Lodi Gang Member Sentenced to 102 Years to Life for Senseless 2018 Murder

San Joaquin County District Attorney Ron Freitas announces that Andrew Collazo has been sentenced to 102 years to life without the possibility of parole for the May 15, 2018, murder of Rodrigo Ignacio. The sentencing, handed down by the Honorable Judge Barrera, marks the conclusion of a complex legal journey for a family that has waited eight years for justice.

On the evening of the incident, Rodrigo Ignacio was in his front yard in Lodi with his brother and friends. The defendants approached the group and, after asking, “Do you bang?”, then immediately opened fire. Rodrigo, the eldest of 12 children and a protector of his family, was fatally shot while heroically stepping in front of his younger brother to shield him from gunfire.

“This was a calculated and unprovoked attack on an innocent family. It is a tragedy fueled by a disregard for human life and the safety of our community,” stated District Attorney Ron Freitas. “Rodrigo Ignacio’s final act was one of profound courage, protecting his loved ones from harm. This sentence of 102 years ensures that the individual responsible is held fully accountable. In San Joaquin County, the commitment to seeking justice for victims and their families remains dogged, regardless of the passage of time.”

The case saw several procedural shifts over the years due to evolving state laws and sentencing guidelines. Despite these legislative changes, the District Attorney’s Office remained focused on the original convictions, which included first-degree murder with a gang special circumstance, attempted murder, and assault with a firearm.

District Attorney Freitas would like to extend a special thank you to Supervising Deputy District Attorney Stacie Derman for her exceptional work and dedication in the prosecution of this case, ensuring justice was finally served after years of legal challenges.

District Attorney Freitas would like to thank LPD Sergeants Dan Bristow and Mark Werdon for their relentless work on this investigation. Special recognition is also given to Victim Advocate Jessica Vanover, whose support for the Ignacio family remained constant throughout this lengthy process. Our thoughts remain with the 26 family members present today as they finally receive this measure of peace.

Board of Supervisors' Budget Approval Advances Public Safety and Victim Services

The San Joaquin County District Attorney's Office extends its sincere appreciation to the San Joaquin County Board of Supervisors for approving the County's Fiscal Year 2026-2027 Budget and for its continued investment in public safety, law and justice services, and the well-being of San Joaquin County residents.
The approved budget ensures the District Attorney's Office can continue its mission of seeking justice, supporting victims, and protecting our communities. It reflects a shared commitment to maintaining critical public safety services and strengthening programs that have a direct and lasting impact on county residents' lives.
Among the investments supported by the Board are the Family Justice Center, the Victim Witness Assistance Program, and the soon-to-open Lathrop Office, which will expand access to District Attorney services for residents throughout South San Joaquin County and help meet the needs of one of the county's fastest-growing regions.
District Attorney Ron Freitas extends his sincere gratitude to Board Chair Sonny Dhaliwal, the members of the Board of Supervisors, and County Administrator Sandy Regalo for their partnership and ongoing commitment to public safety.

District Attorney Ron Freitas spent the day connecting with and celebrating our community at three meaningful events in San Joaquin County.
He began the morning at the NAACP Prayer Breakfast, where community leaders, faith leaders, and residents came together in a spirit of unity, reflection, and service. 🙏

He then joined families and graduates at the Discovery Challenge Academy Class 19 Graduation Ceremony, recognizing the hard work and achievements of the cadets. He also presented them with a $5,000 check in asset forfeiture funds.

The day concluded at Father Fest 2026 at Victory Park, celebrating the incredible fathers and father figures who make a lasting impact in our community.

Thank you to all of the organizations, volunteers, and community members who make these events possible and help strengthen San Joaquin County every day.

This morning, San Joaquin County District Attorney Ron Freitas met with members of the Lodi Association of Realtors at their Stockton Marketing Meeting to discuss real estate fraud and the ongoing efforts of the District Attorney’s Office to protect homeowners and property owners throughout our community.

DA Freitas highlighted the importance of awareness, prevention, and reporting, while sharing how our office works with law enforcement and community partners to investigate and prosecute real estate fraud cases. Manvir Singh Held to Answer on All Counts Following Preliminary Hearing in Fatal Highway 99 Collision Case

Defendant Manvir Singh was held to answer on all counts following a preliminary hearing on June 10, 2026, in connection with a fatal multi-vehicle collision that occurred on May 19, 2026, on northbound Highway 99 near Harney Lane in Lodi.

At the conclusion of the hearing, the Honorable Judge Hoyt found sufficient evidence to hold Singh to answer on all charges and ordered the case to proceed. Judge Hoyt also modified Singh’s bail status from $400,000 bail to no bail.

Singh is charged with:
• Count 1: Vehicular Manslaughter with Gross Negligence (PC 192(c)(1))
Enhancement: Fleeing the Scene of a Crime (VC 20001(c))
• Count 2: Vehicular Manslaughter with Gross Negligence (PC 192(c)(1))
Enhancement: Fleeing the Scene of a Crime (VC 20001(c))
• Count 3: Reckless Driving Causing Specified Injury (VC 23105(a))
Enhancements: Three allegations of Infliction of Great Bodily Injury (PC 12022.7(a))
• Count 4: Hit and Run Resulting in Permanent Injury or Death (VC 20001(b)(2))

“This case involves allegations of reckless conduct that resulted in the loss of life and serious injuries to others on one of our county’s busiest roadways,” said District Attorney Ron Freitas. “We are grateful for the court’s careful consideration of the evidence presented at the preliminary hearing. Our office remains committed to seeking justice for the victims, their families, and our community as this case moves forward through the criminal justice process.”

The case is scheduled to return to court on June 23, 2026, at 8:30 AM in 8B.

Repeat Felon Sentenced to Nearly Eight Years in State Prison for Fi****ms and Narcotics Offenses

Defendant Brett Blaisure resolved three active cases in San Joaquin County by pleading no contest to multiple felony charges involving illegal fi****ms and narcotics.

On April 15, 2025, officers contacted Blaisure during an investigation into stolen vehicles. He admitted there was a firearm and co***ne inside his vehicle. Officers recovered a loaded black G***k Gen 4 Model 30, Ziploc baggies containing methamphetamine, co***ne, and he**in, along with a 30-round extended magazine. Blaisure was released on bail.

While out on bail, on May 8, 2025, officers searched his residence and located a semi-automatic shotgun, various caliber ammunition, and additional fi****ms. Blaisure claimed ownership of the illegal items and was again released on bail.

On April 23, 2026, while still out on bail, officers conducted a search in a known motorcycle gang warehouse area where Blaisure was located with his vehicle. Inside the vehicle, officers found a loaded G***k 21 on the back floorboard and, in a grocery bag on the driver’s floorboard, approximately 1.5 pounds of methamphetamine, multiple baggies, and a digital scale.

Blaisure is a convicted felon with no prior strikes and has open cases for fi****ms and narcotics sales in two additional counties.

To resolve all matters in San Joaquin County, Blaisure pled no contest to transportation of narcotics while armed with a firearm, felon in possession of a firearm, and drug sales. He was sentenced to a total of 7 years and 8 months in state prison.

“Repeat offenders who arm themselves while trafficking dangerous narcotics pose a serious threat to our community,” said District Attorney Ron Freitas. “This significant state prison sentence holds Blaisure accountable and removes a prolific felon from our streets. We will continue to prioritize these cases to protect public safety.”

Daycare Operator Pleads Guilty in Child Endangerment and Involuntary Manslaughter Case

Roxanne Helus, owner and operator of a licensed residential daycare facility in Manteca, pleaded guilty on June 8, 2026, to felony child abuse/endangerment, involuntary manslaughter, and misdemeanor driving under the influence. The convictions stem from the death of a five-month-old child and the endangerment of multiple children entrusted to her care while operating the daycare facility.
Helus pleaded guilty to:
• Felony Child Abuse/Endangerment (Penal Code § 273a(a)) involving six children under her care. She faces the upper term of six years in state prison.
• Felony Involuntary Manslaughter (Penal Code § 192(b)) for the death of five-month-old John C.O. Doe. She received a concurrent low-term sentence of two years.
• Misdemeanor Driving Under the Influence (Vehicle Code § 23152(b)), with a blood alcohol concentration of 0.29%, more than three times the legal limit. She received a concurrent sentence of 180 days.
The total agreed-upon sentence is six years in state prison.

As part of her plea, Helus admitted the aggravating factor that she took advantage of a position of trust and confidence in committing the offenses. As a licensed daycare provider, she was entrusted by parents with the care and safety of their children and owed a legal duty to protect them and obtain immediate medical assistance when necessary.
According to the investigation, on October 22, 2025, Helus was caring for six children at her licensed daycare facility in Manteca. Evidence showed that she began consuming alcohol at approximately 4:00 a.m. and later drove two children to school while under the influence. Her blood alcohol concentration was later determined to be 0.29%.
That morning, Helus ordered more than $100 worth of alcoholic beverages for delivery to the daycare. Around 11:30 a.m., she took five-month-old John C.O. Doe into a travel trailer located on the property. The trailer was not an authorized part of the licensed daycare facility and children were prohibited from being there. While inside the trailer, Helus continued drinking alcohol while caring for the infant.
During that time, John C.O. Doe experienced a medical emergency. Due to Helus' extreme intoxication and failure to comply with her legal responsibilities as a daycare provider, the child did not receive the immediate emergency medical care he required. The infant ultimately died from an anoxic brain injury. Investigators determined that every minute of delay in obtaining emergency assistance negatively impacted the child's chances of survival.

The investigation further revealed that Helus' conduct created a substantial risk of death or great bodily injury to every child entrusted to her care. Her actions demonstrated a conscious disregard for the safety and welfare of the children she was legally obligated to protect.

The San Joaquin County District Attorney's Office extends its gratitude to the Manteca Police Department, including Detective Dave Poel, Detective Garret Morrison, Detective Matthew Phillips, Detective Russ Smith, and Community Service Officer Sierra Espinosa, for their thorough investigation and dedication to seeking justice in this case. The Office also recognizes Deputy District Attorney Morgan Hendley for her diligent prosecution and commitment to achieving accountability on behalf of the victims and their families.
"Parents place immense trust in childcare providers to protect their children. When that trust is violated through reckless and criminal conduct, especially when it results in the death of a child, our office will pursue accountability," said District Attorney Ron Freitas.

Judgment and sentencing are scheduled for July 17, 2026, at 8:30 a.m. in Dept M1.

Alejandro Duran Mercado Sentenced to 40 Years to Life for 2021 Lodi Murder

District Attorney Ron Freitas announced that Alejandro Duran Mercado has been sentenced to 40 years to life in state prison for the second-degree murder of 29-year-old Cenobio Nicholas "Nick" Gallegos. The sentencing, held before the Honorable Judge Mallett, finalized a case involving a senseless 2021 daylight shooting in Lodi.

Throughout the proceedings, the defendant’s conduct remained a focal point; The People emphasized and Judge Mallett agreed that Mercado demonstrated zero remorse and refused to take any responsibility for his actions. The hearing took a contentious turn when the defendant became extremely agitated and verbally abusive toward the Court and his own counsel. His disruptive behavior eventually escalated to the point where he was removed by bailiffs, choosing to be absent rather than facing the victim’s family during their impact statements.

Judge Mallett subsequently sentenced Mercado in absentia, noting his admitted history of gang involvement and violent behavior.

"Today’s sentence ensures that a violent individual who showed an utter lack of human decency, both at the time of the crime and within the halls of justice, will no longer be a threat to our community," said District Attorney Ron Freitas. "While the defendant chose to be disruptive rather than face the family he devastated with dignity, the justice system stood firm. We hope this 40-year-to-life sentence brings a sense of finality and peace to the Gallegos family."

The court imposed a term of 15 years to life for second-degree murder, enhanced by an additional 25 years to life for the use of a firearm, resulting in the aggregate term of 40 years to life.
