Good day, South Chicago Heights residents, this is Police Chief Clint Wagner on behalf of Mayor Terry L. Matthews and the board of trustees, bringing you an important message.
On October 20, 2025, the Village passed an ordinance regarding the restriction and enforcement of electric bicycles and electric motorbikes or dirt bikes, commonly referred to as e-bikes and e-motos.
The board was provided with detailed information from our legal team which follows the State of Illinois’ Compiled Statutes as to not hinder the lawful operation of an e-bike for our residents who use this as their mode of transportation.
With the holidays lurking around the corner, we wanted to inform our residents who are thinking of purchasing one, that e-motos, must comply with the Illinois law of a vehicle registration, insurance, and licensing provision as well as other general traffic regulations meaning that not only do you need a license to operate it but you must also follow additional guidelines. Amazon and other retailers are marketing e-motos as e-bikes which are similar in appearance but significantly different regarding state regulations.
Lastly, e-scooters are only to be operated by persons who are at least 18 years of age, and only one rider per scooter according to Illinois traffic laws.
