The Dauphin County Department of Public Safety (DPS), mandated by the Pennsylvania Emergency Ser...vice Code, 35 PA C.S.A., Appendix, Section 7101 et seq. The Department supplies training, guidance, resources, coordination and other assistance to the County’s underlying political subdivisions through their Local Emergency Management Coordinators. Additionally, the Department is responsible for com

pliance with the Federal Superfund Amendments and Reauthorization Act (SARA) Title III legislation, and Pennsylvania Act 165, regarding Hazard Materials Programs. The Department is also responsible for the Radiological Protection Program under several state and federal statutes inclusive of Act 147 regarding radiological materials. The Department is tasked with many functions and programs under the state’s Counter-Terrorism Planning, Preparedness and Response Act 227. The Department operates the County’s Enhanced 9-1-1 Emergency Communications Center which provides services in accordance with the Public Safety Emergency Telephone Act 78 of 1990 as amended by Act 17 of 1998 and Act 56 of 2003. Lastly, the Department is a member of the South Central Regional Task Force (SCTF), which in regular collaboration with the 7 other member counties, streamlines the requesting and deployment of regional assets that otherwise would be requested through traditional mutual aid processing, thus increasing public safety through reduced deployment times. 📡 Strengthening Disaster Communications & Emergency Management Preparedness 🚨

Yesterday, the Dauphin County Office of Emergency Management hosted an Emergency Management Training focused on one of the most critical components of disaster response—communications.

With more than 15 emergency management professionals in attendance, representatives from Verizon and T-Mobile provided valuable insight into how their organizations operate during emergencies, support disaster response efforts, and work collaboratively with public safety agencies to help maintain critical communications when they are needed most.

Attendees also had the opportunity to view specialized communications equipment firsthand, gaining a better understanding of the resources and capabilities available to support communities during incidents, planned events, and large-scale disasters.

Following the communications training and lunch, our newly appointed Municipal Emergency Management Coordinators participated in Dauphin County’s New Emergency Manager Orientation. This session provided a 30,000-foot view of emergency management and disaster response, helping participants better understand the roles and responsibilities of emergency managers before, during, and after an incident.

The orientation introduced attendees to emergency planning, coordination with partner agencies, resource management, public information, and the importance of preparedness at the local level. We are excited to see these dedicated individuals continue their development as they serve their communities throughout Dauphin County.

Dauphin County Department of Public Safety is currently accepting applications for the full-time, varied shift position of 911 Telecommunicator Trainee.

🔹 Starting Pay: $20.91 per hour
🔹 Location: Dauphin County, PA
🔹 Schedule: Varied shifts (24/7 operations)

Position Summary:
As a 911 Telecommunicator Trainee, you will play a vital role in public safety by receiving and dispatching emergency and non-emergency calls for police, fire, and medical services. This is a fast-paced, high-impact position that requires clear communication, attention to detail, and the ability to remain calm under pressure.

Key Responsibilities:

Answer and process 911, emergency, and non-emergency calls from the public.

Dispatch fire, ambulance, and law enforcement personnel using radio and computer-aided dispatch (CAD) systems.

Determine the priority, nature, and location of calls while monitoring unit status.

Maintain accurate records, logs, and reports.

Operate various communications and data systems, including TDD (Telecommunications Device for the Deaf), teletype, and radio equipment.

Provide pre-arrival/post-dispatch instructions for medical, fire, and police emergencies.

Perform record checks, confirm and update warrant statuses, and monitor system functionality.

Ideal Candidate:

Strong verbal and written communication skills

Ability to stay calm and effective in high-pressure situations

Comfortable using computers, radios, and technical equipment

Detail-oriented with strong multitasking abilities

Willing to work varied shifts, including nights, weekends, and holidays

📢 Disaster Preparedness and Survival Course – Registration Now Open! 🛡️

The Dauphin County Department of Public Safety would like to share an excellent training opportunity being offered by TEEX and funded through DHS/FEMA.

Disaster Preparedness and Survival: A Guide for Individuals, Families, and Communities (PER-334) is a 12-hour course designed to help participants better understand disaster preparedness, personal readiness, community resilience, and survival strategies before, during, and after emergencies.

This recognition reflects our team’s commitment to supporting firefighter health, safety, and cancer research. By participating in the National Firefighter Registry, our members are helping contribute to the largest effort ever undertaken to better understand and reduce cancer among firefighters and emergency responders.

The Dauphin County Department of Public Safety is proud to support the upcoming Tunnel to Towers 5K Run & Walk hosted by Hummelstown Borough on Saturday, August 22, 2026.

This event honors the legacy of FDNY Firefighter Stephen Siller and all those who have made the ultimate sacrifice in service to our nation and communities. Proceeds from the event support the Tunnel to Towers Foundation’s mission of providing mortgage-free homes to Gold Star and fallen first responder families, building specially adapted smart homes for catastrophically injured veterans and first responders, and working to eradicate veteran homelessness.

🚨🤝☢️ Strengthening Regional Preparedness Through Partnership ☢️🤝🚨

Today, the Dauphin County Department of Public Safety – Office of Emergency Management was honored to partner with the Center for Homeland Defense and Security (CHDS) Radiological Emergency Preparedness (REP) Program to host local, state, and federal leaders for an important discussion focused on the future restart of the Crane Clean Energy Center.

This was an outstanding opportunity for our region to bring together emergency management professionals, government leaders, and industry partners to discuss preparedness, intergovernmental coordination, leadership responsibilities, risk communication, and public confidence. As planning continues for the facility’s anticipated restart in 2027, these conversations are critical to ensuring our communities remain informed, prepared, and resilient.

We would like to extend our sincere appreciation to the CHDS REP team for delivering an exceptional program and sharing their expertise with participants from across the region. Their dedication to strengthening radiological emergency preparedness nationwide is invaluable.

The Office of Emergency Management would also like to thank Dauphin County Chief of Staff Eric Hagarty for his support and leadership in helping bring this important program to Dauphin County.
