Good day Town of Plymouth, happy June! Sharing some important announcements and updates. First up, the regular Town Council meeting has been rescheduled to June 16th. Even Town Council members need time with family and friends so we needed to move the date. We currently do not have a July meeting scheduled as has been the practice over the years. A meeting will be called should there be a need.

We would like to invite everyone to consider joining a board or commission as this is critical for the town to do its business. There is a great deal of activity with respect to zoning and wetlands that require a couple meetings a month, capital improvements will help determine the long-range plans for larger expenditures or you can consider some of the other boards. A full list of all boards and commissions is on the town web site. Please contact the Mayor’s office and we’ll be happy to provide more details on the boards and associated area of responsibility.

Some announcements: Plymouth will be hosting the Lt. Governor Susan Bysiewicz and Veterans Affairs Commissioner Ron Welch to honor our Vietnam veterans on June 8th. See the flyer attached to this post. A meeting is scheduled with the CT DOT on June 10th to review the construction plan for downtown. Information on dates, closures and detours should be available and will be shared on the town’s web site. Our town crew with be starting the roadway chip seal program funded by the bonding program, details are in the memo in this post.

Happy Memorial Day Plymouth. Big shout out to the DOT and Schultz Corporation for collaborating with the Town and veterans committee to ensure the new monument was installed and the area of Baldwin Park was ready for Monday’s ceremony. The parade steps off from the Harwinton Ave firehouse at 10:30 am. Let’s all put out the positive energy for no rain! It should be a great event and will include the dedication of the new monument.

Let’s talk about roads… On Thursday May 20 the town completed the transfer of three million dollars from the bond sale into the town’s account. Public works has completed the planning, review of our vendor contracts and begun preliminary site work. We all know there is a LOT of work to do, not only general maintenance and repairs from winter damage, but also large sections of roads that need different levels of restoration. A multiyear plan has been developed and will be reviewed with the public works board this week. Public works team has also met with Connecticut Water Company to coordinate their ongoing water line maintenance program with the Town’s road repair schedule. We will leverage CT Water’s funding for final repaving paid directly to the Town in lieu of them having their vendors repaving. We believe the Town can ‘stretch’ the dollars and get more paving done with this funding source. Once the full, multi-year plan is reviewed this week, it will be posted on the Town web site. As always, the potential exists where priorities need to change. Watch for updates on the Mayor’s page or on the town website.

Lastly, some updates on the two major projects involving the state. There will be a meeting in June with DOT and we expect an updated plan for the Route 6 intersection, Agney Ave, North Main and street scape construction. This will include sections scheduled to be completed and dates/details of detours that will be needed. The “Tory Crossing” (Mathews St, East Church, Judd Rd) project plan is in the State application phase. A meeting was held with our engineers to ensure all aspects of the application are fulfilled and we are expecting approval from the state in a few months. This project will be nearly fully funded by the State at an estimated cost of 3.5 million dollars. We know this project has been long awaited. All efforts are being made to get preliminary work started in the fall. That may be a stretch, but we are still hopeful.

Another BIG week in Plymouth! Thank you to our Board of Education, Board of Finance and Town Staff for all their effort to prepare the budget for fiscal year 2027. The Town Council made some final modifications and adopted the budget on Tuesday, April 21. The final budget can be viewed on the Town’s web site.

Congratulations to Nash in the Ville, which successfully opened on Friday night. It is no small task to launch a new business. The Town will continue to work with the Nash in the Ville management team to ensure any and all concerns of residents are addressed. We all want to be proud of this new business and wish them success. Anything new takes some time to reach perfection.

Other news – the transfer station is ready for the annual bulk disposal amnesty program. Please remember ‘demolition material’ is not part of this program and you must have a resident dump permit in order to drop your items. Transfer station staff will be checking and or issuing dump permits. Please have proof of residency if you do not have a permit.

Lastly – thank you to the Terryville Little League who invited me to throw out the first pitch at the opening ceremony. It was an emotional morning, as I fondly remember playing and coaching on the Ed Janser field some years ago! You know summer is on the way when you hear, “Play Ball” - Mayor Ski

Good day Town of Plymouth – Sharing some updates and important information for the week ahead.

This Tuesday 4/21 the public hearing for the 26/27 Town budget will be held at 6:00 PM in the Community Room at Town Hall. Immediately following the public hearing, the “Tri-Board” meeting will be held. This meeting will include the Board of Education, the Board of Finance and the Town Council. The Town Council will consider input from citizens and the Boards and is responsible to ‘set’ the final budget. The Board of Finance ‘sets’ the final mil rate. The Board of Finance amended the budget initially submitted by the Mayor and that proposal is what is available on the Town’s Web site -https://www.plymouthct.gov/media/Comptroller/town-of-plymouth---mayors-draft-6-fy-26-2027-budget-mayors-copy-2.pdf

The Mathew St., Judd and East Church roads reconfiguration project, known as “Torry Crossing” cleared an important milestone on Friday. The project was formally approved by the Naugatuck Valley Counsil of Governments (NCCOG). The funding request now goes to through the State’s LOCIP program for review. We remain on target to get this project started by the end of this summer. We’ll continue to push this project forward as rapidly as possible.

Other financial information; the financial audit for 2025 is in progress and scheduled to be complete by end of June. We are working with our audit firm, the State Office of Policy and Management and our Board of Education business manager to ensure we stay on plan. Finally, work is ongoing with the Town’s financial advisors and bond council to complete the bond sale in May. This 3-million-dollar sale will immediately be put toward the road and bridge projects presented to the town last year. We are keeping busy!!

Good day Plymouth – Happy Easter. Glad to be back on-line after a busy month. Let’s get to it. First, I want to give credit to the folks who put a lot of effort into the April fools sign up on the former Mayfair Garage property, you got me! I called our Economic Development consultant first thing to make sure the Town had not made a land deal without Town Council approval. During the conversation I realized it was in fact, April First.

The harsh winter has caused a lot of issues, and that’s no joke. After many, many years of service and multiple rebuilds, the compactor at the transfer station has been retired. The extreme cold caused aged metal to break beyond repair. Our public works team has done a great job keeping things moving as we develop a long-term plan. There are several options being considered and depending on cost, a decision will be made to replace the compactor or re-engineer the facility. In the meantime, we are open for business and preparing for the annual ‘bulk amnesty’ week. The date may need to be pushed out, look for more information soon on the town webpage.

Regarding the town webpage: our IT vendor and town staff are in full swing with the site redesign. Our goal is to provide a more ‘customer friendly’ interface. This will allow residents to navigate to specific town department information, experience cleaner search capability, and have more online services. I hope to have a launch date announcement at the next Town Council meeting.

Some other news; the public works team is working on the plan for road repair both short and long-term. When complete a list of planned work will be shared with residents. The finance team is working on finalizing the 2027 budget and the 2025 audit. They are also preparing to issue three million dollars of bonds; half of the amount approved at referendum. Based on the work planned, available town and vendor resources, only so much can be done in the next few months. There is no need to extend the towns debt if the funds are not needed. Another three-million-dollar package can be issued later in the year if it makes sense to do so.

Lastly, we have met with representatives from our 5th district Congresswomen’s, Jahana Hayes’ office, seeking federal funding to address our facility needs. We also plan to meet with members of the state bonding council. I will be bringing a recommendation to the Town Council in May to replace the former Building Committee with a Facility and Planning Committee. Their charge will be to evaluate any and all options to deal with the aging and inadequate buildings.

Spring has sprung, the days are getting longer as we tilt toward the sun. It’s a new season and this administration intends to get things done. Enjoy family and friends this weekend.

Good day, Plymouth - it’s not snowing! Thank you to the crews and our citizens for getting the snow cleared throughout the week. Bright sunshine and higher temperatures feel good.

Here is our week in review: It was my honor to hand out awards for the ‘Fire Prevention Calendar Art Contest’. I really enjoyed participating in the judging, and congratulations to the winners. On to the district competition!

The draft budget proposal was made to the Board of Finance on Thursday evening. The Board has scheduled meetings with each department over the next few weeks. I want to thank the Board members in advance for their time and commitment to the budget process. The draft budget will be posted on the town's website this week.

Next weekend, we ‘Spring Ahead’ and we may see temperatures in the 60s - that sounds good.

Good evening, Plymouth. Here's the latest update on overall conditions. After working over 18 consecutive hours, crews were given several hours of rest. Authorities are conducting thorough checks to ensure all roads are passable, particularly for emergency vehicles and equipment. Ambulance and fire stations are fully staffed and on standby.
The combination of strong winds and drifting snow has posed significant challenges. Town crews, vendors, and temporary personnel will resume work this evening to continue widening roadways and intersections.
Fortunately, we experienced only a few power outages, and activating emergency shelters was not necessary. However, we remain prepared if needed. This wintry weather continues to present challenges, and I extend special thanks to all personnel working diligently to maintain safety.
Town Hall will operate as usual tomorrow. A decision regarding the transfer station's hours will be made tomorrow morning. Stay warm, Mayor Ski.

Good Day Plymouth - well here we go again… the groundhog was right. 😕 Our Emergency Preparedness Director, staff and crews will be gathering today to discuss response plans for the approaching storm. I expect to issue a parking ban beginning tomorrow afternoon through Monday. Keep an eye on this page and the town website for any updates.

Quick update on the weeks events: the draft budget was sent to the Board of Finance on Tuesday - thank you to the Board Chairman for working with me regarding budget preparation schedule. The Board of Education presented their proposal to BOF on Thursday and the full draft budget will be discussed at the BOF meeting Thursday 2/26. The process is underway and will include many meetings before a final budget is presented to the Town.

We took delivery of the new Fire Marshall’s vehicle - this is long overdue and now our Marshalls will not have to use their personal vehicles for town business which was a liability risk. Also attended the NVCOG meeting in Waterbury with our member Mayors and First Selectmen. Myself and our Public Works Director met with the district transportation team regarding the plan for Tory Crossing project. So far we are on target to meet planning and State funding guidelines. The full schedule for that and all road projects is in draft - and I hope to release by mid May. Stay tuned and stay safe.

Happy Valentine’s Day everyone ! While placing my order with our local shop, Jayne Eugene Florist, I could not resist getting into the picture.

Our week included a visit to the State capital to lobby for fixing the ECS (Educational Cost Share) formula with other Mayors and Selectmen. ECS determines the amount the state contributes to local towns and cities for education. Plymouth, like almost all towns in the state, has had to rely too much on property tax for all our operational funding. Google - CCM News Conference to learn more.

Shout out to all our boards and commissions for the work they are doing on capital improvement planning, starting work on the town’s plan of conservation and development, public highway safety and more. Next week we will hold our FOIA training session for staff and committee chairs. More details will be shared at the March Town Council meeting. Days are getting longer and warmer.
