On May 16, 2024, Jose Gonzalez was placed on Post Release Community Supervision (PRCS). He enrolled into the Adult Program Center (APC) on August 23, 2024. While in APC, Jose completed a partial program including 12 individual Effective Practices in Community Supervision (EPICS), Thinking for Change (T4C) and Aggression Replacement Therapy (ART). He maintained a positive attitude through the entire program and encouraged other participants even when they were negative. He never let the other participants negative behavior/actions persuade him in changing his actions or thinking. He was well liked in class and by the specialists in the program.

When Jose was released from prison he moved into Victory Outreach. He stated, “if it wasn’t for Victory Outreach and stable housing I wouldn’t have made it this far. This time around being on probation was very different for me. The classes really helped, but I had to do my part and want to change, for it to be effective. I became a better person being in this program and I look at things differently when approached by others.” He learned to always think before you act on anything. He has remained drug free for two and a half years.

He became lead staff at Victory Outreach overseeing the entire house and the clients. He feels good because his skills are being used, and management trusts him. He will soon promote to director of the program. He hopes in the future he can reconnect with family members. He completed probation in May of 2025.

Jose and his family will be invited to attend the annual APC graduation ceremony later this year. Congratulations Jose on all you have achieved!

Investigators from the Modesto Narcotics Enforcement Team (MNET) and the Federal Bureau of Investigation conducted a joint investigation into multiple individuals involved in trafficking counterfeit Oxycodone pills—commonly referred to as M30 pills—across Stanislaus County. These pills are often made to look like legitimate prescription medication but are illegally manufactured and laced with fentanyl, a highly potent and deadly synthetic opioid.

On May 29, 2025, investigators executed multiple search warrants throughout the city of Modesto. Arrest warrants were obtained for those identified as responsible, with the total bail amount set at $7,000,000.

As a result of this operation, investigators arrested four individuals and seized more than 10 pounds of M30 fentanyl pills along with over 11 pounds of precursor chemical powder used in their illicit production. One of the suspects was taken into custody in Bakersfield, California, and will be transported back to Stanislaus County to face prosecution.

The individuals were arrested for possession of controlled substances with the intent to sell, criminal conspiracy, operating a drug house, possession of ma*****na for sale, and other enhancements related to large-scale drug trafficking.

The following subjects were arrested:

Fernando Sanchez Galindo, 39, of Modesto, CA.
Charges: Possession of controlled substances with the intent to sell, criminal conspiracy, enhancements related to large-scale drug trafficking.

Arturo Garcia, 46, of Modesto, CA.
Charges: Possession of controlled substances with the intent to sell, criminal conspiracy, enhancements related to large-scale drug trafficking.

Randon Foreman, 31, of Modesto, CA.
Charges: Possession of controlled substances with the intent to sell, criminal conspiracy

Oliver Lopez, 38, of Bakersfield, CA.
Charges: Possession of controlled substances with the intent to sell, criminal conspiracy, operating a drug house, possession of ma*****na for sale, enhancements related to large-scale drug trafficking.

The Modesto Police Department and the FBI extend their gratitude to the Kern County High Intensity Drug Trafficking Area Task Force, Turlock Police Department, Stanislaus County District Attorney’s Office, and the Stanislaus County Probation Department for their critical support in this investigation.
