The Town of Spring Lake Board of Commissioners will hold a Public Hearing to receive public comment and consider adoption of the System Development Fee (SDF) Analysis for the Town's water and/or sewer systems.

💧 What are System Development Fees (SDFs)?
System Development Fees (SDFs) are one-time, upfront charges levied by local governments or utility providers on new or expanding developments. These fees help cover the proportional cost of building or expanding infrastructure, such as water treatment plants, water lines, sewer mains, and other utility facilities needed to serve growth and increased capacity demands.

Headquarters Library to Host 40th Anniversary Celebration with America 250 Mural Viewing

FAYETTEVILLE, N.C. – The Cumberland County Public Library will celebrate the 40th anniversary of Headquarters Library on June 1, beginning at 3 p.m. The milestone honors four decades of service, community engagement and local history preservation, while highlighting the library’s ongoing role as a place for learning, connection and shared community stories. Headquarters Library is located at 300 Maiden Lane in downtown Fayetteville.

The celebration will feature welcoming remarks, followed by a presentation from the Library’s Local & State History Department highlighting the building’s history, construction and grand opening in 1986. The presentation will also recognize the individuals, organizations and community partners who have contributed to the library’s success over the years.

Guests attending the event also have the opportunity to view the beginning of the America 250 NC mural located on the Ray Avenue side of Headquarters Library. North Carolina muralist Max Dowdle will participate in the presentation.

The anniversary celebration is part of a month-long series of events recognizing both Headquarters Library’s 40th Anniversary and Cumberland County’s role in the American Independence movement.

Social Services Offers Free Box Fans to Eligible Citizens Beginning June 1

FAYETTEVILLE, N.C. – Beginning June 1, the Cumberland County Department of Social Services (DSS) is offering free box fans for eligible residents through the Fan Giveaway Program. The program provides relief to people who do not have access to air conditioning during the hot summer months.

To qualify for the Fan Giveaway Program, residents must be below 200% of the current poverty level and have a family member in the home under the age of two, over the age of 60, or with a heat-sensitive medical condition.

Residents who are interested are asked to visit DSS in person to speak with a social worker. Social Services is open to the public Monday through Friday from 7:30 a.m. to 5 p.m., and is located at 1225 Ramsey St., Fayetteville. Residents who cannot come in person may call 910-677-2388 or 910-677-2389 to speak with a social worker. Eligible citizens who completed their assessment in person will receive a fan the same day.

Cumberland County Property Tax Relief Programs Application Deadline June 1

FAYETTEVILLE, N.C. – Cumberland County Tax Administration reminds citizens of the June 1 deadline to apply for certain tax relief programs offered to qualified property owners.

North Carolina offers three types of Property Tax Relief for permanent residents:
• Elderly/Disabled Homestead Exclusion
• Elderly/Disabled Circuit Breaker
• Disabled Veteran & Surviving Spouse Exclusion

The owner of property who wishes to obtain an exclusion must complete the application for Property Tax Relief for the program for which they are applying. The owner must meet all eligibility requirements as of Jan. 1 of the year in which they are applying for relief. The application must be filed in person, or by mail, with the Cumberland County Tax Administration Office.

Residents who qualify for the Homestead Exclusion receive an exclusion of the greater of $25,000 or 50% of the qualifying, assessed value of their permanent residence. They must be a minimum of 65 years of age or totally and permanent disabled (no minimum age).

For residents who qualify for the Circuit Breaker Deferment, the program limits taxes to a percentage of the qualifying owner’s income. Remaining taxes over the limit become deferred, with the three most current years of deferred taxes becoming due, with interest, when a disqualifying event occurs.

Veterans and surviving spouses who qualify for the Disabled Veteran & Surviving Spouse Exclusion will receive an exclusion of the first $45,000 of assessed value on their permanent residence. Qualifications include honorably discharged disabled veterans who are totally and permanently disabled, or unmarried surviving spouses.
