This policy applies to all social media tools, including, but not l

imited to, Facebook and Twitter. These open forums are meant to allow residents and other participants to participate in community conversations and receive information from the municipality. If you choose to comment it should be acknowledged that you are personally responsible for the comments you make or information you submit. We ask that you keep your comments civil and within the boundaries of appropriate public language. The Selectboard reserves the right to remove any posts and take further steps necessary to maintain a civil discord on all social media sites. Any such removal of material or other monitoring will be performed by an administrator designated by the Selectboard.

• Do not post material which is commercial or political in nature.
• Do not post obscene, graphic, threatening, violent or racial comments.
• Posts that are hateful, abusive, vindictive, or threatening to an individual, group or organization are not allowed.
• Any commercial postings will be removed, including advertisements, prizes, promotions, financing or other such matters. Posts attempting to defraud or mislead the public will be removed and referred to the proper agency for investigation.
• Any post which suggests or implies an illegal activity will be removed and reported to the proper authority.
• Comments related to litigation, contract negations or administrative proceedings which may adversely affect, cause prejudice or otherwise degrade the public process for the municipality, other parties or individuals will be removed.
• Apparent spamming or trolling will be removed and the party may be blocked.
• Use of trademark material, images or copyrighted material is forbidden. Images posted should be the property of the user.
• Do not post documents of any kind.
• Do not posts lists, rosters, organizational charts or directories.
• The Town of South Hadley reserves the right to remove any material and block any user. Any party suspected to be a chronic violator of this policy or otherwise threatening the purpose of this policy will be permanently banned. An appeal to the full Selectboard may be allowed for a permanently banned user, if the Selectboard so choses. However, the party requesting such an appeal must present and give access to all postings, materials and/or hard drives requested by the Selectboard thirty days prior to the hearing. The Selectboard may request a forensic audit of the equipment at the appellant’s expense. All information posted to social media is considered to be in the public domain. The Town of South Hadley does not necessarily authenticate or fact check material posted by users and subsequently does not vouch for the veracity of any posts from users.

The South Hadley Elementary School Building Committee invites community members to attend a Mosier School Tour and Community Meeting on Thursday, June 4. Childcare will be provided by South Hadley High School students. Guests may check in at the Mosier Gymnasium.

The evening will begin with an in-person tour of Mosier Elementary School at 5:15 PM, followed by a Community Meeting from 6:00–7:00 PM, available both in person and virtually. The South Hadley Transfer Station will ONLY be open on Wednesdays and Saturdays from 8 a.m. - 3 p.m. (closed 12-1 p.m. for lunch) beginning June 2 through June 24.

The Selectboard is seeking residents with diverse interests and abilities to apply for these available positions. There are no special requirements for any of the boards and committees other than a willingness to volunteer. However, applicants must be registered to vote in the Town of South Hadley.

Moody's Ratings affirms South Hadley, MA's Aa2 issuer and GO ratings
New York, May 13, 2026 -- Moody's Ratings (Moody's) has affirmed the Aa2 issuer rating on the Town of South Hadley, MA. Concurrently, we have affirmed the Aa2 rating on the town's outstanding general obligation unlimited tax (GOULT) and general obligation limited tax (GOLT) ratings. The town has approximately $26.4 million in general obligation debt outstanding as of June 30, 2025.

RATINGS RATIONALE

The town's Aa2 issuer rating reflects an above-average resident income, modest wealth levels and an economic growth rate that trails the US. The town's financial position is strong and supported by conservative and proactive fiscal management. The town's available fund balance and net current assets totaled $49 million representing 48.4% of revenue as of June 30, 2025 draft audited financials.

The strong finances provide some flexibility as the town continues to review options for filling modest but rising budget gaps that begin next year, fiscal 2027. The projected imbalance is driven by rising expenditures related to health insurance and education against limited revenue raising ability under Proposition 2 1/2.

The preliminary fiscal 2027 budget focuses on maintaining educational services while reducing all other department budgets and increasing the tax levy to the levy limit. The town will also appropriate $2.08 million in free cash as a revenue source.

Absent an override, the town's budget forecast reflects budget gaps of -1.3% of 2025 revenue in fiscal 2028 and -1% in 2029. Although, a successful override of $3.5 million would maintain balanced budget forecasts until 2030.

The town is preparing to bring a new override ballot question to voters in September 2026. The override request will be for $3.5 million to address forecasted budget deficits over the next two to three years. This would be in contrast to the town's initial April 2026 override attempt of $9 million that failed in addressing budget concerns over a five year horizon.

Other considerations to the rating include long-term liabilities that are expected to remain stable over the next two years but could rise modestly beyond that timeframe given future capital plans. The long-term liabilities ratio equaled a low 126.2% as of June 30, 2024 and the fixed costs ratio was 7.9%.

The Aa2 GOULT and GOLT ratings are placed at the same level as the issuer rating because of the town's full faith and credit pledge. The town also has the ability to override the Proposition 2 1/2 tax levy limit. The GOULT bonds are considered unlimited tax because the entire amount of debt service has been voted to be excluded from the tax levy limit.

The South Hadley Public Library, located at 2 Canal Street, and the Senior Center, located at 45 Dayton Street, are both designated cooling shelters for those who need to seek relief from the heat.

The spray parks at Buttery Brook and the Beachgrounds are open daily from 10:30 a.m. - 6:30 p.m.

Additional cooling shelters are the fire district 1 & 2 headquarters.

- Library: Monday - Wednesday: 9:30 am - 8 pm, Thursday - Friday: 9:30 am - 6 pm
- Senior Center: 8am-4pm weekdays, Thursday until 6:30pm
