News Release Date: 12-26-2025

Attention Toms Brook Residents: Trash collection moves to Wednesday mornings on January 7th, 2026.
Toms Brook has signed a contract with D&D Lawn Care and Garbage Collection for refuse collection on Wednesdays mornings after 9 am.

Refuse in cans (plastic or metal) can be placed on the curb or the sidewalk at sunset on Tuesdays evenings.

Containers should be removed by Wednesday evening to allow pedestrians access.

No loose refuse/garbage or bags. Refuse must be in a container.

Meet Your Town Council: Susie Morgan Wilburn

Susie Morgan Wilburn was born in Asheville, NC, and has lived in many different places, which has given her a different perspective on life. She graduated from Berea College, Berea, KY, in 1980 with a BA in Art and went to work in the printing industry in KY and Indiana. She and her family moved to Toms Brook in 1995 from Newburgh, IN, where she worked at Judd's Inc. in the prepress department doing color retouching and scanning images into the system to be used in magazines.

Susie served on the board of Friends of the North Fork for many years and helped with their branding and printed materials in addition to doing river clean ups and river monitoring to test the safety of the water. Susie is currently the president of PFLAG Woodstock, VA, which is an organization that educates, advocates and supports those in the LGBTQ community and those who love them. She feels that that is important work to allow that community to be seen and understood.

Susie believes that we are here to "do no harm" and that is what she strives to do. And as a council person for Toms Brook, she is trying to make the town better for all our residents and provide leadership in doing so. She truly believes in community building and working together to accomplish things.

Susie enjoys sitting with her dog, Sadie, in her backyard where she gardens. She also loves quilting, going out camping in her little camper, reading, and learning new things. She is always up for a new challenge.

Meet Your Town Council: Mike Triggs

Mike Triggs is a dedicated public servant and community leader who is serving his third term on the Town Council.

With years of experience as a foster parent, student life counselor and local government representative, Mike has a proven track record of driving positive change and improving the quality of life for our residents.

He is committed to continuing his work on behalf of our community, focusing on issues such as fiscal responsibility, lower taxes, and maintaining the charm of our small town.

Mike has lived in Toms Brook since 2017, moving here from West Virginia, and is proud to call it his home.

He is married with seven children and enjoys youth sports, gardening, and spending time with friends and family. If you’re interested in getting involved in local government or learning more about Mike’s work, please don’t hesitate to contact him.

Meet Your Town Council: Kevin Shipe

Kevin Shipe is a dedicated public servant and problem solver,. Raised in the area, previously attending Strasburg High School, Kevin has spent his life working to support the people and places that shape him.

Currently, Kevin is employed with VDOT, ensuring roads are safe and communities stay connected. Before that, he spent 15 years with a local tow company, assisting neighbors in need and keeping the area moving. Previously, he served as a Toms Brook Fire Department member, stepping up to protect and assist his community in times of crisis. That same dedication to service now fuels his work on the town council.

As a council member, Kevin is focused on making Toms Brook more inviting, ensuring smart growth, and staying true to the values that make the town feel like home. Whether improving infrastructure, supporting local businesses, or preserving the town’s heritage, Kevin is here to get things done.

At home, Kevin and his wife, Emily, manage the joys and challenges of a blended family with seven amazing children. He understands, firsthand, the importance of a town that supports families, small businesses, and lifelong residents.

For Kevin, Toms Brook isn’t just a place to live—it’s home, and he’s ready to work with the people who make it great.

Meet Your Town Council: Judy Pangle

Another native to the Brook, Judy Pangle lives in the Main Street house where she grew up. She went to the Toms Brook Elementary School and later Strasburg High School. As a youth and young adult, Judy was an avid softball player, a familiar at the Shenandoah County Park ball lots. She is an avid New York Yankees ball fan, following each game with passion.

A former employee of Safeway and Wal-Mart, Judy is retired and spends her days taking care of her fur baby, Foxy, a rescued cattle dog. This is Judy’s third term on the Toms Brook Town Council, a place where she brings a wealth of local knowledge. As part of her position on the council, Judy spends a great deal of time on seasonal decorations, especially the Christmas lights and seasonal flags. She currently volunteers weekly at the Toms Brook Fire Department BINGO.

Besides baseball, Judy is an avid collector of all things Coca Cola. When the weather permits, Judy spends her spring, summer, and fall days caring for her lawn, her flowers, and her home.

Meet Your Town Council: Lisa Keller-Nelson

Part of the founding family of Toms Brook, Lisa Keller-Nelson lives in the house where she grew up, one of the oldest houses in town. The house, located on Main Street, was built in 1876. Her family has maintained a residence within its walls since it was built.

Lisa went to the former Toms Brook Elementary School and graduated from Central High School in Woodstock. She has two sons, two grandchildren, and a range of pets from dogs to goats. She currently works with Blue Ridge Wildlife Center where she transports animals in need. She has been active in Shenandoah County with Shenandoah County Fair Association and worked previously with the United States Post Office. Her family has been active in Toms Brook for more than 150 years.

Lisa served two terms on the Toms Brook Town Council in the 1990s and returned to Toms Brook Council in 2019. She is an active volunteer with the Toms Brook Volunteer Fire Department and a member of the Christian Newcomer Methodist Church.

Meet Your Town Council: Cena Hubbell

Cena Hubbell, vice mayor, moved to Toms Brook in 2015 and lived in the Miller House on Main Street before purchasing, two years later, the Fauber House just a couple of doors north. She served one and a half terms on the town’s planning commission and recently was elected to her second term to the town council.

Her family moved to the Edinburg area in 1973 from Ohio; Cena graduated for Central High School. She earned an Associate Degree in Accounting from LFCC (now Laurel Ridge). Cena was a small business owner for 27+ years. In 2013 she went to work for the nonprofit, Shen-Paco Industries as their bookkeeper and in 2017 became the executive director.

Volunteering and community service have always been part of who she is. She has been a life member of the auxiliary of the Woodstock Fire Department since 1991; she served on the original Woodstock Enhancement Committee for eleven years, and has been an active member of the Rotary Club of Woodstock since October 2001, serving in many different offices and committees.

Cena enjoys gardening and visiting with her neighbors. She lives with her other half, Larry and her two spoiled dogs - Molly and Joplin.

Council Meeting Postponed
Because of the pending inclement weather, the mayor has postponed the scheduled town council meeting by one week.

The Toms Brook Town Council will hold their February meeting on Feb. 18th at 7 p.m. in the Toms Brook Volunteer Fire Department.

The community is always welcome.
