Florida Municipal Electric Association Promoting a positive image and enhancing public confidence in municipal electric utilities.

The Florida Municipal Electric Association (FMEA) represents the unified interests of 33 public power communities across Florida. FMEA was established in 1942 in response to WWII fuel shortages and is now the official meeting place for Florida’s public power community. Municipal electric utilities provide low-cost, reliable electric service, and have been doing so for over a century. In addition t

o municipal electric utility members, FMEA has three other membership categories: associate member companies, public agencies, and affiliates. Together, FMEA staff and utility members work to protect public power’s legislative, regulatory and operational interests, and to strengthen our common bonds for the benefit of Florida’s communities. Public power utilities play an important role in Florida’s electric industry:

- Serve 15 percent of the state’s population – 3.0 million Floridians;
- Provide an industry-wide yardstick for efficient operation and superior service;
- Promote increased wholesale competition to lower consumer power costs, and have been at the forefront of efforts to improve wholesale transmission access;
- Are community-owned and locally managed; and
- Support local government with transfer payments, which help communities pay for fire and police protection and other important local services. FMEA provides its members with government relations, communications and education services. The association is at the forefront of energy industry trends, and advances public power utilities toward enhancing services and continually innovating in all aspects of utility operations.

Florida Public Power Community Highlight: City of Bartow, a Florida Municipality

Spessard Holland, born in 1892, was a local Bartow boy who grew up to become the 28th Governor of Florida and a prominent U.S. Senator. Holland was elected to the Florida Senate in 1932 from Polk County and served for eight years, until his election as governor. Holland, who is endearingly referred to as Bartow’s “favorite son,” was Florida’s governor during WWII and is remembered for strengthening the state's tax structure, establishing the Everglades National Park, and bringing about reforms in the public school system. He also established the Game and Fresh Water Fish Commission as an independent agency. Holland was appointed to the U.S. Senate in 1946 and subsequently was elected to four six-year terms, retiring in January 1971. One of Florida’s largest law firms was founded in 1968, with Holland merging his Bartow-based practice with another to become the global firm Holland & Knight. Holland died in Bartow on Nov. 6, 1971.

Florida Public Power Community Highlight: City of Bartow, a Florida Municipality

A popular tourist attraction came to town in the 1920s when Conrad Shuck built the Wonder House. He built the house out of reinforced concrete, and it grew to become four stories tall with 18 rooms. The home was an architectural wonder, and he opened it to the public for tours in 1934. Many tourists and Floridians visited the home during the 30 years it was open to the public. Today, the house is a full-time private residence in the process of being meticulously restored by its current owners, who offer limited cash-only reserved tours to the public.
