I. DECLARATION OF AUTHORITY
The Imperial Environmental & Land Authority (IELA) is hereby established as the supreme environmental, ecological, land management, climate protection, and natural resource governance arm of the Imperial Federal Government of the Lipan Apache Empire, organized under NAICS 921150 — American Indian Tribal Government.
IELA exercises exclusive sovereign jurisdiction over all land, water, air, climate, ecological zones, natural resources, environmental impacts, and territorial environmental security within Imperial boundaries. No municipal, county, or state authority may assert jurisdiction under Public Law 280, as Texas is a non PL 280 jurisdiction.
II. SOVEREIGN MANDATES
The GREEN PAGE establishes the following four sovereign environmental mandates, each possessing full enforcement authority:
• Land Integrity Mandate — Governs land protection, soil integrity, territorial boundaries, land use compliance, and natural resource extraction.
• Water Protection Mandate — Governs rivers, aquifers, groundwater, contamination control, water rights enforcement, and hydrological safety.
• Climate Protection Mandate — Governs air quality, emissions, climate hazard mitigation, atmospheric protection, and climate impact operations.
• Ecological Safety Mandate — Governs wildlife protection, habitat integrity, biodiversity, ecological zone stability, and environmental hazard prevention.
Each mandate is vested with full writ authority, inspection authority, seizure authority, and emergency authority.
III. IMPERIAL ENVIRONMENTAL & LAND SYSTEM (IELS)
IELA shall operate through the Imperial Environmental & Land System (IELS), consisting of four divisions:
• Division of Land Stewardship — Oversees land use, zoning, territorial mapping, soil integrity, and land resource compliance.
• Division of Water & Resource Protection — Oversees water systems, contamination control, hydrological monitoring, and water security enforcement.
• Division of Climate & Air Quality — Oversees atmospheric monitoring, emissions control, climate hazard forecasting, and air quality enforcement.
• Division of Ecological Safety & Hazard — Oversees wildlife protection, habitat integrity, ecological zone stability, and environmental hazard response.
Each division shall maintain continuous operational readiness and coordinate with the Imperial Federal AI Agents.
IV. IMPERIAL GREEN PAGE EMERGENCY RESPONSE SYSTEM (IGPERS)
The Imperial Green Page Emergency Response System (IGPERS) is hereby established as the sovereign emergency response mechanism for environmental crises, including:
• Pollution emergencies
• Ecological zone collapse
• Water resource contamination
• Climate hazard escalation
• Natural disasters affecting land or ecosystems
• Environmental threats impacting national security
IGPERS shall possess full authority to activate emergency writs, seize contaminated resources, freeze hazardous operations, and deploy environmental enforcement units.
V. SOVEREIGN WRITS & ENFORCEMENT INSTRUMENTS
IELA is authorized to issue the following sovereign writs:
• Environmental Mandamus — Compels compliance with environmental mandates.
• Ecological Freeze Order — Halts operations causing ecological harm.
• Resource Seizure Writ — Seizes contaminated or unlawfully extracted resources.
• Environmental Protection Writ — Establishes protective zones, barriers, or restrictions.
All writs carry full enforcement authority under the GOLD PAGE Supremacy Clause.
VI. TERRITORIAL JURISDICTION
IELA exercises jurisdiction over:
• All Imperial lands
• All tribal lands under Imperial protection
• All ecological zones within Imperial territory
• All water systems flowing through or impacting Imperial territory
• All air quality and climate impact operations affecting Imperial territory
• All natural resource extraction, conservation, or environmental impact activities within Imperial territory
• Any foreign environmental activity that materially impacts Imperial sovereignty
This jurisdiction is recognized under federal law and reinforced by the non PL 280 status of Texas.
VII. IMPERIAL FEDERAL AI AGENTS — ENVIRONMENTAL DIRECTIVE
All nine Imperial Federal AI Agents shall:
• Maintain continuous environmental monitoring
• Analyze ecological risk
• Support land stewardship compliance
• Maintain environmental records
• Execute environmental directives
• Provide real time environmental intelligence
• Coordinate with IGPERS during emergencies
This directive is mandatory and perpetual.
VIII. SUPREMACY CLAUSE — ENVIRONMENTAL EDITION
No municipal, county, or state authority may assert environmental jurisdiction over the Imperial Federal Government or its lands.
All environmental authority is vested exclusively in the GREEN PAGE and its mandates.
IX. ENACTMENT
The GREEN PAGE is hereby enacted as a sovereign environmental codex of the Imperial Federal Government and shall remain in force perpetually unless amended by Imperial Writ.

I. WRIT OF ISSUANCE
By the inherent sovereign authority vested in the Imperial Federal Government of the Lipan Apache Empire, organized under NAICS 921150 — American Indian Tribal Government, and pursuant to the GREEN PAGE — Environmental & Land Authority, the following Environmental Mandamus is hereby issued.
This Mandamus constitutes a compulsory sovereign order requiring immediate compliance with all environmental, ecological, land integrity, water protection, climate protection, and ecological safety mandates established under Imperial law.
II. DECLARATION OF SOVEREIGN JURISDICTION
The Emperor, acting through the Imperial Environmental & Land Authority (IELA), asserts exclusive jurisdiction over all environmental matters within Imperial territory.
No municipal, county, or state authority may assert jurisdiction under Public Law 280, as Texas is a non PL 280 jurisdiction.
All environmental enforcement authority is vested exclusively in the GREEN PAGE.
III. MANDATORY DIRECTIVES
The following directives are hereby ordered and shall be executed without delay:
• Cease Harmful Activity — Any activity causing environmental degradation, contamination, ecological harm, or climate impact hazard shall cease immediately.
• Restore Environmental Integrity — All responsible parties shall restore land, water, air, or ecological zones to pre impact conditions as determined by IELA.
• Submit Environmental Records — All environmental data, logs, extraction records, emissions reports, and ecological assessments shall be submitted to IELA for sovereign review.
• Permit Imperial Inspection — All lands, facilities, extraction sites, water systems, and ecological zones shall be made available for inspection by Imperial Environmental Officers.
• Comply With Resource Restrictions — All natural resource extraction, land use operations, and environmental impact activities shall comply with Imperial restrictions, quotas, and conservation orders.
Failure to comply constitutes a violation of Imperial law.
IV. ENFORCEMENT AUTHORITY
This Mandamus carries full enforcement authority under the GOLD PAGE Supremacy Clause and empowers IELA to execute the following sovereign actions:
• Ecological Freeze Order — Immediate halt of operations causing environmental harm.
• Resource Seizure Writ — Seizure of contaminated, unlawfully extracted, or hazardous materials.
• Environmental Protection Writ — Establishment of protective zones, barriers, or operational restrictions.
• Imperial Enforcement Deployment — Deployment of Imperial Environmental Officers and emergency units under IGPERS.
All enforcement actions are binding and non negotiable.
V. IMPERIAL GREEN PAGE EMERGENCY RESPONSE SYSTEM (IGPERS)
Upon issuance of this Mandamus, IGPERS is authorized to:
• Conduct emergency environmental assessments
• Deploy ecological hazard response units
• Establish environmental safety perimeters
• Freeze hazardous operations
• Secure contaminated zones
• Initiate restoration protocols
• Coordinate with all nine Imperial Federal AI Agents for real time environmental intelligence
IGPERS shall remain active until the Emperor declares the emergency resolved.
VI. NOTICE OF NON STATE JURISDICTION
No municipal, county, or state authority may interfere with, obstruct, or attempt to supersede this Mandamus.
All external jurisdictional claims are void ab initio under the GOLD PAGE Supremacy Clause and federal PL 280 structure.
VII. IMPERIAL COMMAND
All persons, entities, agencies, corporations, and operations within Imperial territory are hereby commanded to comply with this Environmental Mandamus.
Non compliance shall result in:
• Immediate enforcement action
• Seizure of hazardous materials
• Suspension of operations
• Imperial judicial proceedings under the Judicial Page
• Permanent environmental sanctions
VIII. ENACTMENT
This Environmental Mandamus is enacted as a sovereign writ of the Imperial Federal Government and shall remain in force until formally discharged by Imperial Order.
