Applications Now Being Accepted for Four New Affordable Homes on Union Street in Springfield’s Old Hill Neighborhood

– Application Deadline on August 11th, 2026/ Open Houses on Thursday, July 23rd from 4:00 pm-6:00 pm and Saturday July 25th from 1:00 pm-3:00 pm –

Mayor Domenic J. Sarno and Home City Development, Inc. are pleased to announce that four brand-new colonial homes on Union Street in Springfield’s Old Hill neighborhood are now available through a public lottery — priced at $195,000 each for households earning at or below 80% of the Area Median Income.

“Providing quality homeownership opportunities for Springfield families remains one of my administration’s highest priorities, for it provides generational wealth opportunities” said Mayor Domenic J. Sarno. “These beautiful new homes in Old Hill are another example of how strategic public investment and strong community partnerships can help strengthen our neighborhoods, return vacant land to productive use, and create opportunities for residents to build equity and long-term stability right here in Springfield.”

As part of the City of Springfield’s ongoing commitment to neighborhood revitalization and expanding homeownership opportunities, Home City Development was selected by the City as the preferred development partner to transform ten vacant parcels in the Old Hill neighborhood into high-quality homes for income-qualified first-time buyers. Through that partnership, the Old Hill Home Ownership initiative was created to help more Springfield families achieve the dream of homeownership.

Bringing new homeownership opportunities to neighborhoods like Old Hill requires strong collaboration among public agencies, community partners, and development professionals. Through the leadership of the City of Springfield and the support of state and local housing resources, these formerly vacant parcels have been transformed into new homes that will benefit Springfield residents for generations to come.

This project demonstrates what is possible when public investment, community vision, and strong partnerships come together,” said Justin Rudgick, Executive Director of Home City Development, Inc. “These four homes represent an important step in expanding affordable homeownership opportunities for Springfield residents, and we are excited to continue supporting the City’s vision through the next phase of development in Old Hill.”

The homes

Each home is 1,821 square feet with 3 bedrooms, 2 bathrooms, and an integrated garage. Homes are newly constructed and move-in ready, with stainless appliances, in-unit washer and dryer, and energy-efficient systems built to keep utility costs low.

The four homes are located at: 599 Union Street, 595 Union Street, 575 Union Street, and 551 Union Street, Springfield, MA.

The project was funded through the HOME Investment Partnerships Program, the Neighborhood Stabilization Program (NSP), and ARPA funds from the City of Springfield Office of Housing.

Who can apply

To enter the lottery, applicants must:
-Have household income at or below 80% of the Area Median Income (see limits below).
-Be pre-approved — not pre-qualified — for a mortgage of $200,000 or more. NOTE: A combination of mortgage pre-approval and sufficient evidence of other funds (savings, gift, down payment assistance) amounting to at least $200,000 may be acceptable
-Meet HUD requirements for a first-time homebuyer.
-Submit a complete application through the City of Springfield.

The lottery drawing will be held on Thursday, August 20, 2026 at 10:30 AM. The drawing will be administered by the City of Springfield.

Mayor Domenic J. Sarno joined with City Officials and the Duggan Academy community for a Street Dedication Ceremony for Daniel Kavanagh, for his years of dedication, kindness and service to the Duggan Academy community. Members of the Hungry Hill neighborhood, friends, family, and former colleagues were also in attendance.

Mayor Sarno states, “Daniel Kavanagh was a positive spirit who touched the lives of countless students, staff and families. It is a perfect honor to dedicate ‘Kavanagh Way’ to him. He touched many lives at Duggan Academy, and by the turnout of the crowd, he touched many lives outside of Duggan Academy too.”

Summer Crews at Forest Park beautify the Ponds for Summer

Mayor Sarno and Parks, Building, Recreation, and Management (PBRM) Executive Director Tom Ashe thank the Parks Summer Crew for helping to beautify the ponds at Forest Park ahead of the busy summer season.

Mayor Sarno states, “I want to thank PBRM Executive Director Tom Ashe and his team of summer workers for getting the ponds cleaned and beautified for the summer. Lots of families utilize Forest Park in the summer for leisure activities, and I am proud to know that the park is beautiful for everyone to enjoy!”

June 14th, Flag Day, is approaching. On June 14, 1777, the U.S. Continental Congress approved the design of a national flag.

Mayor Sarno issues statement on the passing of SPS Student

Mayor Domenic J. Sarno states, “Any unexpected/untimely death, especially to someone so young is a terrible tragedy. My sympathy, thoughts, prayers, and encouragement go out to the family, and school family as well. I have reached out to and spoken with the family and visited the school site in their time of grief to offer any support we can during this trying time. A full review and investigation is being undertaken to determine the cause of the tragic event. May God rest this student’s soul.”

Mayor Sarno joins with State Representative Orlando Ramos to Celebrate his Wife Carla Sarno on being named Springfield’s Commonwealth Heroine

Mayor Domenic J. Sarno, his daughter Cassandra Sarno, State Representative Orlando Ramos, Ayanna Crawford of Representative Ramos’ Office, Duggan Principal April Robinson, and Ellen Moorhouse representing the Massachusetts Commission on the Status of Women, joined to celebrate Mayor Sarno’s wife, Carla Sarno, who has been named a Commonwealth Heroine.

Commonwealth Heroines are women who don’t make the news, but who truly make the difference. Every day, thousands of women perform acts that make our homes, neighborhoods, cities, and towns better places to live. The Commonwealth Heroine award is given to women of the Commonwealth who use their time, talent, spirit, and enthusiasm to enrich the lives of others in their communities. They are mentors, volunteers, and innovators who strive to protect and represent the interests of seniors, victims of violence, children, immigrants, and other vulnerable populations. They are the glue that keeps a community together, and we’re proud to honor them.

Mayor Sarno states, “I want to congratulate my beautiful wife, Carla on being named a Commonwealth Heroine. She puts in so much hard work into assisting our Duggan students, and their families with their needs whether in school or with home visits and will give you the shirt off her back if you asked her. She is one who never looks for any limelight and was even hesitant to accept this award too. Thank you to State Representative Orlando Ramos for recognizing her as a Commonwealth Heroine- she is so deserving.”
