).

The deceased pedestrian has been identified as Joel Leyden, 73, of New York, New York.

The operator of the involved 2019 Subaru has been identified as Carlos Giotto, 54, of Torrington, Connecticut. Giotto remained at the scene following the collision and has been cooperating with police.

The Torrington Police Department Accident Investigation Team continues to investigate the circumstances surrounding the incident. The case remains under active investigation, and no charges are currently pending.

Fatal Motor Vehicle Accident – East Main Street (Route 202)

Torrington, Connecticut – On August 13, 2026, at approximately 9:37 PM, the Torrington Police Department responded to the area of 1902 East Main Street (Route 202) for a motor vehicle accident involving a pedestrian.

Upon arrival, officers located a pedestrian who had been struck by a 2019 Subaru traveling eastbound on East Main Street. The pedestrian was pronounced deceased at the scene.

The pedestrian has been identified; however, their identity is being withheld at this time pending notification of next of kin.

The operator of the Subaru remained at the scene and is cooperating with police and the investigation. No other vehicles were involved, and no additional injuries were reported.

At this stage of the investigation, it has not yet been determined whether the pedestrian was within a crosswalk at the time of the collision. It is also too early in the investigation to determine whether any charges will be filed.

The Torrington Police Department Accident Investigation Team is conducting the investigation.

As a result of the incident and continuing investigation, Route 202 is closed between Torringford Street and Torringford East Street. Detours have been established to reroute traffic around the area. The roadway is expected to remain closed for several hours while investigators complete their work.

Honoring Service, Courage, and Sacrifice

This morning, the Honorable Mayor Molly E. Spino recognized Torrington native U.S. Marine Corps Gunnery Sergeant Adam J. Kinosh as the City of Torrington’s 2026 Purple Heart Honoree during a ceremony held in front of City Hall, surrounded by family, friends, community members, and local officials.

Gunnery Sergeant Kinosh was wounded during combat operations while serving our nation in Afghanistan on September 25, 2007. In recognition of his wounds sustained in combat, his courage, and his sacrifice, he was awarded the Purple Heart.

During this morning’s ceremony, City Clerk Carol Anderson also read the names of 66 Torrington residents who received the Purple Heart as a result of wounds sustained while serving our country in conflicts throughout the world. Their names serve as a powerful reminder of the extraordinary sacrifices made by generations of Torrington men and women in defense of our nation and the freedoms we enjoy today. Also Representative Jay Case presented Gunny Sergeant Kinosh with a state proclamation and Mayor Spino presented him with a city proclamation in his honor. Additionally, Gunny Sergenat Kinosh raised the Purple Heart Flag in front of City Hall in his honor and for the honor of all our service men and women.

On behalf of the Torrington Police Department, I extend our deepest gratitude and respect to Gunnery Sergeant Kinosh for his distinguished service and sacrifice to our country. We are proud to recognize him not only as a United States Marine and Purple Heart recipient, but also as a member of our Torrington community.

We also pause to remember and honor all Purple Heart recipients—past and present—whose courage, sacrifice, and devotion to duty represent the very best of our nation.

Gunnery Sergeant Kinosh, thank you for your service, your sacrifice, and your commitment to our country. Torrington is proud to call you one of our own.

Another Successful Cops & Kids Event!

Yesterday evening marked another successful Cops & Kids event at Besse Park, hosted by the Torrington Police Activities League (PAL).

This annual August tradition brings local youth, families, community members, and members of the Torrington Police Department together for an evening of fun and positive interaction at the city pool. The event is completely free, including pool admission and food for everyone in attendance.

PAL Executive Director Sam Laus once again did a great job leading and coordinating the event. The evening included plenty of fun, free T-shirts for many of those attending, and some very lucky kids who went home with new bicycles that were raffled off!

Events like this would not be possible without the generosity and support of our community partners. A special thank you to our event sponsors, Hartford HealthCare and Albreda Refuse & Sweeping, for helping make the evening possible.

We would also like to recognize Hot Z’s Food Truck for providing the food, Torrington Parks and Recreation, our lifeguards for keeping everyone safe around the pool, and our DJ, Ray Tanguay, for providing the music and helping make it a great evening.

Most importantly, thank you to all of the families, children, community members, PAL volunteers, and Torrington Police officers who came out and spent the evening with us.

PAL and the Torrington Police Department remain committed to building strong relationships with the youth of Torrington and the surrounding area. Programs and events like Cops & Kids give our officers an opportunity to connect with young people outside of traditional police interactions, build trust, and simply have some fun together.

The Torrington Police Department joined several other police departments throughout the state in hosting our local National Night Out event yesterday at our first centralized location at Franklin Square. Several Torrington Police Officers were on hand to meet with members of the community who came down to Franklin Square Plaza to meet with and talk to police officers, city and state leaders as well as members of the Torrington Fire Department and Trinity Ambulance. Also on hand were members of our State’s Attorney’s office. A very special thankyou to Executive Director Karen Thomas who sponsored and provided food and drink as well as providing an abundance of Watermelons to those who wished to take one home.
National Night out started in 1981 in the Philadelphia suburbs, in an effort to bring community neighborhoods together to promote crime prevention and to develop a relationship with the local police department. The event exploded into a very popular national event, in 1984 bringing together 2.5 million residents across 400 communities in 23 states. Today, the event hosts approximately 36 million people in 16,000 communities in all 50 states, including Canada, US territories and military bases worldwide. National Night Out is an annual event that takes place on the first Tuesday in August. A special thank you to our mayor, Molly Spino, Board of Public Safety and City Council members, Karen Thomas and the Friendly Hands Food Bank, Kathy Craig of the Northwest Exchange club, the volunteers and our state congressional delegation that was in attendance. The best part of the event was being with all of those who came down to meet with us, have fun, play a few games and walk away with watermelons. Hope to see you all again next year.
