Effingham County, Georgia was established on February 5, 1777 during the American Revolution.

It was named in honor of Lord Effingham, an English nobleman and colonial rights advocate. It covers 483 square miles and is home to roughly 71,500 residents as of July 2023. Project Camellia is making an $80 million commitment to Effingham County, and the people who know our community best can help shape how that investment is used.

The first priority is parks and recreation. Through the Community Investment Feedback Form, residents can rank potential investments such as walking and biking trails, playgrounds, a splash pad and an aquatic center. You can also vote on the community priority you would like considered next.

The parks and recreation survey closes September 30. Share your feedback and encourage your friends and neighbors to participate:

It’s official: Effingham County homeowners will see approximately 30% reduction on their 2026 property tax bills.

That relief is now reflected in the adopted 2026 tax rates and millage changes.

For qualifying homeowners, these changes mean an average reduction of approximately 30% compared with their 2025 property tax bill, with actual savings depending on property value and exemptions.

This year’s local tax relief was made possible by proceeds the Effingham County Industrial Development Authority (ECIDA) received from the Project Camellia land sale. The ECIDA used a portion of those funds to support tax relief for the County and School District, while also suspending its own property tax levy. As a result, the County lowered its millage by 2 mills, the School District lowered its millage by 2 mills, and the ECIDA suspended its 2-mill levy—a combined 6 mills of local property tax relief.

As a voluntary commitment to the community, OpenAI has agreed to pay property taxes based on the millage rates in place prior to the 2026 rollback, ensuring its tax contribution is not reduced by the new property tax relief measures.

Non-homestead properties also benefit from the 6 mills of local tax relief, resulting in roughly a 20% reduction in the overall property tax bill. Qualifying homeowners receive that same local millage relief plus a separate $500 grant from the State of Georgia, bringing the average total property tax reduction to approximately 30%.

And this is about more than one year of savings.

The proceeds from the Project Camellia land sale also provide an important bridge to the next phase of Project Zero. In November, Effingham County voters will consider the LHIAG referendum, which, if approved, will allow the County to use these funds to eliminate County homestead property taxes in 2027.

From there, Project Zero’s long-term goal is to establish a sustainable path to keep County homestead property taxes eliminated while maintaining the services and infrastructure our community relies on.

🚒🚑 A New Home for EMS & ECFR Is Taking Shape!

Effingham County’s new Marlow EMS/Fire Station is on the horizon, with construction ongoing at the intersection of Blue Jay Road and Ga. Hwy 17.

The new facility is designed to support full-time crews and will include:

🚒 Truck bays
🛏️ Crew living quarters
🏢 EMS and deputy offices
🍳 Kitchen
🛋️ Day room
🚿 Bathrooms and showers

It will provide a modern, functional facility for the men and women who serve Marlow and the surrounding area — strengthening Effingham County’s public safety infrastructurae.

While the new station is being constructed, EMS and ECFR will operate temporarily from a new metal building at the Sand Hill Complex. That building is SPLOST-funded and is nearing completion, with EMS expected to move in next week.

And when the new Marlow station is complete, the Sand Hill facility will continue serving the County, with Parks and Landscape using the building for its operations. 🌳🌿

🚨 One project. Multiple benefits. A stronger investment in Effingham County’s future.
