Coming soon to your mailbox a Proposition 218 ballot related to proposed adjustments to your stormwater utility rates! For 34 years, your stormwater utility rate has stayed the same even as system demands have grown. As a result, deferred maintenance and aging infrastructure have increased the risk of service cuts, system failures and flooding.

To address these challenges, a proposed gradual five-year stormwater rate adjustment is now under consideration to begin in fiscal year 2027 (August 1, 2026) and your ballot gives you a voice in the process. If approved by property owners or customers of record, the City will invest revenues in long-overdue maintenance and system improvements. Even after the full adjustment, Stockton’s monthly stormwater rate would remain lower than rates in neighboring cities like Elk Grove and Sacramento.

Attend our upcoming in-person community meeting to gain a deeper understanding of why the City is proposing adjustments and how the changes support system reliability to protect your property.
