Transfer Station permits are available for town residents only and can be obtained from the Town Clerk. Wednesday (Summer) – 12:00 PM to 5:00 PM; Wednesday (Winter) – 11:30 AM to 4:30 PM; Saturday – 8:00 AM to 12:00 PM; Change from Summer to Winter hours will be by a notice on the bulletin board at the transfer station.

In reference to the shooting being heard by residents, Chad Wolfgram, Town Supervisor, spoke to the sheriff’s department, who informed him there is a New York State mandate for all deputies, including correction officers, to qualify at the shooting range under low light conditions. The training will continue weeknights until June 12th. The sheriff said next year he will give the town plenty of notice so we can let the residents know in advance when this training will occur.

Meeting called to order at 7:00 pm

• Roll call – present – David Wiener, Donna Wakefield, Amanda Russman, Joseph Fitzpatrick, John Scrima, Andrew Ragozzino.
• Public Comments (3 minutes per person) – None
• Approve Agenda – Donna moved to approve agenda, John seconded.
• Approve last month's minutes – Secretary failed to email the minutes, unable to upload to the website, will approve next month.
Old Business

• Comprehensive Plan – The draft has been distributed to planning board and town board members for review. There are hard copies available. Expectation is cp will be on town board agenda next week via a power point presentation, as well as a Q&A session. Amy will be available to answer questions remotely. SEQR documents have been filled out and need approval from the planning board and town board. Once the town board approves the cp, it will go to the county for approval. Chairman would like to produce an official letter of recommendation so that the town board knows the planning board approves of it. Amanda recommends the planning board members read the goals section to get a really good idea of what the cp is recommending. The last two invoices have been submitted and payment request no. 6 has been paid. The balance left is $2,000-$3,000. Amy said we’re in budget. Will tell town board that the ideas are suggestions, not requirements. It’s not binding, it’s a guide for the next ten years.

New Business

• Chairman’s notes – there’s a lot of discussion online about AI data centers. There are several planned in NY state. Chairman is concerned about water. Wants to recommend to the town board a moratorium until we can come out with some kind of law. Treat it like the battery law. Joseph moved to recommend to the town board for a moratorium. Amanda seconded. Donna will write the recommendation.
• There are no procedures as far as meetings are concerned. County asks if anyone is going to the meeting. If they have enough yesses, they have a meeting. They also add up the referrals – if none, no meeting. Planning board members feel that the meeting should happen regardless of referrals.

• Chris Hickey wants to divide land on Sullivan Road. What does he need to do? Needs an attorney, 2 deeds (one for each half), min requirements 250’ on each lot, 50’ side setbacks, 100’ from the road. Planning board needs a drawing and a survey. That’s all we require. Lots need to be greater than 2 acres in order to build. If any measurements are close, can always get a variance.

• Approve last month's minutes – Chair took minutes last month, forgot to send to secretary, went over them verbally. Andrew is not in charge of the code any more. Report on the comprehensive plan – we were told we would get copies in the ensuing week. Website good. One member of the public discussed Humphrey Road subdivision.
Old Business

• Comprehensive Plan – 3/26/26 – status meeting with town supervisor, NYS DOS and town supervisor recommended extending vote by 3 weeks to give town board more time to review plan. The Comprehensive Plan Committee reviewed revised draft 3/31. Additional edits to be made. The plan was supposed to be distributed to the planning board and town board on 4/6. Still pending State’s review of latest draft which is why the report was not distributed on 4/6. Amanda has called several times to get the State to review. Board presentation and vote will be May 13, go to county planning board in June. Amanda confident in current revision, doesn’t think Board will have many changes. Not a lot of surprises, one or 2 recommendations that the consultant put in to meet the smart growth needs. It’s a plan, a suggestion, not an implementation. County has a form to get on the agenda.
• Website – Amanda updated some stuff for Keith. Updating the format of the email that comes through for Keith because it should include name/phone number.
• Broadband is looking at the town’s procedures for towers, road, cabling, what’s necessary for broadband, to see what each town’s procedure is. Trying to streamline broadband so that it’s the same for all towns.
• Law code development – select new project lead for categorizing laws.
• Training Certificates – Several Planning Board members still waiting for completion certificate from state run training earlier this year.

• Comprehensive Plan report – Amanda is going to send a copy (167 pages) to all board members. Board members should read it, take notes, give ideas, changes, suggestions at next meeting. Board will vote to accept Comprehensive Plan. It will be sent to the Town Board. Amanda is making some changes to it at the moment, but will send the latest version.
• Website Report – Website working and being updated regularly.
• Training Certificates – John Scrima, David Wiener and Donna Wakefield signed up for training at FMCC
• Code report – Andrew worked with Amanda. Need a big table to collate, organize. Work in process.

New Business
• Subdivision at Four Corners – Charlie Rhoades. Subdivision discussion from last month. 684’ of frontage, 500’ deep, 7.76 acres. Donna made motion to approve, John seconded, unanimous approval.
