Upper Columbia United Tribes - UCUT UCUT takes a proactive and collaborative approach to promoting Indian culture, fish, water, wildlife and habitat.

As sovereign nations, we are charged with the protection and enhancement of our land and natural resources. UCUT represents five tribes that have come together to maintain our vital resources for present and future generations. The organization was formed in 1982 by the Coeur d'Alene Tribe, Kalispel Tribe of Indians, Kootenai Tribe of Idaho and the Spokane Tribe of Indians, with the Confederated T

Position Title: Finance Director, Kootenai Tribe of Idaho
Compensation: $95k minimum, negotiable DOQ

Reports to: Tribal Council
Duty Station: Portland OR; Ability to travel to North Idaho essential.

The Finance Director manages core accounting functions such as payroll and tax reporting,
budget development, and audit preparation to ensure the Tribe’s financial operations run
smoothly and transparently. The ideal candidate will have a solid foundation in accounting,
enjoy variety, adapt quickly, and value learning on the job. This position works closely with
leadership to maintain fiscal integrity while supporting programs and services that directly
benefit the Tribal community.
KEY RESPONSIBILITIES:
• Lead Finance Department staff, fostering efficiency, accuracy, and transparency in all
financial operations.
• Work closely with Tribal leadership and Department Directors to prepare the annual
budget, monitor funding, and shape sound financial policies.
• Manage multiple federal funding sources, including grants, and ensure compliance with
all reporting and documentation requirements.
• Oversee annual audit preparation, quarterly tax reporting, and other key compliance
deadlines.
• Maintain strong relationships with funding agencies, auditors, banks, and vendors.
• Handle additional finance-related tasks such as retirement plan administration, trust
account oversight, and annual insurance reviews.
• Provide regular financial reports and updates to Tribal leadership.
QUALIFICATIONS:
• Bachelor’s degree in accounting, finance, business administration, or a related field. CPA
or equivalent certification is welcome but not required.
• Experience managing finances in a government, tribal government, or non-profit
setting—or in a role with similar responsibilities.
• Understanding of GAAP and familiarity with federal grant regulations and OMB
guidance, or a willingness and ability to learn quickly.
• Strong communication and leadership skills, with the ability to work collaboratively
across departments and with outside partners.
• Organized and adaptable, able to manage multiple funding sources and changing
priorities while keeping projects on track.
Additional Requirements:
• Must support and uphold the Kootenai Tribe’s vision, mission, and values.

• Must pass criminal background check and abide by Tribe's Drug and Alcohol Policy

This new program represents the five Upper Columbia United Tribes (UCUT) working together with stakeholders across the Upper Columbia Basin to reduce toxic pollution from entering our waterways. The EPA funded program aims to improve the health and well-being of tribal members who rely on healthy fish and wildlife, protect the health of the Upper Columbia River aquatic ecosystems, and bring benefit to the non-tribal communities across the region.

Projects in the following project areas are open to be funded:
• Education and Outreach (2 subawards, $75,000 each)
• Agricultural Buffers and Best Management Practices (BMPs) (1 subaward, $100,000)
• Lead Trade-Out (2 subawards, $37,000 each)
