Mental Health & Recovery Services Board of Lucas County The MHRSB helps Lucas County residents find the right places to turn for affordable, quality mental MHRSB is authorized by Ohio Revised Code 340.

Providing oversight of the Board's activities are up to eighteen (18) community volunteers who are appointed by either the Board of County Commissioners, the Ohio Department of Mental Health, or the Ohio Department of Alcohol and Drug Addiction Services. ards of public funds and ensuring that Lucas County residents with mental health and/or substance use disorders have access to programs, services and supports that will maximize their ability to recover and function without limitations of any kind in the community.

In the wake of recent violence in the Old West End, the Mental Health & Recovery Services Board of Lucas County is standing with our neighbors to support community healing.

Experiencing or witnessing trauma can leave us feeling anxious, overwhelmed, or grieving—and those feelings are entirely valid. You do not have to carry this weight alone. We are working directly alongside city and community partners to ensure residents have access to both emotional support and practical assistance.

Collective trauma is heavy, and processing the recent events at the Old West End Festival takes time. You don’t have to carry it alone. 💚

In partnership with the Toledo Lucas County Public Library, our staff will be at the Kent Branch Library throughout the week to provide a safe space, emotional support, and information & connections to community resources.

Our Programs & Services team have been doing outreach at libraries across the county to meet our neighbors exactly where they are. When the library leadership saw the need this week, they didn't hesitate to call us in to offer immediate support. We are incredibly grateful to them for recognizing this need, acting quickly, and continuing to serve as a true anchor for our region.

Our hearts go out to the entire Old West End community. We stand with you today as we process the shock and pain of this weekend’s events.

Like many of you, we at the Mental Health & Recovery Services Board hold the Old West End Festival close to our hearts. It is a cornerstone of our city—a historic neighborhood event that has celebrated our community’s resilience, diversity, and spirit for well over half a century.

I was there on Saturday with my own children. We spent the morning walking the parade route, handing out MHRSB bags to families—a small, joyful effort to help carry parade goodies and share messages of hope.

Just six hours later, that sense of safety was shattered when gunfire erupted. Like so many of our neighbors, my children and I were caught in the sudden panic, forced to navigate the chaos as the celebration turned into a crisis. We saw the fear, the confusion, and the overwhelming reality of a community under duress.

We are heartbroken for the individuals who were injured, and we are holding them, their families, and everyone impacted by this tragedy in our thoughts.

We also want to acknowledge that the impact of this event extends far beyond those who were physically wounded. Whether you were directly impacted, witnessed the chaos, or are simply feeling the ripple effects of this tragedy from afar—your reactions are valid. Secondary trauma is real, and it is normal to feel shaken or overwhelmed right now.

You do not have to carry this weight alone.
