At the center of this work is a nearly 990-foot-long structure spanning State Route 99 and Union Pacific Railroad tracks. The project included replacing the old Austin Road overcrossing, setting 63 precast girders, coordinating utilities and railroad operations, managing traffic control, and keeping construction moving safely.

For drivers, the result is a smoother and more reliable connection.

Behind the scenes, it took years of planning, engineering, construction, and coordination among regional partners to deliver this major transportation improvement.

More than 180,000 vehicles move through the State Route 99/120 interchange in Manteca every day.

That movement connects people to work, goods to market, agriculture to the supply chain, visitors to destinations, and communities across San Joaquin County and beyond.

The State Route 99/120 Connector Project was built to improve safety, reduce congestion, strengthen reliability, and support one of the region’s most important transportation corridors.

Led by the San Joaquin Council of Governments, this project is more than a construction milestone. It is an investment in how our region moves today and how it prepares for the future.

The San Joaquin Council of Governments is updating the long-range transportation plan for the San Joaquin region and we need your help!

Review the draft 2026 Regional Transportation Plan/Sustainable Communities Strategy (RTP/SCS) and then send us a comment. Why?
Because the RTP/SCS guides investments in transportation, housing, and land use for a more connected, sustainable San Joaquin County. It sets priorities for how people and goods move through the region — by car, bus, train, bike, or on foot — while aiming to reduce greenhouse gas emissions and improve quality of life. The RTP/SCS is required for transportation projects to qualify for federal and state funding.

🚧 Paving and utility work near the State Route 99/120 interchange in Manteca will require lane closures and detours. The work is part of the State Route 99/120 Connector project and is tentatively planned for June 14-19. Detours will be in place. 🚧

The work is part of the San Joaquin Council of Governments’ highway-to-highway project. Closures are necessary for the safety of motorists and work crews. The work may occasionally cause loud conditions. We are doing our best to minimize disruptions.

Once completed, the upgrades will improve safety, ease traffic congestion, enhance mobility and goods movement, and reduce greenhouse gas emissions for better air quality.

San Joaquin County supercommuters rank among the tops in the nation, according to a report prepared for the San Joaquin Council of Governments by University of the Pacific’s Center for Business and Policy Research.

Researchers found that one in 10 county commuters travel 90 minutes or more each way for work. That’s 2.6 times the rate elsewhere in California and 3.7 times the national average. It is the highest of any large county in the nation.

Stockton has the highest supercommuter rate of any of the country’s 10 largest cities by supercommuter count. It also ranks seventh nationally in total supercommuters behind far larger cities such as New York, Los Angeles and Chicago. The longest commutes are clustered in Lathrop, Mountain House, and Tracy. About one in three workers from those communities commute 60 minutes or more each way along Interstates 205 and 580, and State Route 120. Many of those commuters leave before dawn to get over the Altamont Pass ahead of heavy traffic and about 13 percent of county commuters are on the road before 5 a.m.
