"Something unusual happened with state budgets across the U.S. in fiscal year 2016, according to a semi-annual report the National Association of State Budget Officers released Tuesday.

Nationwide, 19 states enacted mid-year budget cuts worth $2.8 billion. That marks a historically high number of states with mid-year spending reductions during a non-recessionary period, the report says. Revenue shortfalls during the second half of the fiscal year were the main reason for the cuts"

It had to do with mid-year budget cuts and it’s outlined in a new report from the National Association of State Budget Officers.

Colorado budget plan "will probably prove painful because state revenues are not keeping pace with current demands."

Colorado Gov. John Hickenlooper proposed a $28.5 billion state budget Tuesday that cuts spending on education, hospitals and road construction to help close a $500 million shortfall.

Kansas corporate tax receipts for the first four months of the fiscal year are $27.9 million, or 24.99% less than the first four months of the previous fiscal year.

Nebraska and Oklahoma have not reported October tax receipts yet. However, their corporate income tax receipts through the first quarter reflect a similar downward trend. In Oklahoma, corporate income tax collections were $61.3 million, or 60.4% less for the fiscal year to date compared to the prior year. Nebraska showed a $31.7 million, or 39.97% drop in corporate income tax receipts for the first three months of the fiscal year compared to the prior year.
