On Tuesday, June 9,2026, Ocean County Prosecutor Bradley D. Billhimer joined New Jersey Attorney General Jennifer Davenport, Division of Consumer Affairs Acting Director Jeremy E. Hollander, Ocean County Commissioner Robert Arace, Seaside Heights Mayor Anthony Vaz and Seaside Heights Police Chief Thomas Boyd on the Seaside Heights boardwalk to kickoff Safe Summer 2026. A special thank you to Ocean County Department of Consumer Affairs and Ocean County Department of Weights and Measures Director Ronald Heinzman and his team for their efforts in making sure the boardwalk arcades and games of chance are fair for everyone that spends their hard-earned money here at the Jersey Shore.

Congratulations to Ocean County Prosecutor’s Office Detective Joseph Mitchell on being a finalist for the Officer Jason Marles #271 Award for his efforts in combating driving while intoxicated. The award was created to honor the life and memory of Ocean Gate Police Officer Jason Marles, badge No. 271, who was tragically killed by a drunk driver on the Garden State Parkway while returning home after working a drunk driving enforcement detail on Thanksgiving morning in 2010. Detective Mitchell was honored during the Jersey Shore BlueClaws’s First Responders Night at Shoretown Ballpark in Lakewood. Congratulations to all of this year’s finalists, especially this year’s winner of the award, Point Pleasant Police Officer David Marchetti!

Nolan, Jr. and Chief of Detectives Casey Long had the pleasure of welcoming our Summer Interns to the Ocean County Prosecutor’s Office. We are pleased to welcome students from a vast array of colleges – College of Charleston, Felician University, Florida Southern College, George Mason University, Hofstra University, Monmouth University, New Jersey Institute of Technology, Rutgers University, Saint Joseph’s University, Stonehill College, The College of New Jersey, Ursinus College and Widener University Delaware Law School. It was a great morning on Friday, June 5, 2026, as members of the Ocean County Prosecutor’s Office participated in the 43rd Annual Law Enforcement Torch Run to benefit Special Olympics New Jersey! More than 3,000 officers across New Jersey took to the streets of their local communities, to run and raise awareness for Special Olympics New Jersey. Prosecutor Bradley D. Ocean County Prosecutor’s Office Chief Juvenile Prosecutor Robert Cassidy and Assistant Prosecutor Angelica Manos spoke to Mr. Dorsi’s and Mr. Lansing’s history classes at Lakewood High School in support of National Violence Prevention Week. The Prosecutors educated the students on their Constitutional rights, law enforcement procedures, and how constitutional protections apply in real-world situations. The presentation was part of a Student Government Association service project spearheaded by student Cristan Mejia. The Ocean County Prosecutor’s Office honors and remembers Ocean County native - New Jersey State Trooper Marc Castellano, who was struck and killed on the side of the road in the line of duty 16 years ago today. On June 6, 2010, Trooper Castellano was struck by a passing motorist while walking along the shoulder of I-195 while searching for a reported armed occupant of an abandoned vehicle. The “Move Over Law” was enacted in response to the tragic death of Trooper Castellano. The law requires motor vehicle operators to reduce their speed and change lanes when approaching authorized vehicles displaying emergency lights. Thank you Trooper Castellano for your service and your sacrifice.

On the 82nd Anniversary of D-Day, the Ocean County Prosecutor’s Office remembers Ocean County’s own renowned hero of that battle, Leonard “Bud” Lomell. On June 6, 1944, Bud, a 24 year-old staff sergeant, stormed the beach at Normandy and scaled the cliffs at Pointe du Hoc disabling the guns there. For his actions in battle Bud was awarded the U.S. Army’s Distinguished Service Cross, the Silver Star, Bronze Star and Purple Heart and was inducted into the U.S. Army Ranger Hall of Fame. After the war, he returned to Ocean County to raise his family and open a law firm. The Ocean County Prosecutor’s Office salutes an Ocean County legend, Leonard “Bud” Lomell and all of the men and women that have sacrificed for our great nation!

BARNEGAT MAN SENTENCED TO STATE PRISON FOR
TWO COUNTS OF MURDER

Ocean County Prosecutor Bradley D. Billhimer announced that on June 5, 2026, Michael Mulgrew, 37, of Barnegat, was sentenced by the Honorable Guy P. Ryan, P.J.Cr.P., to 30 years New Jersey State Prison - with a 30-year period of parole ineligibility - relative to each of his previously entered guilty pleas to two counts of Murder in connection with the deaths of his parents, Eugene Mulgrew, 71, and Cheryl Mulgrew, 69, also of Barnegat. The murders occurred in Barnegat Township on November 2, 2023. The sentences will run concurrently. Mulgrew pled guilty to both charges before Judge Ryan on March 11, 2026.

On November 2, 2023, at approximately 11:00 a.m., Officers from the Barnegat Township Police Department were summoned to a residence on Lincoln Avenue to assist medical personnel with performing a mobile outreach at the residence. As the Officers approached the residence, they observed a male walking away. Upon their arrival, Officers noticed red staining which appeared to be blood on the front door of the residence. The Officers made entry and found blood in various areas of the home. As the Officers entered the bedroom, they located the deceased bodies of two victims with apparent stab wounds to their upper torsos. The victims were later identified as Eugene and Cheryl Mulgrew. The Officers also observed a knife in the vicinity of the bedroom.

The male initially observed to be walking away from the residence was located in the area of West Bay Boulevard and Gunning River Road by Barnegat Township Police Officers. That individual, later identified as Michael Mulgrew, was taken into custody without incident.

An investigation conducted by the Ocean County Prosecutor’s Office Major Crime Unit, Barnegat Township Police Department Detective Bureau, and Ocean County Sheriff’s Office Crime Scene Investigation Unit, revealed that Michael Mulgrew was responsible for the murders of his parents. Mulgrew was charged accordingly and transported to the Ocean County Jail, where he has been lodged since November 2, 2023.

Prosecutor Billhimer acknowledges the diligent efforts of Supervising Assistant Prosecutor Mara Brater who handled the case on behalf of the State and commends the Ocean County Prosecutor’s Office Major Crime Unit, Barnegat Township Police Department, Barnegat Township Police Department Detective Bureau, and Ocean County Sheriff’s Office Crime Scene Investigation Unit, for their collaborative efforts in connection with this investigation.
