The City Manager and Mayor just updated our agenda materials for tomorrow’s meeting to include the proposed contract for the incoming City Manager.

The proposed contract would require a two-thirds supermajority vote (at least 4 of 5) of the City Commission to remove the City Manager.

After rushing this appointment just weeks before an election that will give Tallahassee voters a voice in how City Hall is run and who runs it—it is deeply concerning to see a proposal that would make it harder for elected officials to hold city management accountable to the people they serve.

Regardless of who the City Manager is, accountability to the people of Tallahassee should never be made harder.

I’d like to congratulate Deputy City Manager Karen Jumonville on her nomination to be the next city manager of Tallahassee.

I have maintained that it is a mistake to move forward with an appointment given the upcoming elections and the input I’ve received from the community that they’d like us to wait. That is why I voted no on moving forward today.

I supported a compromise offered by Commissioner Matlow that we move forward with a one-year contract. This would have given the new city manager an opportunity to work with the new commission and earn their support, while also giving us more flexibility to move in a different direction if desired under new leadership. The majority voted no.

I’d like to thank all the applicants for their interest in serving, and a special thanks to the two other finalists, Dr. Scott Andrews and Ms. Valerie Washington for their interest in serving Tallahassee.

Tomorrow, the City Commission will hear presentations from the three finalists to replace Reese Goad as city manager and deliberate on next steps. This meeting is open to the public and there will be opportunities for public comment.

At our meeting last week, I voted against moving forward because I believe appointing a new city manager just weeks before an election is irresponsible and undermines the democratic process.

Mass surveillance does not equal public safety.

Earlier today, Gov. DeSantis ordered the removal of Flock cameras from state roadways and now the Leon County Sheriff's Office has suspended its use of Automatic License Plate Readers (ALPR) due to concerns from the public about civil liberties, privacy, misuse, and misreads. I share those concerns and appreciate this important step in reassessing the use of ALPR cameras.

Unlike most other traffic cameras, ALPR cameras are constantly recording and everything that enters into view is logged into a mass surveillance database.

I voted to end the City's relationship with Flock at last week's meeting, and the motion failed on a 3-2 vote, with the majority of the commission voting to continue the use of Flock cameras. The Commission voted to have a town hall on the topic, with more details to come.

Thank you to everyone who has spoken up about this issue and demanded greater transparency and accountability around surveillance and policing in Tallahassee.
