TILLAMOOK, Ore. โ€” With a heavy heart, the Port of Tillamook Bay board, following extensive discussion, financial analysis, and consultation with industry experts since December, the Port Board voted 4-1 to not proceed with repairs to the storm-damaged roof section of Hangar B following the December storm event.
The decision came after months of evaluation regarding the long-term financial sustainability of the historic structure and the significant local financial obligations tied to any potential repair effort. While FEMA assistance may become available, the Port would still be responsible for a required 25% local match โ€” estimated to be $1.3 million โ€” which would require the Port to secure additional financing through a loan for this portion of the roof repair only and does not include the whole building.
Board members also discussed the ongoing risks associated with the facility, including concerns about future storm damage and the uncertainty surrounding long-term maintenance obligations for the aging structure. For now, and into the immediate future, the Tillamook Air Museum will remain closed. Any significant repairs (more than just the current safety issue) would take months or years to complete throughout the building.
The Port board emphasized that immediate safety concerns are being addressed. The hanging portion of the damaged roof structure, identified as the primary public safety issue, will be removed in the near future. In addition, the Port will continue pursuing opportunities and partnerships related to asbestos abatement assistance and future site stabilization efforts.
Throughout the evaluation process, the Board collaborated closely with consultants experienced in similar historic military hangar facilities, including recent work involving Navy hangars in California. The Port expressed appreciation to Turner & Townsend, as well as others, for assisting with cost analysis, condition assessments, and financial projections.
Commissioners acknowledged that the decision was extremely difficult given the communityโ€™s deep connection to the iconic World War II-era structure. However, financial realities ultimately guided the Boardโ€™s action. Commissioner Baertlein stated that the decision couldnโ€™t be made with their hearts, but had to be financial. Repair of the full structure is not sustainable in the future. The boardโ€™s role is to oversee financial decisions for the port, and the board wasnโ€™t willing to put the rest of the port in financial distress with debt.
โ€œEveryone loves Hangar B and recognizes its historical significance,โ€ Commissioner Bill Baertlein stated. โ€œBut even if the building were rebuilt, the long-term financial outlook remains unsustainable. Estimated annual maintenance costs alone are three times greater than the revenue the building had been generating.โ€
The Port also extended sincere appreciation to the Friends of Tillamook Air Museum for their persistence, advocacy, and assistance in gathering information and data throughout the process.
โ€œThis was not an easy decision for anyone involved,โ€ commissioners noted. โ€œWe are grateful to the many community members, partners, and supporters who care deeply about Hangar B and its future.โ€

Rita, you will be missed!

After 8 years at the helm of the Tillamook Air Museum, Museum Director Rita Welch is moving on. During her tenure, Rita was instrumental in helping to guide the Museum through a period of tremendous positive change. Because of her strong leadership, the Museum saw increased visitation, new exhibits and expanded programs, and renewed enthusiasm from our community. Rita also played a crucial role in increasing community outreach, working closely with nearby school districts to bring the museumโ€™s extensive history to life for the next generation.

For those of us who worked closely with Rita, today is a bittersweet day. We are sad that such an incredible leader and friend is leaving, but we also know she will find continued success wherever she goes!

Please join us in thanking Rita for her years of dedication to the Tillamook Air Museum and wishing her continued success and happiness in the future!

While Hangar B remains closed following the December storm damage, important work continues behind the scenes.

Safety remains our top priority. Exterior fencing has now been installed around the perimeter of the Museum and the damaged areas of Hangar B to ensure public safety while assessments and stabilization efforts continue.

We are also pleased to share that our online store is now live, offering a new way to stay connected and support the museum during this recovery period. Museum merchandise and souvenirs can be purchased at:

** Note we do have local pick up option available for people who live in Tillamook County and are able to pick up at The Port of Tillamook Bay office.

https://www.tillamookair.com/souvenirs

In addition:

โ€ข A $4 million Community-Initiated Project request has been submitted through the offices of Senator Merkley and Senator Wyden. These funds would support repair, cleanup, and site preparation efforts within Hangar B, including safety equipment and access systems such as scaffolding and lifts.

โ€ข The Port of Tillamook Bay has coordinated with Oregon Emergency Management (OEM) to document initial storm-related costs. These figures are part of a broader countywide effort submitted to the Governor. At this time, a state disaster has not yet been declared.

โ€ข Thanks to the generosity of the Friends of the Tillamook Air Museum (FOTAM), a lidar drone scan of Hangar B was completed. This advanced scanning technology creates a highly detailed three-dimensional model of the structure. The data will assist engineers and preservation specialists in accurately assessing structural conditions, measuring storm impact, and developing informed repair strategies. This step is critical for responsible restoration of this historic WWII structure.

We are deeply grateful for the outpouring of community support and donations, no matter the size. For those who would like to make a financial contribution, there are two ways to donate:

To support ongoing Museum operations:

https://www.tillamookair.com/operations

To contribute directly to the Friends of the Tillamook Air Museum (FOTAM) โ€œSave Hangar Bโ€ recovery campaign:

https://www.gofundme.com/f/help-save-hangar-b

Every donation helps strengthen our ability to stabilize, assess, and plan for the future of Hangar B.

Recovery of a structure as large and historically significant as Hangar B is complex, but meaningful progress is being made. We will continue to provide updates as work advances.

Thank you for standing with us!

FOR IMMEDIATE RELEASE
Port of Tillamook Bay, Tillamook Oregon
12/17/2025
We are all saddened today by the extreme weather event in Tillamook County that took place December 16, 2025, and caused considerable damage to the southeastern end of Hangar B. After careful consideration and prioritization of life and safety, the Port of Tillamook Bay Board and management team has decided to close Hangar B and the Air Museum at this time and until further notice. This includes rented internal spaces, storage, and Port used areas.
This decision has been made to ensure the safety of our tenants and the public while a thorough assessment of building damage and the potential for continued use is conducted. Our team is working on plans for further assessment and future repairs to the building, and we will be updating regularly on that progress.
Getting to the location safely will be a challenge, including the upcoming atmospheric river that is expected. We will continue to assess when it is safe to do so. We know it will take time to get information together and to the public. Thank you for your patience.
