The proposed changes to the Head Start Program Performance Standards could have important implications for how programs support children with disabilities and developmental delays.

Head Start’s current standards help ensure children receive timely developmental screenings, referrals, and early intervention, while giving programs clear requirements for individualized services and inclusive learning environments.

NHSA’s latest Notice of Proposed Rulemaking (NPRM) issue brief breaks down what’s at stake for children with disabilities, what the research tells us about early intervention, and why these standards matter for children and families.

Proposed federal changes to Head Start could weaken critical health, safety, and quality standards that Ohio children and families rely on every day. From teacher-to-child ratios and developmental screenings to family engagement and mental health supports, these protections help ensure every child has a strong start. The public comment period is open through October 6.

"August 6, 2026 was one of the most consequential days in Head Start's history. That's when HHS released a proposed rewrite of the Head Start Program Performance Standards. I want to walk through what the proposal says, what it would mean for children and families, and what you can do.
To be clear, nothing changes for programs today – classrooms are open and they are doing the work of preparing children for success in school and life. Any final rule remains months away, and we have a 60-day public comment period, ending October 6, 2026, to make our voices heard."

How we prepare children for kindergarten matters. Here at Toledo Day Nursery, we do so through meaningful, hands-on experiences like messy art and water play, and sometimes we can combine both!! As children pour, mix, paint, and explore, they strengthen the fine motor muscles needed for writing, build problem-solving and critical thinking skills, expand their vocabulary through conversations with peers, and learn to plan, adapt, and persist when things don't go as expected. These open-ended experiences also foster creativity, self-regulation, and collaboration, which are all essential social-emotional skills that help children confidently navigate a kindergarten classroom. Oftentimes we find that the messiest learning creates the strongest foundation for future success!
