Hey Meade County!

For some reason and some how, I know this is going to be our fault....

We asked you to find alternate routes around the construction on Haines Ave, and most of you have.

So, maybe we should have clarified when we asked.

Please use alternate routes and avoid the construction zone on Haines Ave, and.....

In your effort to avoid the construction, please do not choose to drive 94 mph on Elk Vale... That's not a sensible or smart alternative.

What else did we miss? Oh yeah... Wear your seatbelt!!!

Please slow down and wear your seatbelt!

Thank you for your cooperation!

Hello Meade County!!

As most know, we are blessed with having the Black Hills National Cemetery in our back yard. This cemetery provides the final resting spot for those who have served our country and their loved ones. BH National Cemetery stands as a solemn reminder of the sacrifices so many made for our country. Odds are many of us will be headed there this Memorial Day to drop off flowers and remember loved ones gone far too soon. We miss you...

Here at the office, we received a few phone calls and questions regarding the proper rules of funeral processions. We figured it was appropriate to share this information with everyone, since a number of people were curious enough to call and ask us about it.

So, the question posed was this: Is it legal to pass a funeral procession on the interstate?

With the National Cemetery right off the interstate at Exit 34, several folks have encountered this issue with funeral processions on the interstate.

Here's the official rules from the SD Codified Law:

32-26-55 . Funeral procession--Other vehicles--Violation as misdemeanor.
The following provisions apply to any motor vehicle not in a funeral procession when approaching or being approached by a funeral procession:
(1) The operator of a motor vehicle not in a funeral procession may not drive between the vehicles comprising a funeral procession while those vehicles are in motion unless authorized to do so by a law enforcement officer or unless the vehicle is an emergency vehicle giving an audible or visible signal;
(2) The operator of a motor vehicle not in a funeral procession may not join a funeral procession for the purpose of securing the right-of-way granted under § 32-26-53 ;
(3) The operator of a motor vehicle not in a funeral procession may not pass the vehicles in a funeral procession on any two-lane highway or roadway;
(4) Notwithstanding the provisions of §§ 32-26-15 and 32-31-6 , the operator of a motor vehicle not in a funeral procession may pass a funeral procession on the left on any highway having two or more lanes traveling in the same direction as the procession if the passing can be done safely. If the funeral procession is in the farthest left lane, the operator may pass a procession on the right if the passing can be done safely; and
(5) If a funeral procession is proceeding through a red signal as permitted under § 32-26-53 , the operator of a motor vehicle not in the funeral procession may not enter the intersection unless the operator can do so without crossing the path of the funeral procession.
A violation of any provision in this section is a Class 2 misdemeanor.

Too make this clear, if you are behind a funeral escort/procession on a county road, with one lane in each direction, you are NOT allowed to pass the procession. On the interstate, you are allowed to pass the procession on the left, (fast lane) and proceed to your destination.

Here's where it gets a little "murky", and for some where feelings start to get hurt. Just because you can, should you?

Will you get judged by everyone in the procession as you zip by them? Likely.

Will you get to your destination sooner than had you slowed down and followed the procession for a few miles? Yep.

If the funeral procession is still 45 miles from the cemetery, and it's moving much slower, can you pass them to keep the flow of traffic safely moving and avoid the congestion that can cause a crash? Yep.

Clear as mud, right??

Likely to have lots of different thoughts and reactions to this, but the truth is in SDCL; on the INTERSTATE or other multi-lane road or highway, you may pass a funeral procession.

Be Safe out there Meade County!

Hey Meade County!

If you have not noticed the crews have been out on Haines Ave, doing some survey markings and planning out the project that begins this MONDAY MAY 18th!

They will be removing asphalt on the south end of the project and will work north as progress allows.

Some things to keep in mind as this project gets underway:

Homeowners along Haines in the construction zone will have access to their homes throughout the project.

There will be times when only one lane is open, and the traffic will be limited to local traffic only.

They will work to keep emergency vehicle routes open.

There will be unavoidable delays with flaggers, pilot cars and detours.

Folks who use Haines on a regular basis should consider learning alternate routes while this project is being completed if possible.

That's the official "declaration / public service announcement"....

Here's a deciphered version for others:

There will be large trucks and equipment on the roadway.

At times, there will be no roadway at all.

If there is an emergency, we will find a way through, but this is reserved for the vehicles with fancy red and blue lights on top. If you don't have the fancy lights, don't try driving through.

Local Traffic only, means the folks who actually live on or just off of Haines, and there is no other way to get to the house. Our friends on Elk Creek Road, and you know who you are, are not considered "local traffic".

If you choose to utilize Haines during this project, you may be sitting in your car awhile on a delay. I suggest you find a good podcast; I have been listening to Shawn Ryan as of late. Not for everyone, but you get it.

If by some incredible force of nature, you find yourself driving through the project when you are not supposed to be, and you happen to cause damage to the work being done, you will be held personally liable for the damages. Yes, your jacked up 2001 Silverado rust box will cause extensive damage to freshly graded gravel. That's an expensive redo...

Erickson Ranch Road and Elk Vale Road will likely see a great deal more traffic on them. Please remember there are speed limits and our Deputies will be out enforcing those limits. Just leave your house a little earlier in the morning and you will have plenty of time.

Please do not call 911 to complain about the construction or the delays. Construction like this is an inconvenience, but it's necessary. Be patient, be nice to each other, and know a rebuilt road is for the betterment of everyone.

Keep your chin up and Be Safe Meade County!
