Today, in their brief to the US Supreme Court, the State of Michigan claimed that voters have no right to propose constitutional amendments for any ballot.

Article 12, Section 2 of the MICHIGAN constitution establishes exactly the right of voters to propose constitutional amendments through citizen petitions: "Amendments may be proposed to this constitution by petition of the registered electors of this state."
